The Indian Self-Determination & Educ. Assistance Act (ISDA) was passed in 1975 to encourage tribal participation in, & management of, programs that for years had been administered on their behalf by the Depts. of the Interior of Health & Human Services. This report is on the Bureau of Indian Affairs' & the Indian Health Services' management of contract support funding under the ISDA. The report contains recommendations designed to help ensure that contract support costs are paid consistently. Also describes alternative methods for funding contract support costs, which the Congress may consider as it debates how to best carry out the provisions of the ISDA.
