Mental control refers to the ability to control our own minds. Its primary expression, attention has become a popular topic for philosophers in the past few decades, generating the need for a primer on the concept. It is related to self-control, which typically refers to the maintenance of preferred behavior in the face of temptation. While a distinct concept, criticisms of self-control can also be applied to mental control, such as that it implies the existence of an unscientific homunculus-like agent or is not a natural kind. In April 1941, a passenger ship was attacked and sunk by Nazi Germans. This is the story of seven Canadian women survivors detained in Germany. In April 1941, seven Canadian women became prisoners of war while on a voyage from New York City to Cape Town. Their aging Egyptian liner, the Zamzam, was sunk off the coast of South Africa by the German raider Atlantis. The passengers were transferred to a prison ship and eventually put ashore in Nazi-occupied France. As "non-aliens," all 140 Americans were released after five weeks in captivity, and with the help of theLifephotographer in their midst,the news of their narrow escape became an overnight sensation. The hapless Canadians were taken to Bordeaux and became part of a group of 28 women and children interned in various German detention camps. By a stroke of luck, the Canadians eventually received permission to travel to Berlin where they were left to fend for themselves and adapt to life among "the enemy." As prisoners-at-large, they established contacts with American journalists and diplomats, an elderly Jewish professor, and even with Nazi propagandist P.G. Wodehouse. Finally, in June 1942, an exchange was arranged and the Canadians were able to board a special diplomatic Freedom Train bound for Lisbon, and from there they got back across the Atlantic to New York and new-found freedom.
At dawn on March 18, 1871, Parisian women stepped between cannons and French soldiers, using their bodies to block the army from taking the artillery from their working-class neighborhood. When ordered to fire, the troops refused and instead turned and arrested their leaders. Thus began the Paris Commune, France’s revolutionary civil war that rocked the nineteenth century and shaped the twentieth. Considered a golden moment of hope and potential by the left, and a black hour of terrifying power inversions by the right, the Commune occupies a critical position in understanding modern history and politics. A 72-day conflict that ended with the ferocious slaughter of Parisians, the Commune represents for some the final insurgent burst of the French Revolution’s long wake, for others the first “successful” socialist uprising, and for yet others an archetype for egalitarian socio-economic, feminist, and political change. Militants have referenced and incorporated its ideas into insurrections across the globe, throughout the twentieth and into the twenty-first centuries, keeping alive the revolution’s now-iconic goals and images. Innumerable scholars in countless languages have examined aspects of the 1871 uprising, taking perspectives ranging from glorifying to damning this world-shaking event. The Commune stands as a critical and pivotal moment in nineteenth-century history, as the linchpin between revolutionary pasts and futures, and as the crucible allowing glimpses of alternate possibilities. The pardon is an act of mercy, tied to the divine right of kings. Why did New York retain this mode of discretionary justice after the Revolution? And how did governors’ use of this prerogative change with the advent of the penitentiary and the introduction of parole? This book answers these questions by mining previously unexplored evidence held in official pardon registers, clemency files, prisoner aid association reports and parole records. This is the first book to analyze the histories of mercy and parole through the same lens, as related but distinct forms of discretionary decision-making. It draws on governors’ public papers and private correspondence to probe their approach to clemency, and it uses qualitative and quantitative methods to profile petitions for mercy, highlighting controversial cases that stirred public debate. Political pressure to render the use of discretion more certain and less personal grew stronger over the nineteenth century, peaking during constitutional conventionsand reaching its height in the Progressive Era. Yet, New York’s legislators left the power to pardon in the governor’s hands, where it remains today. Unlike previous works that portray parole as the successor to the pardon, this book shows that reliance upon and faith in discretion has proven remarkably resilient, even in the state that led the world toward penal modernity.

Chau attends to Taylor's account of the conditions of belief today, and the genesis of the sociohistorical limits on contemporary "God-talk," as well as his affirmation of certain aspects of Western modernity's "culture." Frontier zones organize an array of functions to facilitate the passage of goods, information, and people, and to define and control access. Bringing together studies from Asia, Africa, the Middle East, Europe, and North America, this collection of essays casts a wide net to consider borders of diverse sorts. Investigations of contemporary political frontiers are set within the context of examinations of historical borders, borders that have existed within cities, and virtual borders. This range allows for reflection on shifts in how frontier zones are articulated and the impermanence of border emplacements, as well as on likely scenarios for future frontiers. In The City as Subject, Carolyn S. Loeb examines distinctive bodies of public art in Berlin: legal and illegal murals painted in West Berlin in the 1970s and 1980s, post-reunification public sculptures, and images and sites from the street art scene. Her careful analyses show how these developed new architectural and spatial vocabularies that drew on the city's infrastructure and daily urban experience. These works challenged mainstream urban development practices and engaged with citizen activism and with a wider civic discourse about what a city can be. Loeb extends this urban focus to her examination of the extensive outdoor installation of the Berlin Wall Memorial and its mandate to represent the history of the city's division. She studies its surrounding neighborhoods to show that, while the Memorial adopts many of the urban-oriented vocabularies established by the earlier works of public art she examines, it truncates the story of urban division, which stretches beyond the Wall's existence. Loeb suggests that, by embracing more multi-vocal perspectives, the Memorial could encourage the kind of participatory and heterogeneous construction of the city championed by the earlier works of public art.

Interpretations of women in the antebellum period have long dwelt upon the notion of public versus private gender spheres. As part of the ongoing reevaluation of the prehistory of the women's movement, Carolyn Lawes challenges this paradigm and the primacy of class motivation. She studies the women of antebellum Worcester, Massachusetts, discovering that whatever their economic background, women there publicly worked to remake and improve their community in their own image. Lawes analyzes the organized social activism of the mostly middle-class, urban, white women of Worcester and finds that they were at the center of community life and leadership. Drawing on rich local history collections, Lawes weaves together information from city and state documents, court cases, medical records, church collections, newspapers, and diaries and letters to create a portrait of a group of women for whom constant personal and social change was the norm. Throughout Women and Reform in a New England Community, conventional women make seemingly unconventional choices. A wealthy Worcester matron helped spark a women-led rebellion against ministerial authority in the town's orthodox Calvinist church. Similarly, a close look at the town's sewing circles reveals that they were vehicles for political exchange as well as social gatherings that included men but intentionally restricted them to a subordinate role. By the middle of the nineteenth century, the women of Worcester had taken up explicitly political and social causes, such as an orphan asylum they founded, funded, and directed. Lawes argues that economic and personal instability rather than a desire for social control motivated women, even relatively privileged ones, into social activism. She concludes that the local activism of the women of Worcester stimulated, and was stimulated by, their interest in the first two national women's rights conventions, held in Worcester in 1850 and 1851. Far from being marginalized from the vital economic, social, and political issues of their day, the women of this antebellum New England community insisted upon being active and ongoing participants in the debates and decisions of their society and nation.
This book reveals what happens to applications for post-conviction review when those in England, Wales, and Northern Ireland who believe they are wrongfully convicted apply to the Criminal Cases Review Commission, the only body that can refer a case back to the Court of Appeal once appellants opportunities for direct appeal are exhausted. While the Court is obliged to hear all such referrals, the Commission can only refer a case where it believes there is a real possibility that the Court will quash the conviction. The first empirical study of all stages of decision-making within the Commission, this book starts from the premise that the test applied by the Commission (the real possibility test) is not inflexible. Though created by statute and refined through case law, it must be determined on a case-by-case basis, drawing too on cultural and structural variables, alongside fresh evidence gathered by the Commission. Through in-depth analysis of case files and interviews, Hoyle and Sato scrutinize the Commissions operational practices, its working rules and assumptions, considering how these influence its understanding of the real possibility test. Situating their rich empirical data within a framework of the Commissions social, organizational, and legal contexts, this book demonstrates that in its open-ended investigations there is considerable scope for discretion; for thorough exploration of all possible avenues or for choosing a more superficial consideration of a case. It emerges that while structured internal guidance, drawing heavily on Court jurisprudence, shapes decision-making, creating consistency in approach, there remains some variability across cases, over time, that can be accounted for by the different professional backgrounds and personalities of Commission staff.

Schools and Public Health is a meditation on the past, present, and future of the relationship between public health and American public schools. Gard and Pluim begin by developing a historical account of the way schools have been used in the public health policy arena in America. They then look in detail at more contemporary examples of school-based public health policies and initiatives in order to come to a judgment about whether and to what extent it makes sense to use schools in this way. With this is as the foundation, the book then offers answers to the question of why schools have so readily been drawn into public health policy formulations. First, seeing schools as a kind of ‘miracle factory’ is a long standing habit of mind that discourages careful consideration of alternative public health strategies. Second, schools have been implicated in public health policy in strategic ways by actors often with unstated political, cultural, ideological, and financial motivations. Finally, the authors call for a more sophisticated approach to public health policy in schools and suggest some criteria for judging the potential efficacy of school-based interventions.
