L’exploitation minière en Afrique †“ Les communautés locales en tirent-elles parti ? examine comment l’exploitation aurifère à grande échelle dans trois pays †“ le Ghana, le Mali et la Tanzanie †“ affecte les moyens de subsistance et les communautés locales. L’analyse et les résultats des auteurs concluent qu’en moyenne, les communautés minières bénéficient d’avantages sociaux positifs bien que limités. L’étude définit trois grands canaux †“ marché, fiscal et environnemental †“ pouvant affecter les localités. Les auteurs appliquent ce cadre d’analyse à l’exploitation aurifère à grande échelle dans les trois pays de l’étude et ils utilisent des méthodes économétriques solides pour évaluer ces effets au niveau local. Si le défi de l’extraction des ressources naturelles est traité dans toutes ses dimensions, des pistes pour une prospérité partagée et une meilleure égalité peuvent être ouvertes, créant ainsi une vie meilleure pour les familles et améliorant les perspectives des pays dans lesquels elles vivent. The revocation of the Edict of Nantes led more than 200,000 Huguenots to flee France after 1685. Many settled close to the country’s frontiers, where their leaders published apologetic texts arguing for their right to return to France and be recognized as French citizens. By framing their refugee experiences intentionally, even using the term “refugee” to describe their diaspora, Huguenots profoundly influenced Enlightenment debates on citizenship and religious tolerance. Write to Return is a cultural history of these Huguenot apologetics in which Bryan Banks examines the work of four authors: Pierre Jurieu, Pierre Bayle, Antoine Court, and Jean-Paul Rabaut Saint-Étienne. Each author advanced his arguments using key ideas of the Enlightenment, appealing to reason to argue for freedom of conscience all while appealing to emotion in his descriptions of Huguenot victimhood. The authors’ campaign succeeded. In 1789, France’s revolutionary National Assembly granted repatriation to all expelled Huguenots, offering them citizenship regardless of place of birth or baptism, and even permitting them to reclaim ancestral lands. International refugees played an overlooked role in shaping discourse around the nation and nationalism in the eighteenth century. Write to Return shows how early modern refugees could advocate for their interests, build international networks, and even craft a new collective identity. By presenting themselves as loyal citizens of France, Huguenots were at the forefront of constructing a French national identity.

This study focuses on the local and regional impact of large-scale gold mining in Africa in the context of a mineral boom in the region since 2000. It contributes to filling a gap in the literature on the welfare effects of mineral resources, which, until now, has concentrated more on the national or macroeconomic impacts. Economists have long been intrigued by the paradox that a rich endowment of natural resources may retard economic performance, particularly in the case of mineral-exporting developing countries. Studies of this phenomenon, known as the “resource curse,†? examine the economy-wide consequences of mineral exports.1 Africa’s resource boom has lifted growth, but has been less successful in improving people’s welfare. Yet much of the focus in academic and policy circles has been on appropriate management of the macro-fiscal and governance risks that have historically undermined development outcomes. This study focuses instead on the fortune of local communities where resources are located. It aims to better inform public policy and corporate behavior on the welfare of communities in Africa in which the extraction of resources takes place.

The pelecaniformes are a large and important group of seabirds, containing many spectacular species. This book addresses the breeding biology of the six pelecaniform families, which comprise the closely-related core groups (pelicans, cormorants/shags, darters, gannets/boobies) and their more distant relatives, the frigate birds and tropic birds. Many fundamental questions can be addressed through the pelecaniformes: Why do they breed in colonies? What are the links between their feeding methods and their reproduction? What part does territorial and pairing behaviour play in their life-cycles? These and scores of comparable issues, including those related to man, are woven here into a richly interpretative text. The author's approach to the subject is threefold. First, the pelecaniformes are placed within the framework of four discrete disciplines, with chapters on evolutionary relationships, comparative behaviour, ecology, and the birds' relationship with humans. Secondly, each of the six families is discussed, elucidating the range of taxonomy, behaviour, and ecology within each. Finally, we progress to specific level, using the same structure as for the family accounts. In this way, each of the 60-odd species can be understood not just as discrete units, but as part of their family and order. The book is unique in its coverage of the entire order and in its combination of facts and interpretation. This timely Brief examines recent examples of emerging drugs including salvia (from the plant Salvia divinorum), bath salts (and other synthetic stimulants) and so-called research chemicals (primarily substituted phenethylamines, synthetic cousins of ecstasy), which have tended to receive brief levels of high intensity media coverage that may or may not reflect an actual increase in their usage. Over the past decade in particular, “new” substances being used recreationally seem to come out of obscurity and gain rapid popularity, particularly spurred on by discussion and distribution over the internet. While changing trends in the drug market have always presented a challenge for law enforcement and public health officials, online forums, media coverage and other recent trends discussed in this Brief allow them to gain popularity more quickly and change more frequently. These rapid shifts allow less time for researchers to understand the potential health consequences of these substances and for law enforcement to stay abreast of abuses of legal substances. Bryan, a leading expert on suicide prevention, argues that most prevention efforts have failed because they disproportionately emphasize mental health-focused solutions such as access to treatment and crisis services. Instead of classifying suicide as a mental health issue, careful analysis of research findings suggest it should instead be seen as a highly complex problem with many risk factors - from personal decision-making styles, to the availability of lethal means, to financial uncertainty.
