This vividly detailed revisionist history opens a new vista on the great Ottoman Empire in the early nineteenth century, a key period often seen as the eve of Tanzimat westernizing reforms and the beginning of three distinct histories—ethnic nationalism in the Balkans, imperial modernization from Istanbul, and European colonialism in the Middle East. Christine Philliou brilliantly shines a new light on imperial crisis and change in the 1820s and 1830s by unearthing the life of one man. Stephanos Vogorides (1780–1859) was part of a network of Christian elites known phanariots, institutionally excluded from power yet intimately bound up with Ottoman governance. By tracing the contours of the wide-ranging networks—crossing ethnic, religious, and institutional boundaries—in which the phanariots moved, Philliou provides a unique view of Ottoman power and, ultimately, of the Ottoman legacies in the Middle East and Balkans today. What emerges is a wide-angled analysis of governance as a lived experience at a moment in which there was no clear blueprint for power.

From its earliest days, the dominant history of the Turkish Republic was told as a triumphant narrative of national self-determination and secular democratic modernization. In that officially sanctioned account, the years between the fall of the Ottoman Empire and the formation of the Turkish state marked an absolute rupture, and the Turkish nation formed an absolute unity. In recent years, this hermetic division has begun to erode—but as the old consensus collapses, new histories and accounts of political authority have been slow to take its place. In this richly detailed alternative history of Turkey, Christine M. Philliou focuses on the notion of political opposition and dissent—muhalefet—to weave together the Ottoman and Turkish periods. Taking the perennial dissident Refik Halid Karay (1888-1965) as a subject, guide, and interlocutor, she traces the fissures within the Ottoman and the modern Turkish elite that bridged the Ottoman Empire and Republican Turkey. Primarily, they were fighting for the lives of their patients on the 'second battlefield' of casualty clearing stations, transports, and military hospitals. Beyond this, they were an integral component of the allied military machine, putting their own lives at risk in field hospitals close to the front lines, on board hospital ships vulnerable to enemy submarine attack, and in base hospitals subject to heavy bombardment. As working women in a sometimes hostile, chauvinistic world, allied nurses were also fighting to gain recognition for their profession and political rights for their sex. For them, military nursing might help to win not only the war itself, but also a more powerful voice for women in the post-war world.

The entire foreign policy and much of the domestic policy of the United States and other Western governments is based on the proposition that the vast majority of Muslims are moderate and peaceful, including those who are emigrating in large numbers to Europe and North America. Now more than ever, indigenous peoples’ interests in their cultural heritage are in the spotlight. Yet, there is very little literature that comprehensively discusses how existing laws can and cannot be used to address indigenous peoples’ interests. This book assesses how intangible aspects of indigenous cultural heritage (and the tangible objects that hold them) can be protected, within the realm of a broad range of existing legal orders, including intellectual property and related rights, consumer protection law, common law and equitable doctrines, and human rights. It does so by focusing on the New Zealand Māori. The book also looks to the future, analysing the long-awaited Wai 262 report, released in New Zealand by the Waitangi Tribunal in response to allegations that the government had failed in its duty to ensure that the Māori retain chieftainship over their tangible and intangible treasures, as required by the Treaty of Waitangi, signed between the Māori and the British Crown in 1840.
During the nineteenth century there emerged in England an increasingly hostile view of ethnic minorities. Dr Bolt traces, from about 1850, the changing attitudes of Victorians to 'inferior' races., especially on black Africans.
Kenya adopted a new Constitution and began the process of devolution in 2010. The new Constitution was the institutional response to longstanding grievances over the centralization of state powers and public sector resources, and regional disparities in service delivery and development outcomes. This radical restructuring of the Kenyan state has three main objectives: decentralizing political power, public sector functions, and public finances; ensuring a more equitable spatial distribution of resources between regions; and promoting more accountable, participatory, and responsive government at all levels. The first elections under the new Constitution were held in 2013. Alongside the national government, 47 new county governments were established. Each county government is made up of a County Executive, headed by an elected Governor and works under the oversight of an elected County Assembly. Seven years after the "devolution train" left the station, this report takes stock of how devolution has affected the delivery of devolved basic services to Kenyan citizens. Whereas devolution was driven by political reform, the ensuing institutions and systems were expected to deliver greater socioeconomic equity through devolved service delivery. The Making Devolution Work for Service Delivery (MDWSD) study is the first major assessment of Kenya’s devolution reform. The study was a jointly coordinated effort by the Government of Kenya and the World Bank. The study provides key messages with respect to what is working, what is not working, and what could work better to enhance service delivery based on the currently available data. It provides an independent assessment of service delivery performance in five sectors, namely health, education, agriculture, urban, and water services and includes an in-depth review of the main pillars of devolved service delivery, namely public financial management, intergovernmental finance, human resource management, politics and accountability.
This is a new interpretation of English politics during the extended period beginning with the majority of Henry VI in c. 1437 up to the accession of Henry VII in 1509. The later fifteenth century in England is a somewhat baffling and apparently incoherent period which historians and history students have found consistently difficult to handle. The large-scale 'revisionism' inspired by the classic work of K. B. McFarlane led to the first real work on politics, both national and local, but has left the period in a disjointed state: much material has been unearthed, but without any real sense of direction or coherence. This book places the events of the century within a clearly delineated framework of constitutional structures, practices and expectations, in an attempt to show the meaning of the apparently frenetic and purposeless political events which occurred within that framework - and which sometimes breached it. At the same time it takes cognisance of all the work that has been done on the period, including recent and innovative work on Henry VI.
