This title was first published in 2003. This text examines Hungarian local environmental regulation in practice rather than what should happen according to national legislation. The book is based on interviews with officials, regulators, firm managers and environmental groups in four localities in Hungary and on a national survey of local government officials. Numerous quotations from interviews are included. It is shown that the local social and economic context influences the behaviour of both local governments and regional environmental inspectorates. Firms' responsiveness to regulation is studied and it is shown that while some firms are ready to pay moderate environmental fines others are afraid of even symbolic fines. The findings are set within debates in the international literature on environmental regulation. It is shown that there are convergences with patterns reported in developed capitalist societies, but that certain legacies from state socialism are compatible with these patterns.

Which political entities should the international community recognize as member states—granting them the rights and powers of statehood and entitling them to participate in formulating, adjudicating, and implementing international law? What criteria should it use, and are those criteria defensible? From Kosovo, Palestine, and Taiwan to South Sudan, Scotland, South Ossetia, Abkhazia, and Catalonia, these questions continuously arise and constantly challenge the international community for a consistent, principled stance. In response to this challenge, Chris Naticchia offers a social contract argument for a theory of international recognition—a normative theory of the criteria that states and international bodies should use to recognize political entities as member states of the international community. Regardless of whether political entities adequately respect human rights or practice democracy, he argues, we must recognize a critical mass of them to get international institutions working. Then we should recognize secessionist entities that suffer from persistent, grave, and widespread human rights abuses by their government—and, under certain conditions, minority nations within multinational states that seek independence. We must also recognize entities whose recognition would contribute to the economic development of the least well-off entities. Drawing on the social contract tradition, and developing a broadly Rawlsian view, A Law of Peoples for Recognizing States will both challenge and appeal to a broad readership in political philosophy, international law, and international relations.

When the eleven- and twelve-year-olds on the Cannon Street YMCA All-Star team registered for a baseball tournament in Charleston, South Carolina, in June 1955, it put the team and the forces of integration on a collision course with segregation, bigotry, and the southern way of life. White teams refused to take the field with the Cannon Street All-Stars, the first Black Little League team in South Carolina. The Cannon Street team won the tournament by forfeit and advanced to the state tournament. When all the white teams withdrew in protest, the Cannon Street team won the state tournament. If the team had won the regional tournament in Rome, Georgia, it would have advanced to the Little League World Series. But Little League officials ruled the team ineligible to play in the tournament because it had advanced by winning on forfeit and not on the field, denying the boys their dream of playing in the Little League World Series. Little League Baseball invited the Cannon Street All-Stars to be the organization's guests at the World Series, where they heard spectators yell, "Let them play! Let them play!" when the ballplayers were introduced. This became a national story for a few weeks but then faded and disappeared as Americans read of other civil rights stories, including the torture and murder of fourteen-year-old Emmett Till. Stolen Dreams is the story of the Cannon Street YMCA All-Stars and of the early civil rights movement. It's also the story of centuries of bigotry in Charleston, South Carolina--where millions of enslaved people were brought to this country and where the Civil War began, where segregation remained for a century after the war ended and anyone who challenged it did so at their own risk.

As the job market has grown more volatile, a variety of labor market intermediaries—organizations that help job seekers find employment—have sprung up, from private temporary agencies to government "One-Stop Career Centers." In Staircases or Treadmills? Chris Benner, Laura Leete, and Manuel Pastor investigate what approaches are most effective in helping workers to secure jobs with decent wages and benefits, and they provide specific policy recommendations for how job-matching organizations can better serve disadvantaged workers. Staircases or Treadmills? is the first comprehensive study documenting the prevalence of all types of labor market intermediaries and investigating how these intermediaries affect workers' employment opportunities. Benner, Leete, and Pastor draw on years of research in two distinct regional labor markets—"old economy" Milwaukee and "new economy" Silicon Valley—including a first-of-its-kind random survey of the prevalence and impacts of intermediaries, and a wide range of interviews with intermediary agencies' staff and clients. One of the main obstacles that disadvantaged workers face is that social networks of families and friends are less effective in connecting job-seekers to stable, quality employment. Intermediaries often serve as a substitute method for finding a job. Which substitute is chosen, however, matters: The authors find that the most effective organizations—including many unions, community colleges, and local non-profits—actively foster contacts between workers and employers, tend to make long-term investments in training for career development, and seek to transform as well as satisfy market demands. But without effective social networks to help workers locate the best intermediaries, most rely on private temporary agencies and other organizations that offer fewer services and, statistical analysis shows, often channel their participants into jobs with low wages and few benefits.
