But, though the White House stands as a powerful symbol of government, the United States has a separated system intentionally designed to distribute power, not to concentrate it. Charles O. Jones explains that focusing exclusively on the presidency can lead to a seriously distorted picture of how the national government works. The role of the president varies widely, depending on his resources, advantages, and strategic position. Public expectations often far exceed the president's personal, political, institutional, or constitutional capacities for achievement. Jones explores how presidents find their place in the permanent government and how they are "fitted in" by others, most notably those on Capitol Hill. This book shows how a separated system of government works under the circumstances created by the Constitution and encouraged by a two-party system. Jones examines the organizational challenges facing presidents, their public standing and what it means, presidential agendas and mandates, and lawmaking—how it works, where the president fits in, and how it varies from issue to issue. He compares the post-World War II presidents and identifies the strengths and weaknesses of each in working within the separated system. Thomas Hobbes laid the theoretical groundwork of the nation-state in Leviathan, his tough-minded treatise of 1651. Leviathan 2.0 updates this classic account to explain how modern statehood took shape between the mid-nineteenth and mid-twentieth centuries, before it unraveled into the political uncertainty that persists today. Modern states were far from immune to the modernizing forces of war, technology, and ideology. From 1845 to 1880, the United States, Canada, Mexico, and Argentina were all reconstituted through territorial violence. Europe witnessed the unification of Germany and Italy, while Asian nations such as Japan tried to mitigate foreign incursions through state-building reforms. A global wave of revolution at the turn of the century pushed the modernization process further in China, Russia, Iran, and Ottoman Turkey. By the late 1930s, with the rise of the Soviet Union and Nazi Germany, the momentum of history seemed to shift toward war-glorifying totalitarian states. But several variants of the modern state survived World War II: the welfare states of Western democracies; single-party socialist governments; and governments dominated by the military, especially prevalent in Latin America, Asia, and the Middle East. Toward the end of the twentieth century, all of these forms stood in growing tension with the transformative influences of globalized capitalism. Modern statehood recreated itself in many ways, Charles S. Maier concludes, but finally had to adopt a precarious equilibrium with ever more powerful economic forces.

The society of the postbellum South was built upon two interweaving but ultimately irreconcilable systems: a racist caste system and an economic class system. The caste system was supposed to assure that all whites would be equals above the underclass of black laborers. But the class system that emerged in the years after the war placed lower-class whites in the same economic position as the emancipated slaves -- a situation totally at odds with prevailing white ideology.In White Land, Black Labor, Charles Flynn examines the interplay of the caste and class systems of Reconstruction Georgia, revealing how the efforts of both the planters and poorer whites to retain blacks in a position of subservience assured that in this state -- as in the South as a whole -- there would be little significant economic progress until well into the next century. The caste faith of the white Georgians encouraged landowning employers to seek increased exploitation rather than economic growth; at the same time, it motivated landless whites to focus their energies on the greater subordination of black laborers rather than on achieving equality with wealthier whites.Despite the facade of southern caste faith, the constitutional amendments adopted during Reconstruction assured that blacks could not legally be treated as a separate laboring class. As a result, the measures employed by the planters to increase their control over the black laborers applied to a growing number of landless whites as well. With blacks more free and whites more oppressed than the prevailing social ideology deemed appropriate, the distinction between the system of class division among whites and the caste barrier that separated blacks and whites began to fracture -- leading to political dissent in the nineteenth century and setting the stage for the demagogue politicians of the twentieth century.

The 1954 Brown v. Board of Education ruling was a watershed event in the fight against racial segregation in the United States. The recent fiftieth anniversary of Brown prompted a surge of tributes: books, television and radio specials, conferences, and speeches. At the same time, says James C. Cobb, it revealed a growing trend of dismissiveness and negativity toward Brown and other accomplishments of the civil rights movement. Writing as both a lauded historian and a white southerner from the last generation to grow up under southern apartheid, Cobb responds to what he sees as distortions of Brown’s legacy and their implied disservice to those whom it inspired and empowered. Cobb begins by looking at how our historical understanding of segregation has evolved since the Brown decision. In particular, he targets the tenacious misconception that racial discrimination was at odds with economic modernization--and so would have faded out, on its own, under market pressures. He then looks at the argument that Brown energized white resistance more than it fomented civil rights progress. This position overstates the pace and extent of racial change in the South prior to Brown, Cobb says, while it understates Brown’s role in catalyzing and legitimizing subsequent black protest. Finally, Cobb suggests that the Brown decree and the civil rights movement accomplished not only more than certain critics have acknowledged but also more than the hard statistics of black progress can reveal. The destruction of Jim Crow, with its “denial of belonging,” allowed African Americans to embrace their identity as southerners in ways that freed them to explore links between their southernness and their blackness. This is an important and timely reminder of “what the Brown court and the activists who took the spirit of its ruling into the streets were up against, both historically and contemporaneously.”

One of Planetizen’s Top Ten Books of 2006 "But for Birmingham," Fred Shuttleworth recalled President John F. Kennedy saying in June 1963 when he invited black leaders to meet with him, "we would not be here today." Birmingham is well known for its civil rights history, particularly for the violent white-on-black bombings that occurred there in the 1960s, resulting in the city’s nickname "Bombingham." What is less well known about Birmingham’s racial history, however, is the extent to which early city planning decisions influenced and prompted the city’s civil rights protests. The first book-length work to analyze this connection, "The Most Segregated City in America": City Planning and Civil Rights in Birmingham, 1920–1980 uncovers the impact of Birmingham’s urban planning decisions on its black communities and reveals how these decisions led directly to the civil rights movement. Spanning over sixty years, Charles E. Connerly’s study begins in the 1920s, when Birmingham used urban planning as an excuse to implement racial zoning laws, pointedly sidestepping the 1917 U.S. Supreme Court Buchanan v. Warley decision that had struck down racial zoning. The result of this obstruction was the South’s longest-standing racial zoning law, which lasted from 1926 to 1951, when it was redeclared unconstitutional by the U.S. Supreme Court. Despite the fact that African Americans constituted at least 38 percent of Birmingham’s residents, they faced drastic limitations to their freedom to choose where to live. When in the1940s they rebelled by attempting to purchase homes in off-limit areas, their efforts were labeled as a challenge to city planning, resulting in government and court interventions that became violent. More than fifty bombings ensued between 1947 and 1966, becoming nationally publicized only in 1963, when four black girls were killed in the bombing of the Sixteenth Street Baptist Church. Connerly effectively uses Birmingham’s history as an example to argue the importance of recognizing the link that exists between city planning and civil rights. His demonstration of how Birmingham’s race-based planning legacy led to the confrontations that culminated in the city’s struggle for civil rights provides a fresh lens on the history and future of urban planning, and its relation to race.
