In the United States, less than one worker in five is currently in a labor union, while in Sweden, virtually the entire workforce is unionized. Despite compelling evidence for their positive effects, even the strongest European unions are now in retreat as some policymakers herald the U.S. model of market deregulation. These differences in union power significantly affect workers' living standards and the fortunes of national economies. What explains the enormous variation in unionization and why has the last decade been so hostile to organized labor? Bruce Western tackles these questions in an analysis of labor union organization in eighteen capitalist democracies from 1950 to 1990. Combining insights from sociology and economics in a novel way, Western views unions as the joint product of market forces and political and economic institutions. The author argues that three institutional conditions are essential for union growth: strong working-class political parties, centralized collective bargaining, and union-run unemployment insurance. Since 1960, Canadian industry has lagged behind other advanced capitalist economies in its level of commitment to research and development. Asleep at the Switch explains the reasons for this underperformance, despite a series of federal measures to spur technological innovation in Canada. Bruce Smardon argues that the underlying issue in Canada's longstanding failure to innovate is structural, and can be traced to the rapid diffusion of American Fordist practices into the manufacturing sector of the early twentieth century. Under the influence of Fordism, Canadian industry came to depend heavily on outside sources of new technology, particularly from the United States. Though this initially brought in substantial foreign capital and led to rapid economic development, the resulting branch-plant industrial structure led to the prioritization of business interests over transformative and innovative industrial strategies. This situation was exacerbated in the early 1960s by the Glassco framework, which assumed that the best way for the federal state to foster domestic technological capacity was to fund private sector research and collaborative strategies with private capital. Remarkably, and with few results, federal programs and measures continued to emphasize a market-oriented approach. Asleep at the Switch details the ongoing attempts by the federal government to increase the level of innovation in Canadian industry, but shows why these efforts have failed to alter the pattern of technological dependency.

From Cotton Belt to Sunbelt investigates the effects of federal policy on the American South from 1938 until 1980 and charts the close relationship between federal efforts to reform the South and the evolution of activist government in the modern United States. Decrying the South's economic backwardness and political conservatism, the Roosevelt Administration launched a series of programs to reorder the Southern economy in the 1930s. After 1950, however, the social welfare state had been replaced by the national security state as the South's principal benefactor. Bruce J. Schulman contrasts the diminished role of national welfare initiatives in the postwar South with the expansion of military and defense-related programs. He analyzes the contributions of these growth-oriented programs to the South's remarkable economic expansion, to the development of American liberalism, and to the excruciating limits of Sunbelt prosperity, ultimately relating these developments to southern politics and race relations. By linking the history of the South with the history of national public policy, Schulman unites two issues that dominate the domestic history of postwar America--the emergence of the Sunbelt and the expansion of federal power over the nation's economic and social life. A forcefully argued work, From Cotton Belt to Sunbelt, originally published in 1991(Oxford University Press), will be an important guide to students and scholars of federal policy and modern Southern history.
