The use of radio-frequency communication-commonly referred to as wireless communication-is becoming more pervasive as well as more economically and socially important. Technological progress over many decades has enabled the deployment of several successive generations of cellular telephone technology, which is now used by many billions of people worldwide; the near-universal addition of wireless local area networking to personal computers; and a proliferation of actual and proposed uses of wireless communications. The flood of new technologies, applications, and markets has also opened up opportunities for examining and adjusting the policy framework that currently governs the management and use of the spectrum and the institutions involved in it, and models for allocating spectrum and charging for it have come under increasing scrutiny. Yet even as many agree that further change to the policy framework is needed, there is debate about precisely how the overall framework should be changed, what trajectory its evolution should follow, and how dramatic or rapid the change should be. Many groups have opinions, positions, demands, and desires related to these questions-reflecting multiple commercial, social, and political agendas and a mix of technical, economic, and social perspectives. The development of technologies and associated policy and regulatory regimes are often closely coupled, an interplay apparent as early as the 1910s, when spectrum policy emerged in response to the growth of radio communications. As outlined in this report, current and ongoing technological advances suggest the need for a careful reassessment of the assumptions that inform spectrum policy in the United States today. This book seeks to shine a spotlight on 21st-century technology trends and to outline the implications of emerging technologies for spectrum management in ways that the committee hopes will be useful to those setting future spectrum policy.
The Department of Commerce operates two telecommunications research laboratories located at the Department of Commerce's Boulder, Colorado, campus: the National Telecommunications and Information Administration's (NTIA's) Institute for Telecommunications Sciences (ITS) and the National Institute of Standards and Technology's (NIST's) Communications Technology Laboratory (CTL). CTL develops appropriate measurements and standards to enable interoperable public safety communications, effective and efficient spectrum use and sharing, and advanced communication technologies. CTL is a newly organized laboratory within NIST, formed mid-2014. As it is new and its planned work represents a departure from that carried out by the elements of which it was composed, this study focuses on its available resources and future plans rather than past work. The Boulder telecommunications laboratories currently play an important role in the economic vitality of the country and can play an even greater role given the importance of access to spectrum and spectrum sharing to the wireless networking and mobile cellular industries. Research advances are needed to ensure the continued evolution and enhancement of the connected world the public has come to expect.
In 2003, the Department of Commerce's Spectrum Policy Initiative was established with the objective of promoting a more efficient and beneficial use of the spectrum. As part of that Initiative, a series of public forums about spectrum management policy was held. The Computer Science and Telecommunications Board was asked to organize one of these forums, a public forum to gather the views of a variety of government and private sector stakeholders about the impact of spectrum policy on their activities. This report presents a summary of those views. Among those included are those representing national defense, homeland security, aviation, science, public safety, amateur radio, cellular voice and data, and terrestrial broadcast uses of the spectrum. Although prepared by the NRC, the report does not present NRC findings or recommendations. A broader study of spectrum policy, including findings and recommendations, will be issued in early 2005.
This workshop summary was produced in the course of a broader study that is exploring how information technology research can foster new and improved government services, operations, and interactions with citizens. This workshop summary examines how this technology can contribute to more-effective response and recovery efforts to crises such as natural disasters or terrorist attacks, as well as to mitigation and preparedness in order to reduce the impact of these events.

The flood of information technology (I.T.) products and services entering the market place often obscures the need to nurture the research enterprise. But as I.T. becomes integrated into all aspects of society, the need for research is even greater. And the range of issues that need to be addressed is broader than ever. This new book highlights the fundamental importance of research to ensure that I.T. meets society's expanding needs. Against the background of dramatic change in the I.T. landscape, the committee examines four key questions: Is the scope of I.T. research broad enough-particularly in the arena of large-scale systems-to address government, business, and social applications? Are government and industrial sponsors providing sufficient funding for I.T. research? Is the research net big both big and diverse enough to capture sufficient financial and intellectual resources to advance the field? Are structures and mechanisms for funding and conducting research suited to the new sets of research challenges?
A look at any newspaper's employment section suggests that competition for qualified workers in information technology (IT) is intense. Yet even experts disagree on not only the actual supply versus demand for IT workers but also on whether the nation should take any action on this economically important issue. Building a Workforce for the Information Economy offers an in-depth look at IT. workers-where they work and what they do-and the policy issues they inspire. It also illuminates numerous areas that have been questioned in political debates: Where do people in IT jobs come from, and what kind of education and training matter most for them? Are employers' and workers' experiences similar or different in various parts of the country? How do citizens of other countries factor into the U.S. IT workforce? What do we know about IT career paths, and what does that imply for IT workers as they age? And can we measure what matters? The committee identifies characteristics that differentiate IT work from other categories of high-tech work, including an informative contrast with biotechnology. The book also looks at the capacity of the U.S. educational system and of employer training programs to produce qualified workers.
Information technology (IT) is essential to virtually all of the nation's critical infrastructures making them vulnerable by a terrorist attack on their IT system. An attack could be on the system itself or use the IT system to launch or exacerbate another type of attack. IT can also be used as a counterterrorism tool. The report concludes that the most devastating consequences of a terrorist attack would occur if it were on or used IT as part of a broader attack. The report presents two recommendations on what can be done in the short term to protect the nation's communications and information systems and several recommendations about what can be done over the longer term. The report also notes the importance of considering how an IT system will be deployed to maximize protection against and usefulness in responding to attacks.
A grand challenge for science is to understand the human implications of global environmental change and to help society cope with those changes. Virtually all the scientific questions associated with this challenge depend on geospatial information (geoinformation) and on the ability of scientists, working individually and in groups, to interact with that information in flexible and increasingly complex ways. Another grand challenge is how to respond to calamities-terrorist activities, other human-induced crises, and natural disasters. Much of the information that underpins emergency preparedness, response, recovery, and mitigation is geospatial in nature. In terrorist situations, for example, origins and destinations of phone calls and e-mail messages, travel patterns of individuals, dispersal patterns of airborne chemicals, assessment of places at risk, and the allocation of resources all involve geospatial information. Much of the work addressing environment- and emergency-related concerns will depend on how productively humans are able to integrate, distill, and correlate a wide range of seemingly unrelated information. In addition to critical advances in location-aware computing, databases, and data mining methods, advances in the human-computer interface will couple new computational capabilities with human cognitive capabilities. This report outlines an interdisciplinary research roadmap at the intersection of computer science and geospatial information science. The report was developed by a committee convened by the Computer Science and Telecommunications Board of the National Research Council.
Critical Code contemplates Department of Defense (DoD) needs and priorities for software research and suggests a research agenda and related actions. Building on two prior booksâ€"Summary of a Workshop on Software Intensive Systems and Uncertainty at Scale and Preliminary Observations on DoD Software Research Needs and Prioritiesâ€"the present volume assesses the nature of the national investment in software research and, in particular, considers ways to revitalize the knowledge base needed to design, produce, and employ software-intensive systems for tomorrow's defense needs. Critical Code discusses four sets of questions: To what extent is software capability significant for the DoD? Is it becoming more or less significant and strategic in systems development? Will the advances in software producibility needed by the DoD emerge unaided from industry at a pace sufficient to meet evolving defense requirements? What are the opportunities for the DoD to make more effective use of emerging technology to improve software capability and software producibility? In which technology areas should the DoD invest in research to advance defense software capability and producibility?
Patent Challenges for Standard-Setting in the Global Economy: Lessons from Information and Communication Technology examines how leading national and multinational standard-setting organizations (SSOs) address patent disclosures, licensing terms, transfers of patent ownership, and other issues that arise in connection with developing technical standards for consumer and other microelectronic products, associated software and components, and communications networks including the Internet. Attempting to balance the interests of patent holders, other participants in standard-setting, standards implementers, and consumers, the report calls on SSOs to develop more explicit policies to avoid patent holdup and royalty-stacking, ensure that licensing commitments carry over to new owners of the patents incorporated in standards, and limit injunctions for infringement of patents with those licensing commitments. The report recommends government measures to increase the transparency of patent ownership and use of standards information to improve patent quality and to reduce conflicts of laws across countries.

Although you may not be aware of their presence, networked computer systems are increasingly becoming an integral part of your daily life. Yet, if such systems perform poorly or don't work at all, then they can put life, liberty, and property at tremendous risk. Is the trust that we--as individuals and as a society--are placing in networked computer systems justified? And if it isn't, what can we do to make such systems more trustworthy? This book provides an assessment of the current state of the art procedures for building trustworthy networked information systems. It proposes directions for research in computer and network security, software technology, and system architecture. In addition, the book assesses current technical and market trends in order to better inform public policy as to where progress is likely and where incentives could help. U.S. Air Force (USAF) planners have envisioned that uninhabited air vehicles (UAVs), working in concert with inhabited vehicles, will become an integral part of the future force structure. Current plans are based on the premise that UAVs have the potential to augment, or even replace, inhabited aircraft in a variety of missions. However, UAV technologies must be better understood before they will be accepted as an alternative to inhabited aircraft on the battlefield. The U.S. Air Force Office of Scientific Research (AFOSR) requested that the National Research Council, through the National Materials Advisory Board and the Aeronautics and Space Engineering Board, identify long-term research opportunities for supporting the development of technologies for UAVs. The objectives of the study were to identify technological developments that would improve the performance and reliability of "generation-after-next" UAVs at lower cost and to recommend areas of fundamental research in materials, structures, and aeronautical technologies. The study focused on innovations in technology that would "leapfrog" current technology development and would be ready for scaling-up in the post-2010 time frame (i.e., ready for use on aircraft by 2025).
Shortly after the events of September 11, 2001, the U.S. Army asked the National Research Council (NRC) for a series of reports on how science and technology could assist the Army meet its Homeland defense obligations. The first report, Science and Technology for Army Homeland Securityâ€"Report 1, presented a survey of a road range of technologies and recommended applying Future Force technologies to homeland security wherever possible. In particular, the report noted that the Army should play a major role in providing emergency command, control, communications, computers, intelligence, surveillance, and reconnaissance (C4ISR) capabilities and that the technology and architecture needed for homeland security C4ISR was compatible with that of the Army's Future Force. This second report focuses on C4ISR and how it can facilitate the Army's efforts to assist the Department of Homeland Security (DHS) and emergency responders meet a catastrophic event.
Advances in the miniaturization and networking of microprocessors promise a day when networked computers are embedded throughout the everyday world. However, our current understanding of what such systems would be like is insufficient to bring the promise to reality. Embedded, Everywhere explores the potential of networked systems of embedded computers and the research challenges arising from embedding computation and communications technology into a wide variety of applicationsâ€"from precision agriculture to automotive telematics to defense systems. It describes how these emerging networks operate under unique constraints not present in more traditional distributed systems, such as the Internet. It articulates how these networks will have to be dynamically adaptive and self-configuring, and how new models for approaching programming and computation are necessary. Issues relating to trustworthiness, security, safety, reliability, usability, and privacy are examined in light of the ubiquitous nature of these systems. A comprehensive, systems-oriented research agenda is presented, along with recommendations to major federal funding agencies.
The United States faces decisions requiring information about the oceans in vastly expanded scales of time and space and from oceanic sectors not accessible with the suite of tools now used by scientists and engineers. Advances in guidance and control, communications, sensors, and other technologies for undersea vehicles can provide an opportunity to understand the oceans' influence on the energy and chemical balance that sustains humankind and to manage and deliver resources from and beneath the sea. This book assesses the state of undersea vehicle technology and opportunities for vehicle applications in science and industry. It provides guidance about vehicle subsystem development priorities and describes how national research can be focused most effectively.
The national information infrastructure (NII) holds the promise of connecting people of all ages and descriptionsâ€"bringing them opportunities to interact with businesses, government agencies, entertainment sources, and social networks. Whether the NII fulfills this promise for everyone depends largely on interfacesâ€"technologies by which people communicate with the computing systems of the NII. More Than Screen Deep addresses how to ensure NII access for every citizen, regardless of age, physical ability, race/ethnicity, education, ability, cognitive style, or economic level. This thoughtful document explores current issues and prioritizes research directions in creating interface technologies that accommodate every citizen's needs. The committee provides an overview of NII users, tasks, and environments and identifies the desired characteristics in every-citizen interfaces, from power and efficiency to an element of fun. Offering data, examples, and expert commentary, More Than Screen Deep charts a path toward enabling the broadest-possible spectrum of citizens to interact easily and effectively with the NII. This volume will be important to policymakers, information system designers and engineers, human factors professionals, and advocates for special populations.
The ocean is an integral component of the Earth's climate system. It covers about 70% of the Earth's surface and acts as its primary reservoir of heat and carbon, absorbing over 90% of the surplus heat and about 30% of the carbon dioxide associated with human activities, and receiving close to 100% of fresh water lost from land ice. With the accumulation of greenhouse gases in the atmosphere, notably carbon dioxide from fossil fuel combustion, the Earth's climate is now changing more rapidly than at any time since the advent of human societies. Society will increasingly face complex decisions about how to mitigate the adverse impacts of climate change such as droughts, sea-level rise, ocean acidification, species loss, changes to growing seasons, and stronger and possibly more frequent storms. Observations play a foundational role in documenting the state and variability of components of the climate system and facilitating climate prediction and scenario development. Regular and consistent collection of ocean observations over decades to centuries would monitor the Earth's main reservoirs of heat, carbon dioxide, and water and provides a critical record of long-term change and variability over multiple time scales. Sustained high-quality observations are also needed to test and improve climate models, which provide insights into the future climate system. Sustaining Ocean Observations to Understand Future Changes in Earth's Climate considers processes for identifying priority ocean observations that will improve understanding of the Earth's climate processes, and the challenges associated with sustaining these observations over long timeframes.

Starting in the mid 1990s, the United States economy experienced an unprecedented upsurge in economic productivity. Rapid technological change in communications, computing, and information management continue to promise further gains in productivity, a phenomenon often referred to as the New Economy. To better understand the sources of these gains and the policy measures needed to sustain these positive trends, the National Academies Board on Science, Technology, and Economic Policy (STEP) convened a series of workshops and commissioned papers on Measuring and Sustaining the New Economy. This workshop, entitled "The Telecommunications Challenge: Changing Technologies and Evolving Policies," brought together leading industry representatives and government officials to discuss issues generated by the rapid technological change occurring in the telecommunications industry and the regulatory and policy challenges this creates. The workshop presented a variety of perspectives relating to developments in the telecommunications industry such as the potential of and impediments to broadband technology.
