Forty years after the publication of Rachel Carson's Silent Spring, this important study examines the history, industrial uses, and harmful effects of the twelve most commonly used organochloride chemicals. All have been fully or partially banned by the Stockholm Protocol, an international treaty signed by about 120 countries in December 2000. Among the twelve are the dioxins (the active ingredient in Agent Orange) and polychlorinated byphenyls (PCBs), which are toxic in minute quantities. Johansen pays special attention to the Inuit of the Arctic, where these chemicals have been bio-accumulating to dangerous levels, moving up the food chain to a degree of toxicity that some Inuit mothers are no longer able to safely breast-feed their infants. The polar stratospheric ozone has been devastated by emissions of chlorofluorocarbons (CFCs), and new scientific findings connect global warming near the Earth's surface to significant cooling in the stratosphere. This synergy aggravates ozone depletion because the chemical reactions that destroy the ozone become more energetic as temperatures drop. Synthetic toxins have taken their toll on minority ethnic groups in the United States, and persistent organic pollutants have inflicted physiological damage on humans and other animals. Finally, Johansen explores the estrogenic effects of such chemicals. Sperm counts have declined as much as 50% in 50 years.

The book focuses on the International Development Research Centre as a unique institution that has funded research in the developing South—research proposed and undertaken by Southern researchers—and how, as a result, it has had tremendous impact despite a relatively small budget. The IDRC is much better known in the developing South than in Canada; in many of the roughly 150 countries in which it has provided research funding it has contributed to creating a very positive image of Canada. The centre’s arms-length relationship with Canadian government assistance provides it with enormous freedom and flexibility—it was established in 1970 with its own act under the Trudeau government. The IDRC board is one-half international and one-half Canadian and is the only governmental agency in the world that has this structure, giving them unique insight into Southern development issues. One of the IDRC’s founding principles was its insistence on having Southern researchers decide which projects would be put forward for possible funding, and much care has been taken to avoid “research imperialism” or “colonialism.” An analysis of the path less travelled, but which IDRC found amenable, is fundamental to this history of the centre, and the book highlights the decisions, ideas, and practices that flow from this basic premise.

The oboe, including its earlier forms the shawm and the hautboy, is an instrument with a long and rich history. In this book two distinguished oboist-musicologists trace that history from its beginnings to the present time, discussing how and why the oboe evolved, what music was written for it, and which players were prominent. Geoffrey Burgess and Bruce Haynes begin by describing the oboe’s prehistory and subsequent development out of the shawm in the mid-seventeenth century. They then examine later stages of the instrument, from the classical hautboy to the transition to a keyed oboe and eventually the Conservatoire-system oboe. The authors consider the instrument’s place in Romantic and Modernist music and analyze traditional and avant-garde developments after World War II. Noting the oboe’s appearance in paintings and other iconography, as well as in distinctive musical contexts, they examine what this reveals about the instrument’s social function in different eras. Throughout the book they discuss the great performers, from the pioneers of the seventeenth century to the traveling virtuosi of the eighteenth, the masters of the romantic period and the legends of the twentieth century such as Gillet, Goossens, Tabuteau, and Holliger.
