There have been a great many interventions designed to improve the life chances of young children in some way. Few of these have been properly evaluated, and not all have been shown to be effective. This review assesses the research evidence on what types of early interventions are most effective in preventing social exclusion outcomes, such as poor educational achievement. As well as looking at those evaluations that use rigorous experimental designs and have measurable outcomes, it includes some evaluations which are more suggestive of effectiveness but have not been fully evaluated. Interventions are broadly grouped into different tiers according to the intended target of the intervention, and from this some general characteristics of effective interventions are identified, as well as some features associated with the effectiveness of particular types of intervention.
Children's advocacy has grown enormously in recent years. However, while quality standards provide a useful framework for guiding advocacy practice, not enough is known about the current state of advocacy practice on the ground. Central questions remain unanswered: what impact has advocacy had? What lessons have been learned? What are children's own views of advocacy? This timely overview, aimed at a wide audience of policy makers, health and social care professionals and advocacy practitioners, identifies key themes and debates and explores important issues, including strengths, weaknesses and dilemmas in advocacy practice. It highlights our present state of knowledge about advocacy, and indicates where further research is needed.
The first of three volumes, this report consists of a review of the literature on performance appraisal with special attention to the literature on certificated personnel in public education systems in the United States and Canada. The literature review shows that there are two predominant approaches to conducting performance appraisals and two main uses. Approaches focus on the "process" and "outputs" of professional work. Uses are "formative" and "summative." In "formative" uses, appraisal information is used for recognition, guidance, coaching, development, or problem correction. In "summative" uses, appraisal information is used for administrative decisions on personnel. These approaches to, and uses of performance appraisal are not mutually exclusive, and various combinations can be found in many systems. A major theme that emerged was the growing emphasis on protection of employee rights legislation and the vulnerability of employers to lawsuits arising from contentious personnel decisions based on performance appraisals. These trends have led to considerable effort to improve the reliability and validity of appraisal systems, but have also led to increased bureaucratization of procedures. (JAM)
