However, millions of children face health inequities that compromise their development, well-being, and long-term outcomes, despite substantial scientific evidence about how those adversities contribute to poor health. Advancements in neurobiological and socio-behavioral science show that critical biological systems develop in the prenatal through early childhood periods, and neurobiological development is extremely responsive to environmental influences during these stages. Consequently, social, economic, cultural, and environmental factors significantly affect a child's health ecosystem and ability to thrive throughout adulthood. Vibrant and Healthy Kids: Aligning Science, Practice, and Policy to Advance Health Equity builds upon and updates research from Communities in Action: Pathways to Health Equity (2017) and From Neurons to Neighborhoods: The Science of Early Childhood Development (2000). This report provides a brief overview of stressors that affect childhood development and health, a framework for applying current brain and development science to the real world, a roadmap for implementing tailored interventions, and recommendations about improving systems to better align with our understanding of the significant impact of health equity.
The U.S. Department of Education uses estimates of school-age children in poverty to allocate federal funds under Title I of the Elementary and Secondary Education Act for education programs to aid disadvantaged children. Historically, the allocations have been made by a two-stage process: the department's role has been to allocate Title I funds to counties; the states have then distributed these funds to school districts. Until recently, the department has based the county allocations on the numbers and proportions of poor school-age children in each county from the most recent decennial census. States have used several different data sources, such as the decennial census and the National School Lunch Program, to distribute the department's county allocations to districts. In 1994 Congress authorized the Bureau of the Census to provide updated estimates of poor school-age children every 2 years, to begin in 1996 with estimates for counties and in 1998 with estimates for school districts. The Department of Education is to use the school district estimates to allocate Title I basic and concentration grants directly to districts for the 1999-2000 and later school years, unless the Secretaries of Education and Commerce determine that they are "inappropriate or unreliable" on the basis of a study by the National Research Council. That study is being carried out by the Committee on National Statistics' Panel on Estimates of Poverty for Small Geographic Areas.
This report examines the impact of the abolition of the 10 pence rate of income tax, considering separately the effects of initial implementation and the effects in the light of the changes to personal allowances announced on 13 May 2008. The losers from the measures as initially implemented were people whose taxable income was small and for whom the loss might be significant when required to manage a personal or household budget at a time of sharply rising prices for many essential goods and services. For the current tax year, in the circumstances which the Chancellor of the Exchequer faced, the option chosen on 13 May of increasing personal allowances, but confining the benefits to basic rate taxpayers, was probably the least bad option, with the benefits of simplicity, transparency and greater incentives to work on the basis that fewer taxpayers face high marginal deduction rates. However, £2 billion of the £2.7 billion committed to that measure is not devoted to compensating losers from the removal of the starting rate of income tax, and is not well-targeted. The Government must learn lessons relating to budgetary processes. The Government should publish a Household Impact Assessment alongside future Budgets and Pre-Budget Reports. There is a pressing need for the Government to compensate the remaining 1.1 million households who lose from the removal of the starting rate of income tax even after the 13 May changes. In the longer-term, reforms should be centred on the greater challenges faced by the Government in combating poverty. The Committee recommends the establishment of a Poverty Commission on a similar basis to the Pensions Commission to examine the public policy challenges relating to poverty.
The Committee on National Statistics (CNSTAT) of the National Research Council (NRC) convened a workshop on June 15-16, 2004, to review federal research on alternative methods for measuring poverty. The workshop had been requested by the U.S. Office of Management and Budget to evaluate progress in moving toward a new measure of poverty, as recommended by the 1995 report, Measuring Poverty: A New Approach. Experimental Poverty Measures is the summary of that workshop. This report discusses which components of alternative measures are methodologically sound and which might need further refinement,toward the goal of narrowing the number of alternative measures that should be considered.
The Panel on Estimates of Poverty for Small Geographic Areas was established by the Committee on National Statistics at the National Research Council in response to the Improving America's Schools Act of 1994. That act charged the U.S. Census Bureau to produce updated estimates of poor school-age children every two years for the nation's more than 3,000 counties and 14,000 school districts. The act also charged the panel with determining the appropriateness and reliability of the Bureau's estimates for use in the allocation of more than $7 billion of Title I funds each year for educationally disadvantaged children. The panel's charge was both a major one and one with immovable deadlines. The panel had to evaluate the Census Bureau's work on a very tight schedule in order to meet legal requirements for allocation of Title I funds. As it turned out, the panel produced three interim reports: the first one evaluated county-level estimates of poor school-age children in 1993, the second one assessed a revised set of 1993 county estimates; and the third one covered both county- and school district-level estimates of poor school-age children in 1995. This volume combines and updates these three reports into a single reference volume.
The Environmental Audit Committee states that the UK should only provide funding for multilateral institutions with strong environmental credentials. The current scale of the World Bank's lending to fossil fuel powered energy generation is unacceptable and the Committee urges the Government to be prepared to vote against new World Bank funding for high emissions coal-fired power stations. The profile of climate change has increased hugely but there is far less awareness of the importance of protecting biodiversity and ecosystems. The Committee believes that the Department for International Development (DFID) needs to publish a clear strategy on its approach to environmental issues to ensure that it gives them sufficient priority in its programmes and expenditure. Every effort must be made to help emerging economies leap-frog fossil fuels and fuel their growth with clean energy instead. High levels of consumption in the UK increases demand on production in poor countries which leads to degradation of their natural resources. The report calls on the UK Government to ensure that economic activity in Britain does not cancel out, or even reverse, the positive impact that UK aid is having overseas.
