Critical Role of Animal Science Research in Food Security and Sustainability identifies areas of research and development, technology, and resource needs for research in the field of animal agriculture, both nationally and internationally. Science, Medicine, and Animals explains the role that animals play in biomedical research and the ways in which scientists, governments, and citizens have tried to balance the experimental use of animals with a concern for all living creatures. Animals are widely used in neuroscience research to explore biological mechanisms of nervous system function, to identify the genetic basis of disease states, and to provide models of human disorders and diseases for the development of new treatments. To ensure the humane care and use of animals, numerous laws, policies, and regulations are in place governing the use of animals in research, and certain animal regulations have implications specific to neuroscience research. To consider animal research regulations from a global perspective, the IOM Forum on Neuroscience and Nervous System Disorders, in collaboration with the National Research Council and the Institute for Laboratory Animal Research, held a workshop in Buckinghamshire, UK, July 26-27, 2011. The workshop brought together neuroscientists, legal scholars, administrators, and other key stakeholders to discuss current and emerging trends in animal regulations as they apply to the neurosciences. This document summarizes the workshop.

Scientific and Humane Issues in the Use of Random-Source Dogs and Cats in Research examines the value of random-source animals in biomedical research and the role of Class B dealers who acquire and resell live dogs and cats to research institutions. Findings include that, while some random-source dogs and cats may be necessary and desirable for National Institutes of Health (NIH)-funded research, there is no clear need to obtain those animals from Class B dealers. Several options for random-source animal acquisition already exist and additional options are recommended, which would further ensure the welfare of these animals and foster a positive public image for NIH. Although the animals acquired by Class B dealers are destined for research-and NIH research in particular-the standard of care while in the possession of some Class B dealers requires an inordinate amount of government enforcement and is not commensurate with the policies of most NIH-funded research laboratories. This dichotomy of standards reflects poorly on public perceptions of NIH and jeopardizes animal welfare. This book will be crucial for NIH and other groups using random-source animals in research, including veterinary schools and research facilities. Animal welfare advocates, policy makers, and concerned pet owners will also find this a vital and informative work for reconciling the needs of research with the welfare of animals.

The U.S. veterinary medical profession contributes to society in diverse ways, from developing drugs and protecting the food supply to treating companion animals and investigating animal diseases in the wild. In a study of the issues related to the veterinary medical workforce, including demographics, workforce supply, trends affecting job availability, and capacity of the educational system to fill future demands, a National Research Council committee found that the profession faces important challenges in maintaining the economic sustainability of veterinary practice and education, building its scholarly foundations, and evolving veterinary service to meet changing societal needs. Many concerns about the profession came into focus following the outbreak of West Nile fever in 1999, and the subsequent outbreaks of SARS, monkeypox, bovine spongiform encephalopathy, highly pathogenic avian influenza, H1N1 influenza, and a variety of food safety and environmental issues heightened public concerns. They also raised further questions about the directions of veterinary medicine and the capacity of public health service the profession provides both in the United States and abroad. To address some of the problems facing the veterinary profession, greater public and private support for education and research in veterinary medicine is needed. The public, policymakers, and even medical professionals are frequently unaware of how veterinary medicine fundamentally supports both animal and human health and well-being. This report seeks to broaden the public's understanding and attempts to anticipate some of the needs and measures that are essential for the profession to fulfill given its changing roles in the 21st century.
Our nation faces daunting challenges to its food and fiber system and to the condition of our natural resources in the coming decades. Rapid increases in world population and the pressure on resources generated by increasing per capita consumption as a result of increasing per capita income challenge the very basis of our standard of livingâ€"our food, fiber, and natural-resource base. As the nation faces the challenges, new technologies and new information systems are changing the face of biologic research. The US Department of Agriculture (USDA) has traditionally been the nation's primary public research engine in food, fiber, and natural resources. The National Research Initiative Competitive Grants Program (NRI) is a small part of that USDA research effort, but it accounts for a substantial portion of the nation's merit-based peer-reviewed fundamental research efforts in food, fiber, and natural resources. In 1997, USDA asked the National Research Council Board on Agriculture (now the Board on Agriculture and Natural Resources) to conduct an independent assessment of the NRI program. Specifically, USDA asked the Research Council to: perform a retrospective assessment of the quality and value of research funded by the program; determine whether the science and technology priorities in the major NRI programs are defined appropriately; assess how NRI activities complement other USDA programs, those of other federal agencies, and state programs in the private sector; and recommend the nature and content of changes for the future. This report summarizes the results of the committee's analysis. Chapter 2 summarizes the value of food, fiber, and natural resources-research to the United States, focusing on economic contributions and rates of return of food and fiber research. The committee's analysis of the quality, value, fairness, relevance, and responsiveness of the NRI competitive grants program is presented in chapter 3. Chapter 4 presents the committee's analysis of the role and scope of the NRI, including its scientific objectives, its value in training and education, and its complementarity with other research activities. The Development of Science-based Guidelines for Laboratory Animal Care is the summary of an international workshop held in Washington, DC, in November 2003 to bring together experts from around the world to discuss the available knowledge that can positively influence current and pending guidelines for laboratory animal care, identify gaps in that knowledge in order to encourage future research endeavors, and discuss the scientific evidence that can be used to assess the benefits and costs of various regulatory approaches affecting facilities, research, and animal welfare.
Genetically engineered (GE) crops were first introduced commercially in the 1990s. After two decades of production, some groups and individuals remain critical of the technology based on their concerns about possible adverse effects on human health, the environment, and ethical considerations. At the same time, others are concerned that the technology is not reaching its potential to improve human health and the environment because of stringent regulations and reduced public funding to develop products offering more benefits to society. While the debate about these and other questions related to the genetic engineering techniques of the first 20 years goes on, emerging genetic-engineering technologies are adding new complexities to the conversation. Genetically Engineered Crops builds on previous related Academies reports published between 1987 and 2010 by undertaking a retrospective examination of the purported positive and adverse effects of GE crops and to anticipate what emerging genetic-engineering technologies hold for the future. This report indicates where there are uncertainties about the economic, agronomic, health, safety, or other impacts of GE crops and food, and makes recommendations to fill gaps in safety assessments, increase regulatory clarity, and improve innovations in and access to GE technology.

More than four decades have passed since a human first set foot on the Moon. Great strides have been made in our understanding of what is required to support an enduring human presence in space, as evidenced by progressively more advanced orbiting human outposts, culminating in the current International Space Station (ISS). However, of the more than 500 humans who have so far ventured into space, most have gone only as far as near-Earth orbit, and none have traveled beyond the orbit of the Moon. Achieving humans' further progress into the solar system had proved far more difficult than imagined in the heady days of the Apollo missions, but the potential rewards remain substantial. During its more than 50-year history, NASA's success in human space exploration has depended on the agency's ability to effectively address a wide range of biomedical, engineering, physical science, and related obstacles-an achievement made possible by NASA's strong and productive commitments to life and physical sciences research for human space exploration, and by its use of human space exploration infrastructures for scientific discovery. The Committee for the Decadal Survey of Biological and Physical Sciences acknowledges the many achievements of NASA, which are all the more remarkable given budgetary challenges and changing directions within the agency. In the past decade, however, a consequence of those challenges has been a life and physical sciences research program that was dramatically reduced in both scale and scope, with the result that the agency is poorly positioned to take full advantage of the scientific opportunities offered by the now fully equipped and staffed ISS laboratory, or to effectively pursue the scientific research needed to support the development of advanced human exploration capabilities. Although its review has left it deeply concerned about the current state of NASA's life and physical sciences research, the Committee for the Decadal Survey on Biological and Physical Sciences in Space is nevertheless convinced that a focused science and engineering program can achieve successes that will bring the space community, the U.S. public, and policymakers to an understanding that we are ready for the next significant phase of human space exploration. The goal of this report is to lay out steps and develop a forward-looking portfolio of research that will provide the basis for recapturing the excitement and value of human spaceflight-thereby enabling the U.S. space program to deliver on new exploration initiatives that serve the nation, excite the public, and place the United States again at the forefront of space exploration for the global good.
Research in veterinary science is critical for the health and well-being of animals, including humans. Food safety, emerging infectious diseases, the development of new therapies, and the possibility of bioterrorism are examples of issues addressed by veterinary science that have an impact on both human and animal health. However, there is a lack of scientists engaged in veterinary research. Too few veterinarians pursue research careers, and there is a shortage of facilities and funding for conducting research. This report identifies questions and issues that veterinary research can help to address, and discusses the scientific expertise and infrastructure needed to meet the most critical research needs. The report finds that there is an urgent need to provide adequate resources for investigators, training programs, and facilities involved in veterinary research.

The Committee's report raises concerns about the numbers of large animal practitioners, since the economics of farming is leading to less use of veterinary services and further reducing the attractiveness of large animal practice. At the same time the Government's animal health and welfare and veterinary surveillance strategies appear to require a greater on-farm presence of veterinary surgeons. DEFRA needs to be aware of the impact its strategies and changes to food safety rules will have on current and future demand for vets and should review its funding of veterinary research which underpins teaching. The State Veterinary Service has a key role to play in delivering animal health and welfare and veterinary surveillance strategies, and needs to improve its links with private sector vets to ensure that all those who play a part in improving the animal health and welfare of the nation are equipped to do so.

Not only is the agricultural sector expected to produce adequate food, fiber, and feed, and contribute to biofuels to meet the needs of a rising global population, it is expected to do so under increasingly scarce natural resources and climate change. Growing awareness of the unintended impacts associated with some agricultural production practices has led to heightened societal expectations for improved environmental, community, labor, and animal welfare standards in agriculture. Toward Sustainable Agricultural Systems in the 21st Century assesses the scientific evidence for the strengths and weaknesses of different production, marketing, and policy approaches for improving and reducing the costs and unintended consequences of agricultural production.
