Local governments play a central role in American democracy, providing essential services such as policing, water, and sanitation. Moreover, Americans express great confidence in their municipal governments. But is this confidence warranted? Using big data and a representative sample of American communities, this book provides the first systematic examination of racial and class inequalities in local politics. We find that non-whites and less-affluent residents are consistent losers in local democracy. Residents of color and those with lower incomes receive less representation from local elected officials than do whites and the affluent. Additionally, they are much less likely than privileged community members to have their preferences reflected in local government policy. Contrary to the popular assumption that governments that are “closest” govern best, we find that inequalities in representation are most severe in suburbs and small towns. Typical reforms do not seem to improve the situation, and we recommend new approaches.

Mickey Newbury (1940–2002) grew up in Houston and moved to Nashville in the early 1960s, following his muse. He wrote top hits for many well-known artists, including Don Gibson, Andy Williams, Kenny Rogers, Tom Jones, and others. He is probably best known, however, for being name-checked in the song “Luckenbach, Texas (Back to the Basics of Love)” by Waylon Jennings. Newbury has been cited by Jennings, Kris Kristofferson, Townes Van Zandt, and many other eminent singer-songwriters as a primary influence. In his own independent fashion, Newbury helped to loosen the grip maintained for decades by the Nashville studio system, thus paving the way for later innovators like Willie Nelson, David Allan Coe, and others. He is still the only songwriter to produce hits on four different charts in the same year in 1968: “Just Dropped In (to See What Condition My Condition was In)” on the pop/rock charts, “Sweet Memories” on easy listening, “Time Is a Thief” on the R & B charts, and “Here Comes the Rain, Baby” in country. Following the successful pattern established in his previous works on Townes Van Zandt and Ray Wylie Hubbard, veteran music journalist Brian T. Atkinson has interviewed artists such as Kris Kristofferson, Bobby Bare, Ramblin’ Jack Elliott, Steve Earle, Rodney Crowell, and many others to learn how Newbury’s influence continues to shape the musical and artistic approach of both seasoned and newer performers. Representing a broad, colonial regime, police agencies and extralegal groups policed and controlled Mexican-origin people to maintain state and racial power in the region, treating Mexicans and Mexican Americans as a "foreign" population that they deemed suspect and undesirable. White Americans justified these perceptions and the acts of violence that they spawned with racist assumptions about the criminality of Mexican-origin people, but Behnken details the many ways Mexicans and Mexican Americans responded to violence, including the formation of self-defense groups and advocacy organizations. Others became police officers, vowing to protect Mexican-origin people from within the ranks of law enforcement. Mexican Americans also pushed state and territorial governments to professionalize law enforcement to halt abuse. The long history of the border region between the United States and Mexico has been one marked by periodic violence, but Behnken shows us in unsparing detail how Mexicans and Mexican Americans refused to stand idly by in the face of relentless assault.

The battlefield reputation of Confederate general Nathan Bedford Forrest, long recognized as a formidable warrior, has been shaped by one infamous wartime incident. At Fort Pillow in 1864, the attack by Confederate forces under Forrest’s command left many of the Tennessee Unionists and black soldiers garrisoned there dead in a confrontation widely labeled as a “massacre.” In The River Was Dyed with Blood, best-selling Forrest biographer Brian Steel Wills argues that although atrocities did occur after the fall of the fort, Forrest did not order or intend a systematic execution of its defenders. Rather, the general’s great failing was losing control of his troops. A prewar slave trader and owner, Forrest was a controversial figure throughout his lifetime. Because the attack on Fort Pillow—which, as Forrest wrote, left the nearby waters “dyed with blood”—occurred in an election year, Republicans used him as a convenient Confederate scapegoat to marshal support for the war. After the war he also became closely associated with the spread of the Ku Klux Klan. Consequently, the man himself, and the truth about Fort Pillow, has remained buried beneath myths, legends, popular depictions, and disputes about the events themselves. Wills sets what took place at Fort Pillow in the context of other wartime excesses from the American Revolution to World War II and Vietnam, as well as the cultural transformations brought on by the Civil War. Confederates viewed black Union soldiers as the embodiment of slave rebellion and reacted accordingly. Nevertheless, Wills concludes that the engagement was neither a massacre carried out deliberately by Forrest, as charged by a congressional committee, nor solely a northern fabrication meant to discredit him and the Confederate States of America, as pro-Southern apologists have suggested. The battle-scarred fighter with his homespun aphorisms was neither an infallible warrior nor a heartless butcher, but a product of his time and his heritage.
