The People's Republic of China (PRC) has adopted a more market-oriented approach by promoting rural microfinance, pursuing bottom-up innovations such as group lending, various forms of guarantees, new financial products based on purchase orders and insurance policies, and better incentives for agriculture funding from financial institutions. In 2009, the PRC sought the assistance of the Asian Development Bank to study how to optimize policy choices in rural finance using both top-down and bottom-up approaches. This report presents the findings of that rural microfinance study, including valuable lessons learned from several pilot microlending programs conducted in selected provinces in the PRC. It then analyzes outstanding issues in the country's rural and microfinance markets that need to be addressed more vigorously.

Traditionally, Computer Aided Design (CAD) tools have been used to create the nominal design of an integrated circuit (IC), such that the circuit nominal response meets the desired performance specifications. In reality, however, due to the disturbances ofthe IC manufacturing process, the actual performancesof the mass produced chips are different than those for the nominal design. Even if the manufacturing process were tightly controlled, so that there were little variations across the chips manufactured, the environmentalchanges (e. g. those oftemperature, supply voltages, etc. ) would alsomakethe circuit performances vary during the circuit life span. Process-related performance variations may lead to low manufacturing yield, and unacceptable product quality. For these reasons, statistical circuit design techniques are required to design the circuit parameters, taking the statistical process variations into account. This book deals with some theoretical and practical aspects of IC statistical design, and emphasizes how they differ from those for discrete circuits. It de scribes a spectrum of different statistical design problems, such as parametric yield optimization, generalized on-target design, variability minimization, per formance tunning, and worst-case design. The main emphasis of the presen tation is placed on the principles and practical solutions for performance vari ability minimization. It is hoped that the book may serve as an introductory reference material for various groups of IC designers, and the methodologies described will help them enhance the circuit quality and manufacturability. This second volume of the ongoing annotated translation of Ssu-ma Ch'ien's Shi chi(The Grand Scribe's Records), widely acknowledged as the most important early Chinese history, contains the "basic annals" of five early Han-dynasty emperors. The annals trace the first century of Han rule (206 BC to ca. 100 BC) in a year-by-year account that focuses on imperial activities. In The Grand Scribe's Records, Ssu-ma Ch'ien revitalised the style of the annals he had written for previous rulers. Here are accounts of the peasant who founded the dynasty, Liu Pang, a man noted as much for his licentiousness as he was his ruthless political instinct, and of his cruel wife, Empress Lÿ, who murdered her chief rival for Liu Pang's affections in the most gruesome manner. The annals of two relatively undistinguished emperors follow. The volume concludes with Ssu-ma's depiction of perhaps the greatest ruler of the Han, Emperor Wu, told within the context of his delusive attempts to find a means to achieve immortality. When completed this translation will bring all 130 chapters of the Shih chi into English. Volumes 1 and 7 were published by Indiana University Press in 1994.
