In Diasporic Cold Warriors, Chien-Wen Kung explains how the Chinese Nationalist Party (Kuomintang) sowed the seeds of anticommunism among the Philippine Chinese with the active participation of the Philippine state. From the 1950s to the 1970s, Philippine Chinese were Southeast Asia's most exemplary Cold Warriors among overseas Chinese. During these decades, no Chinese community in the region was more vigilant in identifying and rooting out suspected communists from within its midst; none was as committed to mobilizing against the People's Republic of China as the one in the former US colony. Ironically, for all the fears of overseas Chinese communities' ties to the PRC at the time, the example of the Philippines shows that the "China" that intervened the most extensively in any Southeast Asian Chinese society during the Cold War was the Republic of China on Taiwan. For the first time, Kung tells the story of the Philippine Chinese as pro-Taiwan, anticommunist partisans, tracing their evolving relationship with the KMT and successive Philippine governments over the mid-twentieth century. Throughout, he argues for a networked and transnational understanding of the ROC-KMT party-state and demonstrates that Taipei exercised a form of nonterritorial sovereignty over the Philippine Chinese with Manila's participation and consent. Challenging depoliticized narratives of cultural integration, he also contends that, because of the KMT, Chinese identity formation and practices of belonging in the Philippines were deeply infused with Cold War ideology. Drawing on archival research and fieldwork in Taiwan, the Philippines, the United States, and China, Diasporic Cold Warriors reimagines the histories of the ROC, the KMT, and the Philippine Chinese, connecting them to the broader canvas of the Cold War and postcolonial nation-building in East and Southeast Asia.

Salt and State is an annotated translation of a treatise on salt from Song China. From its inception in the Han dynasty (206 B.C.–220 A.D.), the salt monopoly was a key component in the Chinese government's financial toolkit. Salt, with its highly localized and large-scale production, was an ideal target for bureaucratic management. In the Song dynasty (960–1279), fiscal pressures on the government had intensified with increased centralization and bureaucratization. A bloated administration and an enormous standing army maintained against incursions by aggressive steppe neighbors placed tremendous strain on Song finances. Developing the salt monopoly seemed a logical and indeed urgent strategy, but each actor in this plan—the emperor, local officials, monopoly administrators, producers, merchants, and consumers—had his own interests to protect and advance. Thus attempts to maximize the effectiveness of the monopoly meant frequent policy swings and led to levels of corruption that would ultimately undo the Song. Unlike other contemporary sources, the Songshi treatise organizes its subject into an intelligible and detailed narrative, elucidating special terminology, the bureaucracy and its processes, and debates relating to Chinese finance and politics, as well as the salt industry itself. In the 1950s, the residents of the southwestern coastal areas of Taiwan suffered greatly from Blackfoot disease (BFD) due to the consumption of arsenic-contaminated groundwater. Groundwater with high levels of arsenic in southwestern and northeastern Taiwan received much attention. After arsenic-safe tap water was utilized for drinking instead of groundwater in the 1970s, BFD cases decreased greatly. After 1990, no new BFD cases were reported, and as a consequence, BFD problems disregarded. However, arsenic is still present in the groundwater. This book will improve the knowledge and understanding of the occurrence and genesis of arsenic-rich groundwaters in Taiwan. In addition to summarizing and detailing developed diagnostic devices, this book will attempt to point out the possible future trends of development for point-of-care diagnostics using both scientifically based research and practical engineering needs with the aim to help novices comprehensively understand the development of point-of-care diagnostics. This includes demonstrating several common but critical principles and mechanisms used in point-of-care diagnostics that address practical needs (e.g., disease or healthcare monitoring) using two well-developed examples so far: 1) blood glucose meters (via electrochemistry); and, 2) pregnancy tests (via lateral flow assay). Readers of this book will come to fully comprehend how to develop point-of-care diagnostics devices, and will be inspired to contribute to a critical global cause – the development of inexpensive, effective, and portable in vitro diagnostics tools (for any purpose) that can be used either at home or in resource limited areas.
