Over the last two decades, colleges and universities in the United States have significantly increased the formal ethics instruction they provide in science and engineering. Today, science and engineering programs socialize students into the values of scientists and engineers as well as their obligations in the conduct of scientific research and in the practice of engineering. Practical Guidance on Science and Engineering Ethics Education for Instructors and Administrators is the summary of a workshop convened in December 2012 to consider best practices for ethics education programs in science and engineering. The workshop focused on four key areas: goals and objectives for ethics instruction, instructional assessment, institutional and research cultures, and development of guidance checklists for instructors and administrators. Leading experts summarized and presented papers on current research knowledge in these areas. This report presents the edited papers and a summary of the discussions at the workshop.

Engineering, Social Justice, and Sustainable Community Development is the first in a series of biennial workshops on the theme of engineering ethics and engineering leadership. This workshop addresses conflicting positive goals for engineering projects in impoverished areas and areas in crisis. These conflicts arise domestically as well as in international arenas. The goals of project sponsors and participants, which are often implicit, include protecting human welfare, ensuring social justice, and striving for environmental sustainability alongside the more often explicit goal of economic development or progress. The workshop, summarized in this volume, discussed how to achieve the following: Improve research in engineering ethics. Improve engineering practice in situations of crisis and conflict. Improve engineering education in ethics and social issues. Involve professional societies in these efforts.
On January 11â€"12, 2017, the National Academy of Engineering's Center for Engineering Ethics and Society (CEES) held a workshop designed to help the engineering community identify institutional and cultural challenges to instilling ethics in engineering programs and to develop approaches, programs, strategies, and collaborations to overcome those challenges. The workshop was a follow-on activity to the 2016 CEES report Infusing Ethics into the Development of Engineers: Exemplary Education Activities and Programs. This publication summarizes the presentations and discussions from the workshop.
Ethical practice in engineering is critical for ensuring public trust in the field and in its practitioners, especially as engineers increasingly tackle international and socially complex problems that combine technical and ethical challenges. This report aims to raise awareness of the variety of exceptional programs and strategies for improving engineers' understanding of ethical and social issues and provides a resource for those who seek to improve ethical development of engineers at their own institutions. This publication presents 25 activities and programs that are exemplary in their approach to infusing ethics into the development of engineering students. It is intended to serve as a resource for institutions of higher education seeking to enhance their efforts in this area.
Increasing complexity and competitiveness in research environments, the prevalence of interdisciplinary and international involvement in research projects, and the close coupling of commerce and academia have created an ethically challenging environment for young scientists and engineers. For the past several decades, federal research agencies have supported projects to meet the need for mentoring and ethics training in graduate education in research, often called training in the responsible conduct of research. Recently, these agencies have supported projects to identify ethically problematic behaviors and assess the efficacy of ethics education in addressing them. With support from the National Science Foundation, the National Academy of Engineering Center for Engineering, Ethics, and Society held the workshop "Ethics Education and Scientific and Engineering Research: What's Been Learned? What Should Be Done?" on August 25 and 26, 2008. The workshop, summarized in this volume, discussed the social environment of science and engineering education; the need for ethics education for graduate students and postdoctoral fellows in science and engineering; models for effective programs; and assessment of approaches to ethics education, among other topics.

Emerging and Readily Available Technologies and National Security is a study on the ethical, legal, and societal issues relating to the research on, development of, and use of rapidly changing technologies with low barriers of entry that have potential military application, such as information technologies, synthetic biology, and nanotechnology. The report also considers the ethical issues associated with robotics and autonomous systems, prosthetics and human enhancement, and cyber weapons. These technologies are characterized by readily available knowledge access, technological advancements that can take place in months instead of years, the blurring of lines between basic research and applied research, and a high uncertainty about how the future trajectories of these technologies will evolve and what applications will be possible. Emerging and Readily Available Technologies and National Security addresses topics such as the ethics of using autonomous weapons that may be available in the future; the propriety of enhancing the physical or cognitive capabilities of soldiers with drugs or implants or prosthetics; and what limits, if any, should be placed on the nature and extent of economic damage that cyber weapons can cause. This report explores three areas with respect to emerging and rapidly available technologies: the conduct of research; research applications; and unanticipated, unforeseen, or inadvertent ethical, legal, and societal issues. The report articulates a framework for policy makers, institutions, and individual researchers to think about issues as they relate to these technologies of military relevance and makes recommendations for how each of these groups should approach these considerations in its research activities. Emerging and Readily Available Technologies and National Security makes an essential contribution to incorporate the full consideration of ethical, legal, and societal issues in situations where rapid technological change may outpace our ability to foresee consequences.
