Recent disclosures about the bulk collection of domestic phone call records and other signals intelligence programs have stimulated widespread debate about the implications of such practices for the civil liberties and privacy of Americans. In the wake of these disclosures, many have identified a need for the intelligence community to engage more deeply with outside privacy experts and stakeholders. At the request of the Office of the Director of National Intelligence, the National Academies of Sciences, Engineering, and Medicine convened a workshop to address the privacy implications of emerging technologies, public and individual preferences and attitudes toward privacy, and ethical approaches to data collection and use. This report summarizes discussions between experts from academia and the private sector and from the intelligence community on private sector best practices and privacy research results.

The threat of a cyber attack to the UK is so serious it is marked as a higher threat than a nuclear attack. One can steal more on the internet than they can by robbing a bank and online criminals in 25 countries have chosen the UK as their number one target. Astonishingly, some are operating from EU countries. If we don't have a 21st century response to this 21st century crime, we will be letting those involved in these gangs off the hook. After a 10 month inquiry the Committee concluded that: a dedicated state of the art espionage response team should be established so that attacks can be immediately reported; Banks must be required to report all e-crime fraud to law enforcement; it is alarmed that CEOP is having its budget cut by 10% over 4 years, its experienced Chief Executive is leaving and it could lose its laser-like focus when merged with the National Crime Agency; it is still too easy for people to access inappropriate online content and those responsible need to take stronger action to remove such content - the Government should draw up a mandatory code of conduct with them to remove material which breaches acceptable standards; the DPP should review sentencing guidance and ensure e-criminals receive the same sentences as if they had stolen the same amount of money or data offline; the Government should look at setting up a similar organisation to the Internet Watch Foundation focused on reporting and removing online terrorist content
Improving Access to and Confidentiality of Research Data summarizes a workshop convened by the Committee on National Statistics (CNSTAT) to promote discussion about methods for advancing the often conflicting goals of exploiting the research potential of microdata and maintaining acceptable levels of confidentiality. This report outlines essential themes of the access versus confidentiality debate that emerged during the workshop. Among these themes are the tradeoffs and tensions between the needs of researchers and other data users on the one hand and confidentiality requirements on the other; the relative advantages and costs of data perturbation techniques (applied to facilitate public release) versus restricted access as tools for improving security; and the need to quantify disclosure risksâ€"both absolute and relativeâ€"created by researchers and research data, as well as by other data users and other types of data.

On September 22-23, 2009, the National Research Council held a workshop on the field evaluation of behavioral and cognitive sciences-based methods and tools for use in the areas of intelligence and counterintelligence. Broadly speaking, the purpose of the workshop was to discuss the best ways to take methods and tools from behavioral science and apply them to work in intelligence operations. More specifically, the workshop focused on the issue of field evaluation-the testing of these methods and tools in the context in which they will be used in order to determine if they are effective in real-world settings. This book is a summary and synthesis of the two days of presentations and discussions that took place during the workshop. The workshop participants included invited speakers and experts from a number of areas related to the behavioral sciences and the intelligence community. The discussions covered such ground as the obstacles to field evaluation of behavioral science tools and methods, the importance of field evaluation, and various lessons learned from experience with field evaluation in other areas.
The intelligence community (IC) plays an essential role in the national security of the United States. Decision makers rely on IC analyses and predictions to reduce uncertainty and to provide warnings about everything from international diplomatic relations to overseas conflicts. In today's complex and rapidly changing world, it is more important than ever that analytic products be accurate and timely. Recognizing that need, the IC has been actively seeking ways to improve its performance and expand its capabilities. In 2008, the Office of the Director of National Intelligence (ODNI) asked the National Research Council (NRC) to establish a committee to synthesize and assess evidence from the behavioral and social sciences relevant to analytic methods and their potential application for the U.S. intelligence community. In Intelligence Analysis for Tomorrow: Advances from the Behavioral and Social Sciences, the NRC offers the Director of National Intelligence (DNI) recommendations to address many of the IC's challenges. Intelligence Analysis for Tomorrow asserts that one of the most important things that the IC can learn from the behavioral and social sciences is how to characterize and evaluate its analytic assumptions, methods, technologies, and management practices. Behavioral and social scientific knowledge can help the IC to understand and improve all phases of the analytic cycle: how to recruit, select, train, and motivate analysts; how to master and deploy the most suitable analytic methods; how to organize the day-to-day work of analysts, as individuals and teams; and how to communicate with its customers. The report makes five broad recommendations which offer practical ways to apply the behavioral and social sciences, which will bring the IC substantial immediate and longer-term benefits with modest costs and minimal disruption.

As a collection, the volume provides a broad perspective of the issues involved in making difficult decisions, which is at the heart of intelligence analysis.
