If health policy truly seeks to improve population health and reduce health disparities, addressing homelessness must be a priority Homelessness is a public health problem. Nearly a decade after the great recession of 2008, homelessness rates are once again rising across the United States, with the number of persons experiencing homelessness surpassing the number of individuals suffering from opioid use disorders annually. Homelessness presents serious adverse consequences for physical and mental health, and ultimately worsens health disparities for already at-risk low-income and minority populations. While some state-level policies have been implemented to address homelessness, these services are often not designed to target chronic homelessness and subsequently fail in policy implementation by engendering barriers to local homeless policy solutions. In the face of this crisis, Ungoverned and Out of Sight seeks to understand the political processes influencing adoption of best-practice solutions to reduce chronic homelessness in US municipalities. Drawing on unique research from three exemplar municipal case studies in San Francisco, CA, Atlanta, GA, and Shreveport, LA, this volume explores conflicting policy solutions in the highly decentralized homeless policy space and provides recommendations to improve homeless governance systems and deliver policies that will successfully diminish chronic homelessness. Until issues of authority and fragmentation across competing or misaligned policy spaces are addressed through improved coordination and oversight, local and national policies intended to reduce homelessness may not succeed.

This book provides the first full account of the 20-year story of universal access and service in South Africa’s ICT sector. From 1994 the country’s first democratic government set out to redress the deep digital divide afflicting the overwhelming majority of its citizens, already poor and disenfranchised, but likewise marginalised in access to telephone infrastructure and services. By this time, an incipient global policy regime was driving reforms in the telecomms sector, and also developing good practice models for universal service. Policy diffusion thus led South Africa to adopt, adapt and implement a slew of these interventions. In particular, roll-out obligations were imposed on licensees, and a universal service fund was established. But an agency with a universal service mandate was also created; and licences in under-serviced areas were awarded. The book goes on to identify and analyse the policy success and failure of each of these interventions, and suggests some lessons to be learned.

A few years after its invention by James Naismith, basketball became the primary sport in the crowded streets of the Jewish neighborhood on New York’s Lower East Side. Participating in the new game was a quick and enjoyable way to become Americanized. Jews not only dominated the sport for the next fifty‐plus years but were also instrumental in modernizing the game. Barney Sedran was considered the best player in the country at the City College of New York from 1909 to 1911. In 1927 Abe Saperstein took over management of the Harlem Globetrotters, playing a key role in popularizing and integrating the game. Later he helped found the American Basketball Association and introduced the three-point shot. More recently, Nancy Lieberman played in a men’s pro summer league and became the first woman to coach a men’s pro team, and Larry Brown became the only coach to win both NCAA and the NBA championships. While the influence of Jewish players, referees, coaches, and administrators has gradually diminished since the mid‐1950s, the current basketball scene features numerous Jews in important positions. Through interviews and lively anecdotes from franchise owners, coaches, players, and referees, The Chosen Game explores the contribution of Jews to the evolution of present-day pro basketball.
