Over the past two decades, the Department of Defense has been moving toward commercial-military integration for manufacturing, while at the same time, the printed circuit board industry has been moving steadily offshore. Today, many in DoD, the U.S. Congress, and the federal government lack a clear understanding of the importance of high-quality, trustworthy printed circuit boards (PrCBs) for properly functioning weapons and other defense systems and components. To help develop this understanding, DOD requested the NRC to identify and assess the key issues affecting PrCBs for military use. This report presents a discussion of how to ensure DOD's access to reliable printed circuits; an assessment of its vulnerability to the global printed circuit supply chain; and suggestions about ways to secure the design and manufacture of printed circuits. In addition, this report offers recommendations to help DoD (1) preserve existing systems' capabilities, (2) improve the military's access to currently available PrCBs, and (3) ensure access to future PrCB technology. The recommendations reflect the need to achieve these goals at reasonable cost and in concert with evolving environmental regulations.

In 2003, the Defense Intelligence Agency asked the NRC to form a standing committee to help develop study topics about technology warning. One issue that was identified was the growing dependence on foreign suppliers of critical technology as a result of the increase in globalization of economic activity. Two important questions emerged for study: what is the risk of denial of critical products from foreign sources and what must the United States do to assure access to future critical products and technologies? This report presents an assessment addressing those two questions. It also provides an analysis of a strategic approach to manage the consequences of this trend towards increased globalization. Finally, the report offers a set of recommendations to implement this strategy and to increase assurance of access to critical technologies.
The National Research Council (NRC) of the National Academies was asked by NASA and the Office of Management and Budget to perform an assessment of NASA's Aerospace Technology Enterprise. The first such review, which began in early 2002, examined Pioneering Revolutionary Technology (now known as Mission and Science Measurement Technology). The assessment presented here, of the Aeronautics Technology Programs, began in early 2003 and is the second in the review series. The Aeronautics Technology Programs has three components: the Vehicle Systems Program, the Airspace Systems Program, and the Aviation Safety Program. To conduct this review, the NRC established three panels, one for each of the component programs. The NRC also established a parent committee, consisting of the chairman and a subset of members from each panel. The committee and panels comprised a cross-section of experts from industry, academia, and government and included senior-level managers and researchers in the aeronautics field. Biographical information on the committee and panel members is found in Appendix A. Review of NASA's Aerospace Technology Enterprise: An Assessment of NASA's Aeronautics Technology Programs contains the committee's assessment of the Aeronautics Technology Programs. Chapter 1 presents a top-level assessment, and Chapters 2 through 4 provide the assessments of the Vehicle Systems Program, the Airspace Systems Program, and the Aviation Safety Program, respectively.
Emerging economies, social and political transitions, and new ways of doing business are changing the world dramatically. To be the leader in this competitive climate, a defense manufacturing enterprise will require up-to-date capabilities, which include improvements in materials processing, among other things. Also, national and international efforts to mitigate environmentally harmful effects of industrial processes and to improve decision making for handling and disposing of industrial contaminants adds additional requirements for any future efforts. The objective of retaining high-value materials-related manufacturing as a key national competitive capability implies a number of factors. The value of specific manufacturing capabilities could be defined not only in terms of criticality to defense systems but also in relation to technology and knowledge content, importance as a supplier to other industries, and importance to U.S. exports. Requested by Department of Defense (DoD) communities, the National Academies of Sciences, Engineering, and Medicine held a workshop in March 2015 to further explore materials and manufacturing processes. The participants explored changes in the global R&D landscape, technology awareness mechanismsâ€"both DoD's mechanisms and other modelsâ€"and collaboration models and issues in R&D. This publication summarizes the presentations and discussions from the workshop.
