Many of these names have gained economic, social, and political value, leading to conflicts over their ownership, especially names containing trademarked terms. Congress, in P.L. 105-305, directed the Department of Commerce to request the NRC to perform a study of these issues. When the study was initiated, steps were already underway to address the resolution of domain name conflicts, but the continued rapid expansion of the use of the Internet had raised a number of additional policy and technical issues. Furthermore, it became clear that the introduction of search engines and other tools for Internet navigation was affecting the DNS. Consequently, the study was expanded to include policy and technical issues related to the DNS in the context of Internet navigation. This report presents the NRC's assessment of the current state and future prospects of the DNS and Internet navigation, and its conclusions and recommendations concerning key technical and policy issues.
Diplomacy for the 21st Century recommends steps that the Department of State should embrace to take full advantage of the leading science and technology (S&T) capabilities of the United States. These capabilities provide the department with many opportunities to promote a variety of the interests of the United States and its allies in a rapidly changing world wherein S&T are important drivers of economic development at home and abroad and help ensure international security. This report assesses and makes recommendations concerning the changing environment for the conduct of diplomacy in the years ahead, with a focus on the role of S&T in the development and implementation of U.S. policies and programs. According to this report, prompt steps by the department's leadership are essential to ensure adequate comprehension of the importance of S&T-related developments throughout the world and to incorporate this understanding within the nation's foreign policy for the 21st century. This report also urges the adoption by the department of a broader whole-of-society approach in carrying out its responsibilities at home and abroad - extending beyond traditional interagency coordination and the narrow band of current external partners to include foundations, universities, research centers, and other groups who are extending their international reach.
The U.S. air transportation system is very important for our economic well-being and national security. The nation is also the global leader in civil and military aeronautics, a position that needs to be maintained to help assure a strong future for the domestic and international air transportation system. Strong action is needed, however, to ensure that leadership role continues. To that end, the Congress and NASA requested the NRC to undertake a decadal survey of civil aeronautics research and technology (R&T) priorities that would help NASA fulfill its responsibility to preserve U.S. leadership in aeronautics technology. This report presents a set of strategic objectives for the next decade of R&T. It provides a set of high-priority R&T challengesâ€"-characterized by five common themesâ€"-for both NASA and non-NASA researchers, and an analysis of key barriers that must be overcome to reach the strategic objectives. The report also notes the importance of synergies between civil aeronautics R&T objectives and those of national security.
This report from the Business, Innovation and Skills Committee concludes that while the Government has proposed a number of interventions which have the potential to help promote economic growth, it does not add up to a comprehensive growth strategy. The report highlights the fact that in the absence of clear performance measurements the Department for Business, Innovation and Skills' strategy runs the risk that economic success could mask failures in policy while economic hardship could overshadow excellent strategies or interventions. The report argues that different sectors of the economy have different requirements when it comes to government support and that the Department will have to develop a strong awareness of the needs of individual sectors and have the flexibility to react to them if we are to build capability across all sectors of the economy. While the Government's growth strategy appears to move in this direction, evidence from three sectors has shown that much work needs to be done. The banks' role in providing finance to business is crucial to the success of the economy. The report believes that the agreement struck between Government and the banks (Project Merlin) is a step in the right direction but the agreement must be shown to deliver real benefits to industry. If the economic recovery is to be sustained then both Government and banks need to move quickly from rhetoric to meaningful of support to the private sector.

This report examines the implications of the Government's welfare reform plans for the localism agenda. Under these plans, Council Tax Benefit and elements of the discretionary Social Fund will be abolished and replaced by localised schemes run by councils. Restrictions placed on local authorities in designing their own schemes for council tax support will produce only the illusion of local discretion. Combined with a planned 10 per cent cut in spending on support for council tax, the MPs argue these restrictions are likely to squeeze the funds available to support working-age unemployed people. The Committee also expresses concerns about the timetable for change, with local authorities having little time to design their council tax support schemes before they are due to be introduced in 2013. The Committee welcomes plans to localise the discretionary Social Fund, but warns ministers they need to fund the new schemes adequately. Collecting information about how these funds are used would allow residents to hold local authorities to account for how effective their local schemes are. Housing Benefit, which is currently administered by local authorities, is to be incorporated into the centralised Universal Credit system under the Government's plans, an incongruous move for an administration committed to decentralisation. Finally, the Committee urges the Government to think carefully about the proposed system of paying housing costs support directly to tenants under Universal Credit, as this could seriously hamper the ability of social landlords to borrow to invest in their current or new properties.
