As political, economic, and environmental issues increasingly spread across the globe, the science of geography is being rediscovered by scientists, policymakers, and educators alike. Geography has been made a core subject in U.S. schools, and scientists from a variety of disciplines are using analytical tools originally developed by geographers. Rediscovering Geography presents a broad overview of geography's renewed importance in a changing world. Research Opportunities in Geography at the U.S. Geological Survey (USGS) provides perspective and guidance to the geography discipline about its future research and strategic directions. The book makes specific recommendations about scientific research priorities and partnerships within and outside the agency, and outlines a long-term core research agenda for the USGS.
The central purpose of all research is to create new knowledge. In the geographical sciences this is driven by a desire to create new knowledge about the relations between space, place, and the anthropogenic and non-anthropogenic features and processes of the Earth. But some research goes beyond these modest aims and creates new opportunities for further research, or affects the process of knowledge acquisition more broadly, or changes the way other researchers in a domain think about the world and go about their business. Due to its positive impacts, transformative research can be regarded as inherently having greater value than more conventional research, and funding agencies clearly regard transformative research as something to be encouraged and funded through special programs. Assessments of transformative research funding initiatives are few and provide a mixed picture of their effectiveness. The challenge is whether transformative research can be identified at the time it is proposed rather than after it has been conducted, communicated, and its influence on the discipline has become clear. Fostering Transformative Research in the Geographical Sciences reviews how transformative research has emerged in the past, what its early markers were, and makes recommendations for how it can be nurtured in the future.
Comprehensive and authoritative baseline geospatial data content is crucial to the nation and to the U.S. Geological Survey (USGS). The USGS founded its Center of Excellence for Geospatial Information Science (CEGIS) in 2006 to develop and distribute national geospatial data assets in a fast-moving information technology environment. In order to fulfill this mission, the USGS asked the National Research Council to assess current GIScience capabilities at the USGS, identify current and future needs for GIScience capabilities, recommend strategies for strengthening these capabilities and for collaborating with others to maximize research productivity, and make recommendations regarding the most effective research areas for CEGIS to pursue. With an initial focus on improving the capabilities of The National Map, the report recommends three priority research areas for CEGIS: information access and dissemination, data integration, and data models, and further identifies research topics within these areas that CEGIS should pursue. To address these research topics, CEGIS needs a sustainable research management process that involves a portfolio of collaborative research that balances short and long term goals.
Geographic data are used in all sectors of society to support a huge range of applications ranging from emergency response to land-use planning to location-based services. In the past, government agencies typically acquired ownership of such data from private-sector and other data producers and distributed these data without restriction. Licensing-whereby the producer may restrict redistribution-has emerged as an alternative business model that agencies must now consider among a suite of procurement options. The report highlights licensing perspectives and experiences of major stakeholder groups and examines the pros and cons of licensing. It concludes that licensing may be a viable option in some instances and advises agencies on how to best serve societal interests.
Learning to Think Spatially examines how spatial thinking might be incorporated into existing standards-based instruction across the school curriculum. Spatial thinking must be recognized as a fundamental part of Kâ€"12 education and as an integrator and a facilitator for problem solving across the curriculum. With advances in computing technologies and the increasing availability of geospatial data, spatial thinking will play a significant role in the information-based economy of the twenty-first century. Using appropriately designed support systems tailored to the Kâ€"12 context, spatial thinking can be taught formally to all students. A geographic information system (GIS) offers one example of a high-technology support system that can enable students and teachers to practice and apply spatial thinking in many areas of the curriculum.
U.S. research-doctorate programs in the social and behavioral sciences were assessed by a committee of the Conference Board of Associated Research Councils. Attention was focused on 639 research-doctorate programs in seven disciplines in the social and behavioral sciences: anthropology, economics, geography, history, political sciences, psychology, and sociology. The effectiveness of these programs in preparing students for research careers was assessed. Indices that might be relevant to program quality were examined, and information was provided to evaluators on the names of faculty members involved with each program to be rated and the number of research doctorates awarded in the last 5 years. After describing the background to the study and the research methodology, survey findings are presented for each discipline. In addition to extensive statistical findings and analyses, the following appendices are presented: the Survey of Earned Doctorates, the instrument used in the reputational survey, the ARL Library Index, data on faculty research support and research and development expenditures, data on publication records, and lists of planning committee members and participants of the Conference on the Assessment of Quality of Graduate Education Programs. From the oceans to continental heartlands, human activities have altered the physical characteristics of Earth's surface. With Earth's population projected to peak at 8 to 12 billion people by 2050 and the additional stress of climate change, it is more important than ever to understand how and where these changes are happening. Innovation in the geographical sciences has the potential to advance knowledge of place-based environmental change, sustainability, and the impacts of a rapidly changing economy and society. Understanding the Changing Planet outlines eleven strategic directions to focus research and leverage new technologies to harness the potential that the geographical sciences offer.
The pressure to be seen to be making cuts across the public sector is threatening to undermine both the Government's good record on investment in science and the economic recovery. Whilst the contribution of a strong domestic science base is widely acknowledged, methodological problems with quantifying its precise value to the economy mean that it is in danger of losing out in Whitehall negotiations. Scientists are under increasing pressure to demonstrate the impact of their work and there is concern that areas without immediate technology applications are being undervalued. The Committee believes the Government faced a strategic choice: invest in areas with the greatest potential to influence and improve other areas of spending, or make cuts of little significance now, but that will have a devastating effect upon British science and the economy in the years to come.
The European Union's (EU) common Energy Policy commits the EU to generating 20 per cent of total energy consumption from renewables by 2020. The European Commission proposed national renewable energy targets for each Member State and it was suggested that 15 per cent of UK energy be derived from renewables by 2020.
