Aristotle's Eudemian Ethics was until recently treated as a poor cousin of the better-known Nicomachean Ethics - poor enough even to have to borrow its three central books (IV-VI) from the latter. As a society, we use more than 100,000 different industrial compounds to promote health and treat disease, to grow food and to access clean water. While technological developments have improved our lives, most of these compounds end up in our oceans where they threaten marine life and human health. The practice of ocean waste disposal has had a long history and was initially believed to have minimal associated costs. However, it is now clear that although we can use the oceans for cheap waste treatment, we do this at the expense of the other key benefits we derive from the sea, notably human food supplies as well as its aesthetic value (including opportunities for recreation and tourism). Many of the pollution problems of previous decades appear to have been solved in the developed world, or at least managed to minimise their environmental impacts. However, despite treatment being available for some waste products, a potent mixture of toxic compounds and other potentially harmful additions continue to enter the marine environment every day. Aelian's work on tactics is a hugely significant piece of ancient military literature, yet the last new edition in English was published in 1814. Although writing (in his native Greek) in the second century AD, Aelian drew heavily on earlier works, such as Asclepiodotus, to put together a comprehensive manual of warfare in the Hellenistic period (late 3rd to early 1st centuries BC). His Tactica thus examines all facets of warfare in the period of Alexander the Great's successors, including the arms and armor of cavalry and infantry, formations, commands and signals. Aelian also provides a discussion of the Roman army of the period. As well as being an invaluable source for modern historians studying the Hellenistic period, the book was very influential on military theory long after Aelian's death. There is little doubt now in terms of competition theory andpolicy at both international and national levels about the damaging effect of such trading practices on public and consumer interests, and such cartels have been increasingly strongly condemned in the legal process of regulating and protecting competition. Indeed, a number of legal systems are nowfollowing the American lead in criminalizing such activity. This may therefore be seen as the 'hard end' of the enforcement of competition policy, requiring more confrontational and aggressive methods of regulation, yet also presenting considerable challenges to effective enforcement on account ofthe economic power, sophistication and determination of the typical participants in such cartels.The focus of this study is a critical evaluation of the way in which European-level regulation has evolved to deal with the problem of anti-competitive cartels.
