The key aim of this volume is to demonstrate ways in which an understanding of history can be used to inform present-day transport and mobility policies. This is not to say that history repeats itself, or that every contemporary transport dilemma has an historical counterpart: rather, the contributors to this book argue that in many contexts of transport planning a better understanding of the context and consequences of past decisions and processes could lead to more effective policy decisions. Collectively the authors explore the ways in which the methods and approaches of historical research may be applied to contemporary transport and policy issues across a wide range of transport modes and contexts. Suburbanizing the Masses examines how collective forms of transport have contributed to the spatial and social evolution of towns and cities in various countries since the mid nineteenth century. Divided into two sections, the volume develops first the classic tradition on transport and the city, public transport's 'impact' on urban development. The contextualisation of transport is one important factor in the historical debates surrounding urban development. As well as analysing the discourse employed by urban political and business elites in favour of public transport, these contributions show the degree to which practice often fell short of ideals. The second section tackles the professional paradigms of urban transport: the circulation of traffic in cities and the technological modes appropriate to its realization. In particular these contributions explore the paradigms held by professional planners and managers, and the political classes associated with them. In the last twenty years one of the classical arenas for British historical writing - the politics of Victorian Britain - has ceased to be an obvious or self-evidently important subject. Facing up to this challenge, the historians who have contributed to this volume explore central aspects of that history. They continue to uphold the centrality of politics to Victorian Britain, but suggest that politics must be viewed more broadly, as a concern pervading almost all spheres oflife, just as Victorians themselves would have done. In this way politics penetrates into Victorian culture. 'Politics' can lead us into the ideas governing political action itself; political ideas; international relations; the eduction of men and women; the writing of history and of literature;engagement with past political theorists; and the ideas behind professionalization. Such are some of the themes taken up here.The specific occasion for these essays was as a tribute to the memory of the late Colin Matthew, one of the most eminent recent historians of Victorian Britain, who was himself determined to uphold the contemporary relevance of Victorian political tradition, and to explore the interface between 'politics' and 'culture'.
