Statistics — meaning statistical data, statistical methods, and statistical thinking — play important and fascinating roles in public issues. Yet, these roles are sometimes unknown to statistics students and even professional statisticians. This book indicates some connections between statistics and public issues such as government policy- or decision-making, public administration, law, and public debate. This book describes examples of statistics in public policy areas as disparate as national defence, AIDS diffusion, DNA fingerprinting, human rights violations and scientific manpower among other areas. Although a small amount of statistical training is assumed—a minimum of a half year of undergraduate level statistics—the emphasis is on ideas rather than technical detail or mathematical generality. This low technical content makes it accessible to not only statisticians but social scientists as well. It will also be a useful resource for teachers of first year statistics.

Having appeared in the 1930s in Montreal, standardised neuropsychological evaluation has become an essential tool in the clinical diagnosis and evaluation of surgical epileptic patients. Nevertheless, despite great progress over the last 20 to 30 years in the diagnosis and medical treatment of epilepsy, clinical neuropsychology still remains largely associated with surgical epilepsy, particularly surgery of the temporal lobe. Clinical neurology has still not managed to clear a way in the daily practice with patients with all types of epilepsy despite significant advances in cognitive neuroscience and a large number of clinical studies on epilepsy and cognition. How is it that there are only rarely major advances in the field of clinical neuropsychology? It has long been time for this question to be asked, and for an attempt to be made to bring about changes. This was the aim of the Toronto workshop and the result of this book. Every approach was debated, providing important elements to reflect on and allowing a great forum for exchanges. This book includes the communications from the main participants and comments from some others on specific subjects.

This monograph treats the question of determining how much to spend for the collection and analysis of public data. This difficult problem for government statisticians and policy-makers is likely to become even more pressing in the near future. The approach taken here is to estimate and compare the benefits and costs of alternative data programs. Since data are used in many ways, the benefits are hard to measure. The strategy I have adopted focuses on use of data to determine fund allocations, particularly in the General Revenue Sharing program. General Revenue Sharing is one of the largest allocation programs in the United States. That errors in population counts and other data cause sizable errors in allocation has been much publicized. Here we analyze whether the accuracy of the 1970 census of population and other data used by General Revenue Sharing should be improved. Of course it is too late to change the 1970 census program, but the method and techniques of analysis will apply to future data programs. In partic ular, benefit-cost analyses such as this are necessary for informed decisions about whether the expense of statistical programs is justi fied or not. For example, although a law authorizing a mid-decade census was enacted in 1976, there exists great doubt whether funds will be provided so a census can take place in 1985. (The President's Budget for 1981 allows no money for the mid-decade census, despite the Census Bureau's request for $1. 9 million for planning purposes.
