Herrnstein & Murray's The Bell Curve is a deeply controversial text that raises serious issues about the stakes involved in reasoning and interpretation. The authors’ central contention is that intelligence is the primary factor determining social outcomes for individuals – and that it is a better predictor of achievement than income, background or socioeconomic status. One of the major issues raised by the book was its discussion of 'racial differences in intelligence,' and its contention that there is a link between the low observed test scores and social outcomes for African-Americans and their lack of social attainment. While the authors produce and interpret a great deal of data to back up their contentions, they ultimately fail to tackle the problem that neither 'intelligence' nor 'race' have widely accepted definitions in biology, anthropology or sociology. In consequence, the book has been termed both ‘racist’ and ‘pseudoscientific’ thanks to what its critics see as both its faulty reasoning and its uncautious interpretation of evidence. The debate continues to this day, with academics on both sides engaged in fierce arguments over what can be argued from the data that Herrnstein and Murray used.
This book brings together insights from a range of disciplines, including law, sociology, criminology and history, to identify and explain the complex and inter-related factors which help or hinder the state to 'invest' in children and young people. The first part of the book examines the 'intangibles' - the ideologies, social constructions and moral precepts - which obstruct or encourage the passage and full implementation of legislation, policy and practice which hopes to improve the lives and prospects of children and young people. Notions of family and parental responsibility, assumptions about what children and young people 'are' and the extent to which they should be held accountable, and ideas around state investment against future risks are the key factors considered. The second part of the book focuses on the difficulties in practice of implementing policies aimed at investing in children's lives and futures. It reviews the role of science in the identification of risk factors related to poor outcomes for children and in the selection of target groups or areas for risk-based intervention to provide (early) support and preventative programmes for children and their families. It also assesses whether and how law does or could help to 'deliver' an appropriate investment of time and money in children, with a focus on the existence and effectiveness of a rights-based approach. The final chapters examine the results of research so far undertaken done on selected programmes in the Every Child Matters, social inclusion and Youth Justice Board policy agendas and they indentify promising developments. However, they also draw attention to the alternative agendas around children and young people which are competing for government money and the public's support and warn that there are dangers in a child-focused policy whose justification relies so heavily on future cost savings stemming from the production of healthier, more employable and law-abiding adults.
In 1935 the FDR administration put 40,000 unemployed artists to work in four federal arts projects. The main contribution of one unit, the Federal Writers Project, was the American Guide Series, a collectively composed set of guidebooks to every state, most regions, and many cities, towns, and villages across the United States. The WPA arts projects were poised on the cusp of the modern bureaucratization of culture. They occurred at a moment when the federal government was extending its reach into citizens' daily lives. The 400 guidebooks the teams produced have been widely celebrated as icons of American democracy and diversity. Clumped together, they manifest a lofty role for the project and a heavy responsibility for its teams of writers. The guides assumed the authority of conceptualizing the national identity. In The WPA Guides: Mapping America Christine Bold closely examines this publicized view of the guides and reveals its flaws. Her research in archival materials reveals the negotiations and conflicts between the central editors in Washington and the local people in the states. Race, region, and gender are taken as important categories within which difference and conflict appear. She looks at the guidebook for each of five distinctively different locations -- Idaho, New York City, North Carolina, Missouri, and U.S. One and the Oregon Trail--to assess the editorial plotting of such issues as gender, race, ethnicity, and class. As regionalists jostled with federal officialdom, the faultlines of the project gaped open. Spotlighting the controversies between federal and state bureaucracies, Bold concludes that the image of America that the WPA fostered is closer to fabrication than to actuality. Decolonizing Sport tells the stories of sport colonizing Indigenous Peoples and of Indigenous Peoples using sport to decolonize. Spanning several lands — Turtle Island, the US, Australia, Aotearoa/New Zealand and Kenya — the authors demonstrate the two sharp edges of sport in the history of colonialism. Colonizers used sport, their own and Indigenous recreational activities they appropriated, as part of the process of dispossession of land and culture. Indigenous mascots and team names, hockey at residential schools, lacrosse and many other examples show the subjugating force of sport. Yet, Indigenous Peoples used sport, playing their own games and those of the colonizers, including hockey, horse racing and fishing, and subverting colonial sport rules as liberation from colonialism. This collection stands apart from recent publications in the area of sport with its focus on Indigenous Peoples, sport and decolonization, as well as in imagining a new way forward.
Shapely Bodies: The Image of Porcelain in Eighteenth-Century France constructs the first cultural history of porcelain making in France. It takes its title from two types of “bodies” treated in this study: the craft of porcelain making shaped clods of earth into a clay body to produce high-end commodities and the French elite shaped human bodies into social subjects with the help of makeup, stylish patterns, and accessories. These practices crossed paths in the work of artisans, whose luxury objects reflected and also influenced the curves of fashion in the eighteenth century. French artisans began trials to reproduce fine Chinese porcelain in the 1660s. The challenge proved impossible until they found an essential ingredient, kaolin, in French soil in the 1760s. Shapely Bodies differs from other studies of French porcelain in that it does not begin in the 1760s at the Sèvres manufactory when it became technically possible to produce fine porcelain in France, but instead ends there. Without the secret of Chinese porcelain, artisans in France turned to radical forms of experimentation. Over the first half of the eighteenth century, they invented artificial alternatives to Chinese porcelain, decorated them with French style, and, with equal determination, shaped an identity for their new trade that distanced it from traditional guild-crafts and aligned it with scientific invention. The back story of porcelain making before kaolin provides a fascinating glimpse into the world of artisanal innovation and cultural mythmaking. To write artificial porcelain into a history of “real” porcelain dominated by China, Japan, and Meissen in Saxony, French porcelainiers learned to describe their new commodity in language that tapped into national pride and the mythic power of French savoir faire. Artificial porcelain cut such a fashionable image that by the mid-eighteenth century, Louis XV appropriated it for the glory of the crown. When the monarchy ended, revolutionaries reclaimed French porcelain, the fruit of a century of artisanal labor, for the Republic. Tracking how the porcelain arts were depicted in documents and visual arts during one hundred years of experimentation, Shapely Bodies reveals the politics behind the making of French porcelain’s image. Re-Creating Primordial Time offers a new perspective on the Maya codices, documenting the extensive use of creation mythology and foundational rituals in the hieroglyphic texts and iconography of these important manuscripts. Mapping and Charting for the Lion and the Lily: Map and Atlas Production in Early Modern England and France is a comparative study of the production and role of maps, charts, and atlases in early modern England and France, with a particular focus on Paris, the cartographic center of production from the late seventeenth century to the late eighteenth century, and London, which began to emerge (in the late eighteenth century) to eclipse the once favored Bourbon center. The themes that carry through the work address the role of government in map and chart making. In France, in particular, it is the importance of the centralized government and its support for geographic works and their makers through a broad and deep institutional infrastructure. Prior to the late eighteenth century in England, there was no central controlling agency or institution for map, chart, or atlas production, and any official power was imposed through the market rather than through the establishment of institutions. There was no centralized support for the cartographic enterprise and any effort by the crown was often challenged by the power of Parliament which saw little value in fostering or supporting scholar-geographers or a national survey. This book begins with an investigation of the imagery of power on map and atlas frontispieces from the late sixteenth century to the seventeenth century. In the succeeding chapters the focus moves from county and regional mapping efforts in England and France to the “paper wars” over encroachment in their respective colonial interests. The final study looks at charting efforts and highlights the role of government support and the commercial trade in the development of maritime charts not only for the home waters of the English Channel, but the distant and dangerous seas of the East Indies.
How should we approach the daunting task of renewing the ideal of equality? In this book, Christine Sypnowich proposes a theory of equality centred on human flourishing or wellbeing. She argues that egalitarianism should be understood as seeking to make people more equal in the constituents of a good life. Inequality is a social ill because of the damage it does to human flourishing: unequal distribution of wealth can have the effect that some people are poorly housed, badly nourished, ill-educated, unhappy or uncultured, among other things. When we seek to make people more equal our concern is not just resources or property, but how people fare under one distribution or another. Ultimately, the best answer to the question, ‘equality of what?,’ is some conception of flourishing, since whatever policies or principles we adopt, it is flourishing that we hope will be more equal as a result of our endeavours. Sypnowich calls for both retrieval and innovation. What is to be retrieved is the ideal of equality itself, which is often assumed as a background condition of theories of justice, yet at the same time, dismissed as too homogenising, abstract and rigid a criterion for political argument. We must retrieve the ideal of equality as a central political principle. In doing so, she casts doubt on the value of focussing on cultural difference, and rejects the idea of neutrality that dominates contemporary political philosophy in favour of a view of the state as enabling the betterment of its citizens.
