Under the conditions of market economy, the government is an independent economic entity, whose function is not only to provide services and handle public affairs, but also to coordinate, advance and lead economic development. The dual functions of regional government include providing service and administration at the micro-level on behalf of market economy on one hand and leading, regulating and promoting economic development at the macro-level on behalf of the central government on the other hand. Foresighted leading means giving free rein to the government, especially regional government, in economic guidance, regulation and early warning. It also means that the government is responsible for effectively allocating funds and gaining advantages using market rules, leveraging market forces and other means such as investment, price, taxation, law, and organizational, institutional and technological innovations to promote the scientific and sustainable development of the regional economy.

Irreducible to conventional labels usually applied to him, the Tang poet Du Fu (712–770) both defined and was defined by the literary, intellectual, and socio-political cultures of the Song dynasty (960–1279). Jue Chen not only argues in his work that Du Fu was constructed according to particular literary and intellectual agendas of Song literati but also that conventional labels applied to Du Fu do not accurately represent this construction campaign. He also discusses how Du Fu’s image as the greatest poet sheds unique light on issues that can deepen our understanding of the subtleties in the poetic culture of Song China.
As do other mighty forces such as wars, nationalist aspirations, and the shifting courses of great rivers, globalization changes the world's borders by bending them out of shape and creating new transnational spaces. State political boundaries no longer draw the definitive line in people's lives they once did. Borders continue to contain self-described national populations and national activities, but the penetration of economic globalization via growing cross-border trade, investment, and resurgence of myriad regional ethnic groups is pushing and stretching the limits of borders into both interactive spaces and contested terrains. Indeed, new power centers with their own identities are springing out of once politically trivial and economically marginal landscapes. While the terrorist attacks of 2001 and the SARS outbreak of 2003 prompted states to tighten border controls, their efforts amount to only a temporary reversal of a powerful long-term trend toward more open borders and the interactive transnational spaces that openness fosters. Past, present and future "The archaeological materials recovered from the Anyang excavations ... in the period between 1928 and 1937 ... have laid a new foundation for the study of ancient China (Li, C. 1977: ix)."
