It's widely used in (bio)chemistry and physics to calculate molecular excitation energies and optical properties of materials. This is the first graduate-level text on the formal framework and applications of TDDFT.
Automatic course generation is a very important area of research with numerous practical applications in e-learning. It has been studied since the 1980s within the fields of intelligent tutoring, AI and education, adaptive hypermedia and web-based educational systems. Many approaches have been proposed, but hardly any have resulted in generic and practically applied systems. A number of problems have remained unresolved. These problems are addressed by this work. This book focuses on course generation based on Hierarchical Task Network planning (HTN planning). This course generation framework enables the formalization and application of complex and realistic pedagogical knowledge. The volume describes basic techniques for course generation, which are used to formalize seven different types of courses (for instance, introducing the learner to previously unknown concepts and supporting the learner during rehearsal) and several elementary learning goals (e.g., selecting an appropriate example or exercise). This framework has been implemented and evaluated with good results in several domains, with users from different countries and universities, in the context of an EU project. Course generation based on HTN planning is implemented in PAIGOS and has been evaluated by technical, formative and summative evaluations.
Illegal content remains a persistent and growing issue on the internet. This book reviews seven problematic areas - defamation, hate speech, terrorist content, copyright, counterfeit, unsafe products and food - to illustrate that the fight against unlawful content on online platforms in the EU is hampered by fragmented and outdated laws. Meanwhile, the global internet companies that govern our digital spaces enforce their own policies, based on commercial objectives, and with secondary regard for public values and individuals' rights. The book subsequently charts out a solution of how EU lawmakers can bring social media and the like to take on adequate responsibilities for protecting users and public interests. The author argues that a safety-by-design approach, supported by technical standards, can be an effective way for implementing these new duties. Carsten Ullrich is a legal researcher at the University of Luxembourg, where he works on the regulation of digital technologies. The doctoral thesis on which this book is based was awarded the Rolf Tarrach Prize 2021 for the best dissertation in Luxembourg.

This study, conducted by the Institute of European Media Law (EMR) on behalf of the State Media Authority NRW, analyses the current legal framework and reveals ways of enforcing the applicable provisions concerning illegal content. This ninth volume of the series, with a foreword by Ilan Chabay, deals with the goals and requirements of computer science education in the elementary and primary sector. In their expert report, Nadine Bergner, Hilde Köster, Johannes Magenheim, Kathrin Müller, Ralf Romeike, Ulrik Schroeder and Carsten Schulte specify the pedagogical and content-related goal dimensions of computer science education at child-care centres and primary schools. International criminal justice relies on messages, speech acts, and performative practices in order to convey social meaning. Major criminal proceedings, such as Nuremberg, Tokyo, and other post-World War II trials have been branded as 'spectacles of didactic legality'. However, the expressive and communicative functions of law are often side-lined in institutional discourse and legal practice. This innovative work brings these functions centre-stage, developing the idea of justice as message and outlining the expressivist foundations of international criminal justice in a systematic way. Professor Carsten Stahn examines the origins of the expressivist theory in the sociology of law and the justification of punishment, its articulation in practice, and its broader role as method of international law. He shows that expression and communication is not only an inherent part of the punitive functions of international criminal justice, but is represented in a whole spectrum of practices: norm expression and diffusion, institutional actions, performative aspects of criminal procedures, and repair of harm. He argues that expressivism is not a classical justification of justice or punishment on its own, but rather a means to understand its aspirations and limitations, to explain how justice is produced and to ground punishment rationales. This book is an invitation to think beyond the confines of the legal discipline, and to engage with the multidisciplinary foundations and possibilities of the international criminal justice project.
