The age of maritime expansion and the Anglo-Spanish War have been analyzed by generations of historians, but nearly all studies have emphasized events and participants at the top. This book examines the lives and experiences of the men of the Elizabethan maritime community during a particularly volatile period of maritime history. The seafaring community had to contend with simultaneous pressures from many different directions. Shipowners and merchants, motivated by profit, hired seamen to sail voyages of ever-increasing distances, which taxed the health and capabilities of 16th-century crews and vessels. International tensions in the last two decades of Elizabeth's reign magnified the risks to all seamen, whether in civilian employment or on warships. The advent of open warfare with Spain in 1585 resulted in a privateering war against the Spanish Empire, seen by some seamen as one of the few boons of the conflict. The other major development was the introduction of impressment, a deeply resented aspect of any naval war and one that brought great hardship to seamen and their families. The relationship between the Crown and its seafarers was a pull-haul between a state beset by financial problems of fighting a protracted war on several fronts and employees forced to work in dangerous conditions for substandard wages. The stresses of the war years tell us much about the dynamic of the maritime community, their expectations, and their coping strategies.

After explaining how and why women have been excluded from the rhetorical tradition from antiquity through the Renaissance, Cheryl Glenn provides the opportunity for Sappho, Aspasia, Diotima, Hortensia, Fulvia, Julian of Norwich, Margery Kempe, Margaret More Roper, Anne Askew, and Elizabeth I to speak with equal authority and as eloquently as Plato, Aristotle, Cicero, and Augustine. Her aim is nothing less than regendering and changing forever the history of rhetoric. To that end, Glenn locates women's contributions to and participation in the rhetorical tradition and writes them into an expanded, inclusive tradition. She regenders the tradition by designating those terms of identity that have promoted and supported men's control of public, persuasive discourse -- the culturally constructed social relations between, the appropriate roles for, and the subjective identities of women and men. Glenn is the first scholar to contextualize, analyze, and follow the migration of women's rhetorical accomplishments systematically. To locate these women, she follows the migration of the Western intellectual tradition from its inception in classical antiquity and its confrontation with and ultimate appropriation by evangelical Christianity to its force in the medieval Church and in Tudor arts and politics. Glenn sets the scope of her study from antiquity to the Renaissance for several reasons, not the least of which is that the Enlightenment saw the end of classical rhetoric as the dominant and most influential system of education and communication. Equally important, the Enlightenment brought about the demise of the one-sex model of humanity that centered on the telos of perfect maleness --with women and children being perceived as undeveloped men. Glenn expands the history of rhetoric by including the contributions of women. She is not writing a compensatory history or a history of rhetoric by women; she is integrating the rhetorical accomplishments of women into the context of the male-dominated and male-documented rhetorical tradition and, in the process, enriching that tradition.

The wilderness, the prairie, cityscapes, and small towns are the settings by which we define our nation, rather than the strip mall, the single-family home, and the developing subdivision, which for many are ubiquitous features of everyday life. Canadian Suburban considers the cultures of suburbia as they are articulated in English Canadian fiction published from the 1960s to the present. Cheryl Cowdy begins her excursion through novels set between 1945 and 1970, the heyday of modern suburban development, with works by canonical authors such as Margaret Laurence, Richard B. Wright, Margaret Atwood, and Barbara Gowdy. Her investigation then turns to the meaning of the suburbs within fiction set after the 1970s, when a more corporate model of suburbanization prevailed, and ends with an investigation of how writers from immigrant and racialized communities are radically transforming the suburban imaginary. Although schools with an African-centered educational focus have existed for over 200 years, they have most often been independent institutions. Within the past few years, the idea of incorporating an African and African-American cultural orientation in public schools has been explored. This exploration has proceeded in a number of ways: in Baltimore, MD, African-centered education was instituted in selected classrooms within an otherwise traditional school. In Milwaukee, and in other cities such as Detroit, MI, and Washington, DC, African-centered programs have been implemented in selected schools.
Many congregations today focus on strategy and purpose—what churches "do"—but Cheryl Peterson submits that mainline churches need to focus instead on "what" or "who" they are—to reclaim a theological, rather than sociological, understanding of themselves. Peterson suggests that we understand the church as a people created by the Spirit to be a community, and that we must claim a narrative method to explore the church's identity—specifically, the story of the church's origin in the Acts of the Apostles. The Ten Commandments condone slavery, and Deuteronomy 22 deems the rape of an unmarried woman to injure her father rather than the woman herself. While many Christians ignore most Old Testament laws as obsolete or irrelevant-with others picking and choosing among them in support of specific political and social agendas-it remains a basic tenet of Christian doctrine that the faith is contained in both the Old and the New Testament. If the law is ignored, an important aspect of the faith tradition is denied. In Ancient Laws and Contemporary Controversies, Cheryl B. Anderson tackles this problem head on, attempting to answer the question whether the laws of the Old Testament are authoritative for Christians today. The issue is crucial: some Christians actually believe that the New Testament abolishes the law, or that the Protestant reformers Luther, Calvin, and Wesley rejected the law. Acknowledging the deeply problematic nature of some Old Testament law (especially as it applies to women, the poor, and homosexuals), Anderson finds that contemporary controversies are the result of such groups now expressing their own realities and faith perspectives. Anderson suggests that we approach biblical law in much the same way that we approach the U.S. Constitution. While the nation's founding fathers-all privileged white men-did not have the poor, women, or people of color in mind when they referred in its preamble to "We the people." Subsequently, the Constitution has evolved through amendment and interpretation to include those who were initially excluded. Although it is impossible to amend the biblical texts themselves, the way in which they are interpreted can-and should-change. With previous scholarship grounded in the Old Testament as well as critical, legal, and feminist theory, Anderson is uniquely qualified to apply insights from contemporary law to the interpretive history of biblical law, and to draw out their implications for issues of gender, class, and race/ethnicity. In so doing, she lays the groundwork for an inclusive mode of biblical interpretation.
Health spending continues to grow faster than the economy in most OECD countries. In 2010, the OECD published a study of strategies to increase value for money in health care, in which pay for performance (P4P) was identified as an innovative tool to improve health system efficiency in several OECD countries. However, evidence that P4P increases value for money, boosts quality of processes in health care, or improves health outcomes is limited.This book explores the many questions surrounding P4P such as whether the potential power of P4P has been over-sold, or whether the disappointing results to date are more likely rooted in problems of design and implementation or inadequate monitoring and evaluation.
