This book develops an "empirical realist" theory to enable the United States to respond effectively to rising security threats and to seize new opportunities for global governance more successfully than have past policies. A synthesis of peace research and security studies shows that a global grand strategy for human security, with U.S. national security folded into it, is likely to produce more security for the United States than a grand strategy for national security pursued as an end in itself. More security advantages are likely to result from maximizing the "causes" or correlates of peace than from maximizing U.S. military power. Peace reigns when these correlates are present: all nations' security fears are addressed; people can meet basic needs; nations enjoy reciprocal rights and duties; they are treated equitably; their lives are predictable because the international system is governed by the rule of law; and they participate in the decisions that affect their lives through fair representation in democratic global governing processes. This approach revolutionizes thinking about national security policy by transforming it into human security policy. Evidence suggests that the anarchic, militarized balance-of-power system can be gradually changed with help from enhanced international lawmaking and enforcing capacities. To promote change, concerned policymakers and citizens could withdraw their support from U.S. policies that do not serve the common good and work to implement a global grand strategy for human security that would simultaneously serve U.S. security interests and uphold the value of human dignity for all"--

Unpacking of the dynamics of conflict under conditions of nuclear monopoly, Paul C. Avey argues in Tempting Fate that the costs and benefits of using nuclear weapons create openings that weak nonnuclear actors can exploit. Avey uses four case studies to show the key strategies available to nonnuclear states: Iraqi decision-making under Saddam Hussein in confrontations with the United States; Egyptian leaders' thinking about the Israeli nuclear arsenal during wars in 1969–70 and 1973; Chinese confrontations with the United States in 1950, 1954, and 1958; and a dispute that never escalated to war, the Soviet-United States tensions between 1946 and 1948 that culminated in the Berlin Blockade. Strategies employed include limiting the scope of the conflict, holding chemical and biological weapons in reserve, seeking outside support, and leveraging international non-use norms. Avey demonstrates clearly that nuclear weapons cast a definite but limited shadow, and while the world continues to face various nuclear challenges, understanding conflict in nuclear monopoly will remain a pressing concern for analysts and policymakers. Gonadotropin-releasing hormone (GnRH) cells are the key regulators of reproductive function in all vertebrate organisms. The GnRH molecule is synthesized in a small number of neurons in rostral hypothalamic regions of the brain. In mammals, these neurons release the GnRH decapeptide into the portal capillary system leading to the anterior pituitary gland. There, GnRH causes the release of the gonadotropins, luteinizing hormone (LH) and follicle-stimulating hormone (FSH), which in turn act upon the gonads to stimulate their maturation, and to cause synthesis of sex steroid hormones, estrogen, progesterone and testosterone. Although each of the levels of the hypothalamic-pituitary-gonadal axis is critical for reproductive function, GnRH neurons play the primary role in the control of reproductive maturation and adult reproductive function, and may even play a role in reproductive senescence. Since its discovery in 1970, there has been intense interest in GnRH-producing neurons, with more than 8000 papers and chapters in the last decade alone. Despite this activity of research in basic and clinical science, there has never been a book written specifically on GnRH neurons. GnRH: The Master Molecule of Reproduction aims to bring together the large and diverse literature of both laboratory and applied research that focuses on these unique cells. This book will provide basic background into reproductive neuroendocrinology, as well as specifics regarding the role of GnRH neurons in the control of reproduction. Students studying endocrinology, reproduction, neuroendocrinology or molecular endocrinology will benefit from this book. In addition, this book will take a multi-species approach which will be useful both to basic researchers as well as clinicians. Whenever possible, species differences and similarities will be presented, and if possible, studies on humans, or the clinical relevance of basic research findings to humans will be discussed (such as the treatment of reproductive disorders such as abnormalities in pubertal development, or infertility).

Michael Horowitz argues that a state or actor wishing to adopt a military innovation must possess both the financial resources to buy or build the technology and the internal organizational capacity to accommodate any necessary changes in recruiting, training, or operations. How countries react to new innovations--and to other actors that do or don't adopt them--has profound implications for the global order and the likelihood of war. Horowitz looks at some of the most important military innovations throughout history, including the advent of the all-big-gun steel battleship, the development of aircraft carriers and nuclear weapons, and the use of suicide terror by nonstate actors. He shows how expensive innovations can favor wealthier, more powerful countries, but also how those same states often stumble when facing organizationally complicated innovations. Innovations requiring major upheavals in doctrine and organization can disadvantage the wealthiest states due to their bureaucratic inflexibility and weight the balance of power toward smaller and more nimble actors, making conflict more likely. This book provides vital insights into military innovations and their impact on U.S. foreign policy, warfare, and the distribution of power in the international system.

St. James Parish, a small parish of 249 square miles, is not only one of the oldest settlements in the state, but it is different in its population make-up and is important historically. Before the Civil War, St. James Parish was the educational center of Louisiana, and Jefferson College was the first important college in the state. The Convent of the Sacred Heart (1835) for girls was well-known by prominent families in Louisiana, Mexico, and Central America, who sent their daughters there. Cabanocey contains St. James genealogies and thousands of names of early settlers, including the soldiers, taxpayers, officials, prominent families, and the first settlers and their children. From the early censuses and church and court records, descent is traced for many names. The censuses of 1766, 1769, and 1777 are complete and were obtained from the archives in Seville, Spain.
