This report summarizes a workshopâ€"Strengthening Science-Based Decision-Making: Implementing the Stockholm Convention on Persistent Organic Pollutants held June 7-10, 2004, in Beijing, China. The presentations and discussions summarized here describe the types of scientific information necessary to make informed decisions to eliminate the production and use of Persistent Organic Pollutants (POPs) banned under the Stockholm Convention, sources of information; scientifically informed strategies for eliminating POPs, elements of good scientific advice, such as transparency, peer review, and disclosure of conflicts of interest; and information dealing with POPs that decision makers need from the scientific community, including next steps to make such science available and ensure its use on a continuing basis.
The SBIR program allocates 2.5 percent of 11 federal agencies' extramural R&D budgets to fund R&D projects by small businesses, providing approximately $2 billion annually in competitive awards. At the request of Congress, the National Academies conducted a comprehensive study of how the SBIR program has stimulated technological innovation and used small businesses to meet federal research and development needs. Drawing substantially on new data collection, this report provides a comprehensive overview of the SBIR program at the five agencies representing 96 percent of program expenditure-DOD, NIH, NSF, DOE, and NASA-and makes recommendations on improvements to the program. Separate books on each agency will also be issued.

The U.S. Congress tasked the National Research Council with undertaking a comprehensive study of how the SBIR program has stimulated technological innovation and used small businesses to meet federal research and development needs, and with recommending further improvements to the program. In the first round of this study, an ad hoc committee prepared a series of reports from 2004 to 2009 on the SBIR program at the five agencies responsible for 96 percent of the program's operations-including the National Science Foundation (NSF). Building on the outcomes from the first round, this second round presents the committee's second review of the NSF SBIR program's operations. Public-private partnerships like SBIR are particularly important since today's knowledge economy is driven in large part by the nation's capacity to innovate. One of the defining features of the U.S. economy is a high level of entrepreneurial activity. Entrepreneurs in the United States see opportunities and are willing and able to assume risk to bring new welfare-enhancing, wealth-generating technologies to the market. Yet, although discoveries in areas such as genomics, bioinformatics, and nanotechnology present new opportunities, converting these discoveries into innovations for the market involves substantial challenges. The American capacity for innovation can be strengthened by addressing the challenges faced by entrepreneurs.
NASA's Human Exploration and Development of Space (HEDS) program within the Office of Space Flight has proposed a new framework for space technology and systems developmentâ€"Advanced Systems, Technology, Research, and Analysis (ASTRA) for future space flight capabilities. To assist in the development of this framework, NASA asked the National Research Council to convene a series of workshops on technology policy issues concerning the relationship of the various stakeholders in advancing human and robotic exploration and development of space. The second workshop, which is the summarized in this report, focused on the interrelationship between government, industry, and academia in the development of technology. Examples from Defense Advanced Research Projects Agency, the Department of Defense, and the National Science Foundation were covered in order to discuss best practices of such cooperative efforts as possible lessons for NASA's space exploration activities.

Founded in 1982, SBIR was designed to encourage small business to develop new processes and products and to provide quality research in support of the many missions of the U.S. government, including health, energy, the environment, and national defense. In response to a request from the U.S. Congress, the National Research Council assessed SBIR as administered by the five federal agencies that together make up 96 percent of program expenditures. This book, one of six in the series, reports on the SBIR program at the Department of Energy. It finds that, in spite of resource constraints, the DoE has made significant progress in meeting the legislative objectives of SBIR and that the program is effectively addressing the mission of the Department of Energy. The book documents the achievements and challenges of the program and recommends programmatic changes to make the SBIR program even more effective in achieving its legislative goals.
This study by the National Research Council (NRC) was requested by DOE's Office of Advanced Automotive Technologies. The study focuses on the processes used by the USABC to select, evaluate, and manage R&D projects on EV batteries in Phases I and II of the program.
America is changing. Many of the most noticeable changes in day-to-day life are associated with the advancing capabilities of computer systems, the growing variety of tasks they can accomplish, and the accelerating rate of change. Advanced engineering environments (AEEs) combine advanced, networked computer systems with advanced modeling and simulation technologies. When more fully developed, AEEs will enable teams of researchers, technologists, designers, manufacturers, suppliers, customers, and other users scattered across a continent or the globe to develop new products and carry out new missions with unprecedented effectiveness. Business as usual, however, will not achieve this vision. Government, industry, and academic organizations need to make the organizational and process changes that will enable their staffs to use current and future AEE technologies and systems. Design in the New Millennium: Advanced Engineering Environments: Phase 2 is the second part of a two-part study of advanced engineering environments. The Phase 1 report, issued in 1999, identified steps the federal government, industry, and academia could take in the near term to enhance the development of AEE technologies and systems with broad application in the U.S. engineering enterprise. Design in the New Millennium focuses on the long-term potential of AEE technologies and systems over the next 15 years. This report calls on government, industry, and academia to make major changes to current organizational cultures and practices to achieve a long-term vision that goes far beyond what current capabilities allow.
Advances in the capabilities of technologies applicable to distributed networking, telecommunications, multi-user computer applications, and interactive virtual reality are creating opportunities for users in the same or separate locations to engage in interdependent, cooperative activities using a common computer-based environment. These capabilities have given rise to relatively new interdisciplinary efforts to unite the interests of mission-oriented communities with those of the computer and social science communities to create integrated, tool-oriented computation and communication systems. These systems can enable teams in widespread locations to collaborate using the newest instruments and computing resources. The benefits are many. For example, a new paradigm for intimate collaboration between scientists and engineers is emerging. This collaboration has the potential to accelerate the development and dissemination of knowledge and optimize the use of instruments and facilities, while minimizing the time between the discovery and application of new technologies. Advanced Engineering Environments: Achieving the Vision, Phase 1 describes the benefits and feasibility of ongoing efforts to develop and apply advanced engineering environments (AEEs), which are defined as particular implementations of computational and communications systems that create integrated virtual and/or distributed environments linking researchers, technologists, designers, manufacturers, suppliers, and customers.
The defence industrial strategy published in December 2005 (Command paper Cm. 6697, ISBN 0101669720). Its aim was to provide greater transparency on the UK's future defence requirements and to set out those industrial capabilities the UK needs to maintain appropriate sovereignty and operate equipment independently. The Committee praises the production of the strategy to a tight timetable and with wide consultation. The strategy has been well received by industry. In the future there will be more focus on upgrading and maintaining platforms rather than designing and building new equipment. The Committee wants the Ministry of Defence (MoD) to continue improvements in the procurement process, and to give more information about future requirements. Investment in research and technology needs to increase, or the result will be lower quality defence equipment. The MoD also needs to develop a greater understanding of the vital role of small and medium-sized enterprises in the supply chain. Competitive procurement will not always be possible in some areas, where there is only a single company with the capacity and capability to deliver the MoD's requirements. The Committee expresses concerns about the planned use of long-term partnering arrangements, seeing the risk of possible monopoly supply and lack of access of other companies to sub-contract work.

In response to a Congressional mandate, the National Research Council conducted a review of the Small Business Innovation Research Program (SBIR) at the five federal agencies with SBIR programs with budgets in excess of $100 million (DOD, NIH, NASA, DOE, and NSF). The project was designed to answer questions of program operation and effectiveness, including the quality of the research projects being conducted under the SBIR program, the commercialization of the research, and the program's contribution to accomplishing agency missions. The first in a series to be published in response to the Congressional request, this report summarizes the presentations at a symposium convened at the beginning of the project. The report provides a comprehensive overview of the SBIR program's operations at the five agencies responsible for 96 percent of the program's operations.
Many nations are currently adopting a variety of directed strategies to launch and support research parks, often with significant financial commitments and policy support. By better understanding how research parks of other nations operate, we can seek to improve the scale and contributions of parks in the U.S. To that end, the National Academies convened an international conference on global best practices in research parks. This volume, a report of the conference, includes discussion of the diverse roles that research parks in both universities and laboratories play in national innovation systems. The presentations identify common challenges and demonstrate substantial differences in research park programs around the world.
