Reformers have promoted mixed-member electoral systems as the “best of both worlds.” In this volume, internationally recognized political scientists evaluate the ways in which the introduction of a mixed-member electoral system affects the configuration of political parties. The contributors examine several political phenomena, including cabinet post allocation, nominations, preelectoral coalitions, split-ticket voting, and the size of party systems and faction systems. Significantly, they also consider various ways in which the constitutional system—especially whether the head of government is elected directly or indirectly—can modify the incentives created by the electoral system. The findings presented here demonstrate that the success of electoral reform depends not only on the specification of new electoral rules per se but also on the political context—and especially the constitutional framework—within which such rules are embedded.

A Study of Literary Trends in China Since the 1980s

The Revival of Classical and Modern Literature

This book intends to trace the revival of traditional literary works since the 1980s in China as it is revealed on the revitalized College Entrance Examination (CEE). In order to show how these changes reflect China’s altering ideology after the fall of Communism, selections from the CEE’s literary portion will be examined. Taking advantage of the resurrection of the powerful CEE, test creators have composed the literary portion as an education tool to shape public opinion in the post-Communist era. Literature in China have never been an independent art but had shared the responsibility for transmitting China’s intellectual and ethical traditions. The introduction of Communism to China silenced these traditions and made literature the servant of political ideology. This book traces the chronological process of restoring modern vernacular literature from the pre-Communist era and the ways in which traditional literature is being used for modern purposes. For many Chinese intellectuals, the gradual withdrawal of literature for serving political causes and the reinstatement of classical literature and early vernacular works to on the CEE bring to light the recovery of the aesthetic literary tradition and a return to normalcy. When students take the CEE, they not only mentally scrutinize literature that they first read during their secondary education, but also experience an assertive presentation of current Chinese cultural values and outlooks on life. This study argues that in the post-1980s CEE literary selections, students experience a variety of texts that summon up China’s pre-Communist literary tradition in order to serve as an intellectual guiding light for future social development. For those interested in comparative higher education, a particular area of interest may be the book’s singular consideration of the science and technology passages in connection with the restructuring of higher education in China as a remedy of China’s cultural tradition.

This volume presents the written versions of the tutorial lectures given at the Workshop on Computational Prospects of Infinity, held from 18 June to 15 August 2005 at the Institute for Mathematical Sciences, National University of Singapore. It consists of articles by four of the leading experts in recursion theory (computability theory) and set theory. The survey paper of Rod Downey provides a comprehensive introduction to algorithmic randomness, one of the most active areas of current research in recursion theory. Theodore A Slaman's article is the first printed account of the ground-breaking work of Slaman-Woodin and Slaman-Shore on the definability of the Turing jump. John Steel presents some results on the properties of derived models of mice, and on the existence of mice with large derived models. The study was motivated by some of the well-known Holy Grails in inner model theory, including the Mouse Set Conjecture. In his presentation, W Hugh Woodin gives an outline of an expanded version (unpublished) on suitable extender sequences, a subject that was developed in the attempt to understand inner model theory for large cardinals beyond the level of superstrong cardinals. The volume serves as a useful guide for graduate students and researchers in recursion theory and set theory to some of the most important and significant developments in these subjects in recent years.

Through Chi Wang's experiences and memories, readers will also gain insight into key developments in U.S.-China relations from someone who saw them unfold. Some of the major highlights of his career include a groundbreaking trip to China on behalf of the US State Department in 1972, shortly after Nixon’s own trip; nearly fifty years working at the US Library of Congress where he became the head of the Chinese and Korean Section, successfully growing its collection from 300,000 volumes to over one million; and the founding of the US-China Policy Foundation in 1995. The first edition of this memoir was awarded the Chinese American Librarian Association (CALA)'s Best Book Award in 2011.

Studies of Hong Kong media primarily examine whether China will crush Hong Kong’s media freedom. This book however traces the root problem of Hong Kong media back to the colonial era, demonstrating that before the resumption of Chinese sovereignty there already existed a uniquely Hong Kong brand of hyper-marketized and oligopolistic media system. The system, encouraged by the British colonial government, was subsequently aggravated by the Chinese government. This peculiar system is highly susceptible to state intervention and structurally disadvantaged dissent and marginal groups before and after 1997. The book stresses that this hyper-marketized media system has been constantly challenged. Through a historical study of media stigmatization of youth, this book proposes that over the years various counter forces have penetrated the structurally lopsided Hong Kong media: independent, public, popular and news media all make occasional subversive alliances to disrupt the mainstream, and news media, with a strong liberal professionalism, provide the most subversive space for challenging cultural hegemony. The book offers an alternative and fascinating account of the dynamics between hegemonic closure and day-to-day resistance in Hong Kong media in both the colonial and post-colonial eras, arguing that the Hong Kong case generates important insights for understanding ideological struggles in capitalist media.

Surface crystallography plays the same fundamental role in surface science which bulk crystallography has played so successfully in solid-state physics and chemistry. The atomic-scale structure is one of the most important aspects in the understanding of the behavior of surfaces in such widely diverse fields as heterogeneous catalysis, microelectronics, adhesion, lubrication, cor rosion, coatings, and solid-solid and solid-liquid interfaces. Low-Energy Electron Diffraction or LEED has become the prime tech nique used to determine atomic locations at surfaces. On one hand, LEED has yielded the most numerous and complete structural results to date (almost 200 structures), while on the other, LEED has been regarded as the "technique to beat" by a variety of other surface crystallographic methods, such as photoemission, SEXAFS, ion scattering and atomic diffraction. Although these other approaches have had impressive successes, LEED has remained the most productive technique and has shown the most versatility of application: from adsorbed rare gases, to reconstructed surfaces of sem iconductors and metals, to molecules adsorbed on metals. However, these statements should not be viewed as excessively dogmatic since all surface sensitive techniques retain untapped potentials that will undoubtedly be explored and exploited. Moreover, surface science remains a multi-technique endeavor. In particular, LEED never has been and never will be self sufficient. LEED has evolved considerably and, in fact, has reached a watershed.

GIVE is a versatile morpheme in many languages. While there have been extensive studies on the interplay between the syntax and semantics of GIVE in many languages, not much has been done in a similar manner on Cantonese, a member of the Yue dialect group of the Chinese language family. This monograph reports on the study of GIVE and its associated functions and syntactic constructions in Cantonese from diachronic, synchronic, and typological perspectives. Drawing on cross-linguistic data, and 19th century Cantonese dialect materials, this study first traces the chronological development of the various functions played by GIVE in Cantonese. It then examines the double-object construction. Besides the typological features of this construction in Cantonese, this study investigates the use of the northern pattern in Cantonese as a result of the increasing influence of Putonghua and Modern Standard Chinese by means of a sociolinguistic survey with 40 native speakers of Cantonese.

Since the 1970's, there has been a great deal of research effort spent on studying chaotic systems and the properties of the chaotic signals generated. Characterized by their wideband, impulse-like autocorrelation and low cross-correlation properties, chaotic signals are useful spread-spectrum signals for carrying digital information. Spectrum spreading has become one of the most popular modulation techniques for high-speed wireless communications. It makes use of signals of very wide bandwidth to carry information at relatively low data rates, and possesses advantages such as low probability of interception, resistance to jamming, multiple-access capability and mitigation to multipath effect, which are particularly important in a wireless scenario. In addition to enjoying the aforementioned benefits, chaotic signals can be generated using simple circuitries, thus lowering the cost of transceivers. Early study of chaos-based communication systems was focused on a single-user case. In the past few years, more effort has been put on investigating systems with multiple-access capability, which is a key feature of spread-spectrum communication systems. In 1950 the British government accorded diplomatic recognition to the newly founded People's Republic of China. But it took 22 years for Britain to establish full diplomatic relations with China. How far was Britain's China policy a failure until 1972? This book argues that Britain and China were involved in the 'everyday Cold War', or a continuous process of contestation and cooperation that allowed them to 'normalize' their confrontation in the absence of full diplomatic relations. From Vietnam and Taiwan to the mainland and Hong Kong, China's 'everyday Cold War' against Britain was marked by diplomatic ritual, propaganda rhetoric and symbolic gestures. Rather than pursuing a failed policy of 'appeasement', British decision-makers and diplomats regarded engagement or negotiation with China as the best way of fighting the 'everyday Cold War'. Based on extensive British and Chinese archival sources, this book examines not only the high politics of Anglo-Chinese relations, but also how the British diplomats experienced the Cold War at the local level.

This book proposes a semantic theory of conditionals that can account for (i) the variability in usages that conditional sentences can be put; and (ii) both conditional sentences of the form ‘if p, q’ and those conditional thoughts that are expressed without using ‘if’. It presents theoretical arguments as well as empirical evidence from English and other languages in support of the thesis that an adequate study of conditionals has to go beyond an analysis of specific sentence forms or lexical items. The resulting perspective on conditionals is one in which conditionality is located at a higher level than that of the sentence; namely, at the level of thought. The author argues that it is only through adopting such a perspective, and with it, a commitment to context-dependent semantics, that we can successfully represent conditional utterances as they are used and understood by ordinary language users. It will be of interest to students and scholars working on the semantics of conditionals in the fields of linguistics (especially semantics and pragmatics) and philosophy of language.

This is the author's story written by tears. He is the center of this odyssey as a participant and an observer. It's a story about the loss of innocence, freedom, family, comfort, and family and about the good tradition of the Chinese culture that is slowly being lost. But it's also a story about gain and growth: gaining a few cultures and languages, new friends and trust, of experience and education, humility, of freedom, and regaining of self. Chi is not a hero in this narrative, just an ordinary man groping for meaning in his efforts to heal and help others. It is also a story of his own healing among the nomads of the grassland of Inner Mongolia. He survived and grew ever stronger in his own faith. It chronicles the tragedy of a Christian family during the chaos of China's Cultural Revolution launched by Mao Zedong in 1966. The author's parents were detained, beaten, and abused by Red Rebels in 1968, due to in 1952, they held a farewell party for Dr. Frank W. Price, a former pastor in Shanghai, and because during China's 1959 through 1962 national starvation, they received foreign food from their siblings living in the United States. In 1968, the author's fourteen-year-old sister's application to a reunion with her sister who lived near the northern national border was turned down, so she had to cut her fingertips, then wrote a pledge with the blood. The author records the primitive life of Mongolian nomads during his trip to the grasslands of Inner Mongolia to look for his two sisters and how he overcame difficulties with Mao Zedong badges as well as his unique acupuncture skills. Chinese words and names using the pinyin system are in BOLD font. Mongolian names and words are in italic font. There are twenty photos/illustrations.

Mother Earth, an anarchist monthly published by Emma Goldman, played a key role in sparking and spreading the movement around the world. One of the most important figures in revolutionary politics in the early twentieth century, Emma Goldman (1869–1940) was essential to the rise of political anarchism in the United States and Europe. But as Rachel Hui-Chi Hsu makes clear in this book, the work of Goldman and her colleagues at the flagship magazine Mother Earth (1906–1917) resonated globally, even into the present day. As a Russian Jewish immigrant to the United States in the late nineteenth century, Goldman developed a keen voice and ideology based on labor strife and turbulent politics of the era. She ultimately was deported to Russia due to agitating against World War I. Hsu takes a comprehensive look at Goldman’s impact and legacy, tracing her work against capitalism, advocacy for feminism, and support of homosexuality and atheism.
