In the mid-1940s, the post-war United States was a prosperous country, and baseball had its own share of this prosperity. An expanding minor league led to unprecedented competition for young baseball talent. The ill-conceived idea of a signing bonus quickly introduced an element of financial competition into the sport of baseball, much to the discomfort of many minor league teams. Unable to compete with major league teams, the minor leagues pressed for restrictions on the bonuses paid to players. Bonus rules--the first enacted in 1946 and the second implemented in 1953--attempted unsuccessfully to curb ever-rising bonuses and limit the damage this policy ultimately did to both teams and players. Containing 24 interviews, this volume focuses on players signed under the strict bonus rule of 1953-1957, which required that players signed to a bonus of $4,000 or more remain on the big league roster for two full seasons before being sent to the minor leagues. Organized chronologically, these interviews explore the lives and careers of the bonus babies with emphasis on their early big-league experience and its effect on their careers. From the formation of the first institutions of representative government and the use of slavery in the seventeenth century through the American Revolution, the Civil War, the civil rights movement, and into the twenty-first century, Virginia’s history has been marked by obstacles to democratic change. In The Grandees of Government, Brent Tarter offers an extended commentary based in primary sources on how these undemocratic institutions and ideas arose, and how they were both perpetuated and challenged. Although much literature on American republicanism focuses on the writings of Thomas Jefferson and James Madison, among others, Tarter reveals how their writings were in reality an expression of federalism, not of republican government. Within Virginia, Jefferson, Madison, and others such as John Taylor of Caroline and their contemporaries governed in ways that directly contradicted their statements about representative—and limited— government. Even the democratic rhetoric of the American Revolution worked surprisingly little immediate change in the political practices, institutions, and culture of Virginia. The counterrevolution of the 1880s culminated in the Constitution of 1902 that disfranchised the remainder of African Americans. Virginians who could vote reversed the democratic reforms embodied in the constitutions of 1851, 1864, and 1869, so that the antidemocratic Byrd organization could dominate Virginia’s public life for the first two-thirds of the twentieth century. Offering a thorough reevaluation of the interrelationship between the words and actions of Virginia’s political leaders, The Grandees of Government provides an entirely new interpretation of Virginia’s political history.

The first part of the volume documents historical trends and the evolution of privatisation in Honduras, while the second part explicitly engages in an extended discussion of State theory, before shifting to present a framework for depicting how these logics are the foundational layer upon which states and global governance have been constructed. The framework draws upon scholarship from political economy, world systems, and post-colonialism to depict the "ethos of privatization" at the core of post-colonial States, wherein what drives the system is private benefit, in the interest of individuals and their networks, but not in the interest of those outside the State. Applying this unique framework to the case of Honduras and offering empirical analysis of the Honduran education sector, the changing role and priorities of the State, and the increasing involvement of international organizations, NGOs, and private actors in the provision of education, the text increases understanding of how State theory interacts with broader global dynamics to impact education. The central assertion of this book is that states pursue social actions to serve self-identity needs, even when these actions compromise their physical existence. Three forms of social action, sometimes referred to as ‘motives’ of state behaviour (moral, humanitarian, and honour-driven) are analyzed here through an ontological security approach. Brent J. Steele develops an account of social action which interprets these behaviours as fulfilling a nation-state's drive to secure self-identity through time. The anxiety which consumes all social agents motivates them to secure their sense of being, and thus he posits that transformational possibilities exist in the ‘Self’ of a nation-state. The volume consequently both challenges and complements realist, liberal, constructivist and post-structural accounts to international politics. Using ontological security to interpret three cases - British neutrality during the American Civil War (1861-1865), Belgium’s decision to fight Germany in 1914, and NATO’s (1999) Kosovo intervention - the book concludes by discussing the importance for self-interrogation in both the study and practice of international relations.
