Leadership of schools in changing times is fraught with opportunities and challenges. Leaders are expected to manage competing interests, to create conditions which form the foundation for lifelong learning, to sustain the motivation and morale of staff and to raise achievement levels of all students. Yet to date, there are few texts which examine how this is done successfully. This book seeks to meet this need. It considers effective leadership and management of schools from the perspectives of headteachers, teachers, students, ancillaries, governors and parents in a variety of reputationally good schools of different phases, locations and size. Through a mixture of participants' accounts and analysis of leadership theory, this highly readable book reveals a number of characteristics of headteachers who are both effective and successful: the centrality of personal values, people-centred leadership and the ability to manage tensions and dilemmas. The authors propose a post-transformational theory that reflects the complexity of leadership behaviour in the twenty-first century, suggesting that reliance upon rational, managerialist theory as the basis for training is inappropriate for the values-led contingency model that represents successful school leadership.

This is a story lost to history for over two hundred years; a dirty secret of failure, fatal misjudgement and desperate measures which the British Empire chose to forget almost as soon as it was over. In the wake of its most crushing defeat, the America War of Independence, the British Government began shipping its criminals to West Africa. Some were transported aboard ships going to pick up their other human cargo: African slaves. Some of the most egregious crimes were not committed by the exported criminals but by those sent out to guard them. As jail and prison hulks overflowed, and as every other alternative settlement proved unsuitable, the British Government gambled and decided to send its criminals as far away as possible, to the great south land sighted years before by Captain James Cook. Out of the embers of the African debacle came the modern nation of Australia. The extraordinary tale is now being told for the first time - how a small band of good-for-nothing members of the British Empire spanned the world from America, to Africa, and on to Australia, profoundly if utterly unwittingly changing history.

What does a pack of cigarettes cost a smoker, the smoker's family, and society? This longitudinal study on the private and social costs of smoking calculates that the cost of smoking to a 24-year-old woman smoker is $86,000 over a lifetime; for a 24-year-old male smoker the cost is $183,000. The total social cost of smoking over a lifetime—including both private costs to the smoker and costs imposed on others (including second-hand smoke and costs of Medicare, Medicaid, and Social Security)—comes to $106,000 for a woman and $220,000 for a man. The cost per pack over a lifetime of smoking: almost $40.00. The first study to quantify the cost of smoking in this way, or in such depth, this accessible book not only adds a weapon to the arsenal of antismoking messages but also provides a framework for assessment that can be applied to other health behaviors. The findings on the effects of smoking on Medicare and Medicaid will be surprising and perhaps controversial, for the authors estimate the costs to be much lower than the damage awards being paid to 46 states as a result of the 1998 Master Settlement Agreement.
Constitutional scholars Christopher P. Banks and John C.
