They climb in and he returns them to the motel where his mother anxiously awaits them. The experience leaves a deep impression on the boy that stays with him into old age. January 1960 - Now a junior in high school, the young man struggles to fit in. He's attracted to several girls but is too shy to ask them out. Instead, he concentrates on his after-school jobs. His church and membership in Explorer Scouts remind him of obligations when he really wants to enjoy greater independence. He reaches a critical turning point when his French language teacher persuades him to apply for a summer student exchange program. Still struggling to define his identity, he applies and hopes to be accepted. After failing a major French exam he doubts his chances. His teacher offers him a make-up exam, but first he must write an essay about the exchange program and why he would like to live with a host family in another country. He meets this challenge and is accepted but not in France. An exchange of letters with the son of a host family in Germany heightens his desire to escape his hum-drum suburban life and set out on a great adventure. Using his own money, he buys a ticket on a transcontinental bus and heads for Montreal to board a ship for Europe. Along the way he meets several interesting passengers. In this report the International Development Committee finds that the Government development fund - CDC - is not doing enough to alleviate poverty, does not focus on the sectors most in need and is paying its bosses too much. CDC, created in 1948 and formerly known as the Commonwealth Development Corporation, has operated since 2004 as a 'fund of funds' manager that invests in developing countries with the aim of promoting growth. It is owned by the UK's Department for International Development (DFID. But over half of CDC's portfolio is in four 'middle-income' countries - India, China, South Africa and Nigeria. It should be working in poorer countries and with poor people such as farmers and small business owners and accept lower returns. The report suggests a radical solution by splitting CDC into two parts. "The 'fund of funds' model is profit-making and leverages much extra finance and should be retained (suggested name 'CD Funds'). Some of the profits from this could fund a second arm called 'CDC Frontier' which would have a specific mandate to reduce poverty, and invest in pro-poor sectors including agriculture and infrastructure. There should also be greater oversight of CDC by DFID, so that there is greater alignment of poverty alleviation aims. Current salaries are excessive at CDC, and quality staff could be attracted for far lower salaries. The Committee wants HM Treasury to look into the use of tax havens, and for CDC to adopt best practice on tax.

Forty years after the publication of Rachel Carson's Silent Spring, this important study examines the history, industrial uses, and harmful effects of the twelve most commonly used organochloride chemicals. All have been fully or partially banned by the Stockholm Protocol, an international treaty signed by about 120 countries in December 2000. Among the twelve are the dioxins (the active ingredient in Agent Orange) and polychlorinated byphenyls (PCBs), which are toxic in minute quantities. Johansen pays special attention to the Inuit of the Arctic, where these chemicals have been bio-accumulating to dangerous levels, moving up the food chain to a degree of toxicity that some Inuit mothers are no longer able to safely breast-feed their infants. The polar stratospheric ozone has been devastated by emissions of chlorofluorocarbons (CFCs), and new scientific findings connect global warming near the Earth's surface to significant cooling in the stratosphere. This synergy aggravates ozone depletion because the chemical reactions that destroy the ozone become more energetic as temperatures drop. Synthetic toxins have taken their toll on minority ethnic groups in the United States, and persistent organic pollutants have inflicted physiological damage on humans and other animals. Finally, Johansen explores the estrogenic effects of such chemicals. Sperm counts have declined as much as 50% in 50 years.
