A growing body of research suggests that the quantity and quality of structural inputs of education and healthcare services such as infrastructure, classroom and medical supplies, and even teacher and medical training are largely irrelevant if teachers and healthcare providers do not exert the requisite effort to translate these inputs into effective teaching and medical service. To exert adquate effort, providers must feel they are accountable for the quality of service they provide. Yet a sense of accountability among providers does not necessarily occur naturally, often requiring mechanisms to monitor and incentivize provider effort. The literature on improving provider accountability has under-emphasized the role of monitoring practices by school principals and chief medical officers. This study begins to fill this gap by investigating the role of within-facility accountability mechanisms in the education and health sectors of Jordan. To do this, an analysis of existing and original data from these sectors was conducted in which the association of within-facility monitoring and provider effort was quantified. The results indicate that within-facility monitoring is underutilized in both sectors and is a consistent predictor of higher provider effort.

For the Souls of Black Folks examines the impact of black religious culture in shaping the ethical values and sociopolitical condition of U.S. blacks. The book reviews the nexus of theological traditions and historical factors that have formed black churches as environments where preachers serve as the moral compass for black churchgoers. For the Souls of Black Folks builds upon the work of sociologist W. E. B. Du Bois, who highlighted the presence of a double consciousness in the collective psyche of blacks stemming from racial oppression. The book explores the ways in which that double consciousness, often reflected in black preaching, socializes black Christians to subjugate their own moral authority to that of black preachers. The central argument is that this socialization to submit to preachers greatly underserves black churchgoers in developing and exercising their own power and authority as social agents, and thus significantly impedes the full sociopolitical liberation of all blacks. The book offers important new preaching strategies that more effectively facilitate the empowerment of blacks as critical agents of social transformation and healing in the twenty-first century.

As younger generations drift away from evangelical churches, the number of religiously unaffiliated young adults grows. Is the drift because of politics, personal morality, rebelliousness, culture wars, or something else? In this project, 16 young adults from the Churches of Christ participate in qualitative interviews over a five-year span. They describe messages they learned about success and survival from their faith communities as children, and how they have embraced and reinterpreted those messages into helpful life principles as adults. The resulting study explores issues of ethnicity in evangelical borderland communities and contrasts Latinx narratives with white narratives in religious and educative contexts. Findings also revealed gendered narratives, class-based narratives, and the glaring absence of helpful narratives around sexuality, filtered through the lenses of religion and education. The central finding of the interviews is this: participants experienced the Church of Christ as rewarding conformity with community, a strategy (when it works) which secures the future of the denomination and cements a conservative doctrine in the next generation of leadership. However, the study concludes that true survival narratives were the narratives participants constructed in response to the narratives provided by Churches of Christ.

Somaliland's Private Sector at a Crossroads is the World Bank Group's first effort to undertake a consultative in-depth analysis of the private and financial sector in Somaliland in at least a generation. The objective of the report is to take stock of what has been achieved since the 1999 constitution was approved, provide an assessment of the current evolution of the private sector, and identify some priority policy options and related actions that would best enable the private sector to generate the growth and jobs sought under the Somaliland National Development Plan. The report is structured around the three key sector 'actors' of the economy: enterprises, financial institutions, and the government. This approach has been taken to facilitate a 'political economy' lens into the analysis. The report explores trends in, opportunities for, and impediments to effective government regulation of the private and financial sector and private sector-led economic growth in Somaliland, a relatively new democracy with limited institutional capacities. Drawing heavily on feedback received through an extensive consultative process that was undertaken in tandem with the analysis, the study concludes with recommendations for policy choices for the continued robust growth of the private sector and the evolution of a sounder financial sector.
