The first part of this third volume focuses on the design of mechatronic components, in particular the feed drives of machine tools used to generate highly dynamic drive movements. Engineering guides for the selection and design of important machine components, the control technology of feed drives, and the measuring systems required for position capture are presented. Another focus is on process and diagnostic equipment for manufacturing machines and systems. The second part describes control concepts including programming methods for various applications of modern production systems. Programmable logic controllers (PLC), numerical controllers (NC) and robot controllers (RC) are part of these presentations. In the context of automated manufacturing systems, the various levels of the automation pyramid and the importance of control systems are also outlined. Finally, the volume deals with the engineering of machines and plants. The German Machine Tools and Production Systems Compendium has been completely revised. The previous five-volume series has been condensed into three volumes in the new ninth edition with colored technical illustrations throughout. This first English edition is a translation of the German ninth edition.

The first part of this volume provides the user with assistance in the selection and design of important machine and frame components. It also provides help with machine design, calculation and optimization of these components in terms of their static, dynamic and thermoelastic behavior. This includes machine installation, hydraulic systems, transmissions, as well as industrial design and guidelines for machine design. The second part of this volume deals with the metrological investigation and assessment of the entire machine tool or its components with respect to the properties discussed in the first part of this volume. Following an overview of the basic principles of measurement and measuring devices, the procedure for measuring them is described. Acceptance of the machine using test workpieces and the interaction between the machine and the machining process are discussed in detail. The German Machine Tools and Manufacturing Systems Compendium has been completely revised. The previous five-volume series has been condensed into three volumes in the new ninth edition with color technical illustrations throughout. This first English edition is a translation of the German ninth edition.

The possibility of stimulated light emission was discussed by Einstein in 1917, eight years before the quantum-mechanical description of energy levels of many-electron systems. Though it is imperative to use samples having optical properties greatly different from the stan dard continuous spectrum of opaque objects ("black body" radia tion) it is not always necessary to restrict the study to monatomic entities. Thus, spectral lines can be obtained (in absorption and in emission) from lanthanide compounds, containing from one to thir teen 4f electrons going from trivalent cerium to ytterbium, that are nearly as sharp as the ones from gaseous atoms. However, the presence of adjacent atoms modifies the simple picture of an isolated electron configuration, and in particular, it is possible to pump excited levels efficiently by energy transfer from species with intense absorption bands, such as the inter-shell transitions of other lanthanides and of thallium(I), lead(II) and bismuth(III) or the electron transfer bands of the uranyl ion or other complexes. On the other hand, it is possible to diminuish the mUlti-phonon relaxation (competing with sharp line luminescence) by selecting vitreous or crystalline materials with low phonon energies. Obviously, one cannot circumvent the conservation of energy by lasers, but they may have unprecedented consequences for the future by allowing nuclear fusion of light elements, effects of non-linear optics and time-resolved spectroscopy, besides the more conventional applications of coherent light beams with negligible angular extension.

Strategy, at its best, knits together ends and means, no matter how various and disparate, into a cohesive pattern. In the case of a U.S. information strategy, this requires balancing the need to guard and secure access to many informational capabilities and resources, with the opportunity to achieve national aims by fostering as much openness as practicable. The authors' term to represent such strategic balancing is guarded openness. They go on to describe noopolitik (nu-oh-poh-li-teek)--an emerging form of statecraft that emphasizes the importance of sharing ideas and values globally, principally through the exercise of persuasive soft power rather than traditional military hard power. This study discusses the opportunities that may be raised by the emergence of noopolitik--ranging from construction of a noosphere (a globe-spanning realm of the mind) to recommendations that, for example, the U.S. military should begin to develop its own noosphere (among and between the services, as well as with U.S. allies). In the area of international cooperation, the authors offer strategic approaches for improving the capacity of state and nonstate actors to work together to address transnational problems. In addition, the authors recommend specific doctrinal developments, implied by the emergence of information strategy--including the pressing need to deal with such ethical concerns as the first use of information weapons, concepts of proportional response, and the need to maintain the immunity of noncombatants. Ultimately, the authors call for an innovative turn of mind as policymakers and strategists rethink how best to adapt to the epochal transformations being wrought by the information revolution.
