Saving the Neighborhood tells the charged, still controversial story of the rise and fall of racially restrictive covenants in America, and offers rare insight into the ways legal and social norms reinforce one another, acting with pernicious efficacy to codify and perpetuate intolerance. The early 1900s saw an unprecedented migration of African Americans leaving the rural South in search of better work and equal citizenship. In reaction, many white communities instituted property agreements—covenants—designed to limit ownership and residency according to race. Restrictive covenants quickly became a powerful legal guarantor of segregation, their authority facing serious challenge only in 1948, when the Supreme Court declared them legally unenforceable in Shelley v. Kraemer. Although the ruling was a shock to courts that had upheld covenants for decades, it failed to end their influence. In this incisive study, Richard Brooks and Carol Rose unpack why. At root, covenants were social signals. Their greatest use lay in reassuring the white residents that they shared the same goal, while sending a warning to would-be minority entrants: keep out. The authors uncover how loosely knit urban and suburban communities, fearing ethnic mixing or even “tipping,” were fair game to a new class of entrepreneurs who catered to their fears while exacerbating the message encoded in covenants: that black residents threatened white property values. Legal racial covenants expressed and bestowed an aura of legitimacy upon the wish of many white neighborhoods to exclude minorities. Sadly for American race relations, their legacy still lingers.

A study of post–World War II plays set in “total institutions” such as hospitals, psychiatric wards, prisons, and military bases Plays of Impasse probes the structure and significance of the numerous and highly visible plays set in contemporary society’s dead ends—the hospitals, psychiatric wards, prisons, and military training camps so aptly described by Irving Goffman as “total institutions.” Carol Rosen shows how the setting in these plays tends to engulf and then to exclude the audience, turning an encompassing stage structure—a closed, controlling, absolute system—into a protagonist that overwhelms the characters. In discussions ranging from Harold Pinter’s The Hothouse to Samuel Beckett’s Endgame, she further maintains that the impasse of characters in reductive environments supplies a unifying image for post–World War II drama in general. This state of impasse pervades contemporary drama. Everyday activities and attempts to endure life in a parenthesis are vacated of traditional social or moral meaning onstage. The pain of this kind of survival, spatially fixed, is at the heart of Endgame, for example, an extreme instance of this mode of drama at the edge of existence. In plays such as Peter Nichols’s The National Health, Peter Weiss’s Marat/Sade, Friedrich Dürrenmatt’s The Physicists, David Storey’s Home, Brendan Behan’s The Quare Fellow, Jean Genet’s Deathwatch, and David Rabe’s The Basic Training of Pavlo Hummel, the splintered self, like the divided society, strives to endure against enormous, codified odds. Even in plays not depicting the rigidity of institutions, the contemporary dramatic mode is finally characterized by sparse, introspective action in a closed system—an onstage model of a world gone awry, a world at an impasse. Few books discuss public sector change in the way Dr. Rusaw does here, and none incorporate the phenomenological perspective that she uses. Her book will appeal to practicing public administrators who seek real-life examples presented in conversational language. It will also be important for teachers and students in public administration, specifically in courses in organizational behavior, leadership, organization theory, human relations, and public personnel management. Not only can change agents help public employees serve the purposes set out for them more effectively and efficiently, but by service and other efforts they can also help reverse the downward trend that has characterized the public sector in recent years. Dr. Rusaw maintains that such change is made possible by personal transformation, certainly, but also by interpersonal transformations. By focusing on individual and group needs as keys to organizational change, change agents can facilitate what is most needed: not just localized alterations but widespread, holistic transformations. Her book looks at the role of healing—particularly, the inherent skills of listening, empathizing, and encouraging—and at the ways in which people can confront and solve problems in negotiated environments. She also sees that central to re-education and re-socialization is the quality of the change agent's inner person: how well the agent is able to understand the role of self in the change process. Her book provides ways in which agents can inspire others to change too. In other words, Dr. Rusaw sees organizational change as a process moving from the inside to the outside, and it is on this foundation that her unusual, thoughtful, and ultimately practical book is based.

The Bourgeois Citizen in Nineteenth-Century France analyses the process by which class society developed in post-revolutionary France. Focusing on bourgeois men and on their voluntary associations, Carol E. Harrison addresses the construction of class and gender identities. In their gentlemen's clubs, learned societies, musical groups, gardening clubs, and charitable associations, bourgeois Frenchmen defined a social order in which the atomized individuals of revolutionarly law could find places for themselves in reconstituted social groups and hierarchies. The practices of sociability reflected a bourgeois view of society as harmonious rather than torn by conflict. The potentially universal virtues of bourgeois masculinity provided a basis for a consensus that could protect social order from the destructive competitiveness of French political life and the industrializing economy. The sociable interaction of male citizens was the crucial bridge between the destruction of Frances's old regime and the development of a mature industrial class society.

The last couple of decades have witnessed a flourishing of Arab-American literature across multiple genres. Yet, increased interest in this literature is ironically paralleled by a prevalent bias against Arabs and Muslims that portrays their long presence in the US as a recent and unwelcome phenomenon. Spanning the 1990s to the present, Carol Fadda-Conrey takes in the sweep of literary and cultural texts by Arab-American writers in order to understand the ways in which their depictions of Arab homelands, whether actual or imagined, play a crucial role in shaping cultural articulations of US citizenship and belonging. By asserting themselves within a US framework while maintaining connections to their homelands, Arab-Americans contest the blanket representations of themselves as dictated by the US nation-state. Deploying a multidisciplinary framework at the intersection of Middle-Eastern studies, US ethnic studies, and diaspora studies, Fadda-Conrey argues for a transnational discourse that overturns the often rigid affiliations embedded in ethnic labels. Tracing the shifts in transnational perspectives, from the founders of Arab-American literature, like Gibran Kahlil Gibran and Ameen Rihani, to modern writers such as Naomi Shihab Nye, Joseph Geha, Randa Jarrar, and Suheir Hammad, Fadda-Conrey finds that contemporary Arab-American writers depict strong yet complex attachments to the US landscape. She explores how the idea of home is negotiated between immigrant parents and subsequent generations, alongside analyses of texts that work toward fostering more nuanced understandings of Arab and Muslim identities in the wake of post-9/11 anti-Arab sentiments.
