This has provided a timely opportunity to not only critically reflect upon its introduction in 1988 and its operation in the past two decades, but also to place it within its historical context. There is a particular need to engage with the argument that was made in the 1980s that relieving need by way of loan was new in social security policy. In this groundbreaking study, Chris Grover provides the reader with evidence that this is not the case by locating Social Fund loans in a lengthy history of debate about, and practice in, loaning poor relief and social security. Using primary data hitherto unused in social policy research, Grover shows that there is a long history embedded in British systems of poor relief of authorities having the power to loan applicants either cash that had to be repaid or providing food and items, the value of which then had to be repaid. Understanding this history will give a greater depth to our understanding of the state's purposes in relieving the financial needs of the poorest people as well as to our knowledge of contemporary social security policy.

Considering its origin, it will not fail. God who is faithful and true has blessed it. The full impact of its power is in the application. From joyous to sad times, from easy to challenging times, the word of God shines a bright light into the hearts and souls of the hearers. Whosoever receives and applies it to their lives will forever know the difference.Consistent with the call to serve, I have traveled to various countries of the world proclaiming the gospel. As he grew older, Chris was driven by a restlessness that denied him any measure of peace or serenity. After years of odd jobs and geographic moves, he slipped into a subtle disrepair, ultimately sinking into a near irrevocable insanity on skid row, surviving on drugs and alcohol, missions, blood banks and strange women. Existing for many years in a small room deep within an abandoned tenement building, there appeared to be no inspiration for change. A most desperate condition, and one of which only divine intervention makes recovery possible, is when a person becomes a non-person. When someone loses interest in life, yet retains that vita, the spark forbidding a swift and deliberate self-destruction, one carries on but less?intact as a human being.
