Many are aware that gerrymandering exists and suspect it plays a role in our elections, but its history goes far deeper, and its impacts are far greater, than most realize. In his latest book, Brent Tarter focuses on Virginia’s long history of gerrymandering to uncover its immense influence on the state’s politics and to provide perspective on how the practice impacts politics nationally. Offering the first in-depth historical study of gerrymanders in Virginia, Tarter exposes practices going back to nineteenth century and colonial times and explains how they protected land owners’ and slave owners’ interests. The consequences of redistricting and reapportionment in modern Virginia—in effect giving a partisan minority the upper hand in all public policy decisions—become much clearer in light of this history. Today, the word "neoliberal" is used to describe an epochal shift toward market-oriented governance begun in the 1970s. Yet the roots of many of neoliberalism's policy tools can be traced to the ideas and practices of mid-twentieth-century liberalism. In Illusions of Progress, Brent Cebul chronicles the rise of what he terms "supply-side liberalism," a powerful and enduring orientation toward politics and the economy, race and poverty, that united local chambers of commerce, liberal policymakers and economists, and urban and rural economic planners. Beginning in the late 1930s, New Dealers tied expansive aspirations for social and, later, racial progress to a variety of economic development initiatives. In communities across the country, otherwise conservative business elites administered liberal public works, urban redevelopment, and housing programs. But by binding national visions of progress to the local interests of capital, liberals often entrenched the very inequalities of power and opportunity they imagined their programs solving. When President Lyndon Johnson launched the War on Poverty--which prioritized direct partnerships with poor and racially marginalized citizens--businesspeople, Republicans, and soon, a rising generation of New Democrats sought to rein in its seeming excesses by reinventing and redeploying many of the policy tools and commitments pioneered on liberalism's supply side: public-private partnerships, market-oriented solutions, fiscal "realism," and, above all, subsidies for business-led growth now promised to blunt, and perhaps ultimately replace, programs for poor and marginalized Americans. A study of the content, development, and transmission of German identity during the nineteenth century as Germany's national narrative took shape in historical fiction and in both popular and academic history. The German-speaking inhabitants of central Europe did not automatically think of themselves as "Germans"--not before 1871 and not always after unification. In fact, they spoke mutually incomprehensible dialects, owed allegiance to different leaders, worshiped in different churches, and would not have recognized each other's customs. If asked about their identity, these prospective Germans might have answered Austrian, Bavarian, or Prussian, and they could as easily have used more local labels or resorted to occupational markers. For this disparate population to think of itself as "German," that word had to acquire content--people had to learn a whole set of stories they could tell themselves and to others in answer to the question of identity. History, Fiction, and Germany chronicles how German nationalism developed simultaneously with the historical novel and the field of history, both at universities and in middlebrow reading material. The book examines Germany's emerging national narrative as nineteenth-century writers adapted it to their own visions and to changing circumstances. These writers found and popularized the nation's heroes and heroines, demonized its villains and enemies, and projected the nation's hopes and dreams for the future. Author Brent O. Peterson argues that it was the production and consumption of national history--the writing and reading of the nation--that filled Germany with Germans. Although the task of national narration was never complete and never produced a single, universally accepted version of German national identity, tales from Germans' gradually shared history did more to create Germany than any statesman, general, or philosopher. The Equality of Flesh traces a new genealogy of equality before its formalization under liberalism. While modern ideas of equality are defined through an inner human nature, Brent Dawson argues that the sixteenth and seventeenth centuries conceptualized equality as an ambivalent and profoundly bodily condition. Everyone was made from the same lowly matter and, as a result, shared the same set of vulnerabilities, needs, and passions. Responding to the political upheavals of colonialism and the intellectual turmoil of new natural philosophies, leading figures of the English Renaissance, including Edmund Spenser and William Shakespeare, anxiously imagined that bodily commonality might undermine differences of religion, race, and class. As the period progressed, later authors developed the revolutionary possibilities of bodily equality even as new ideas of fixed racial inequality emerged. Some—like the utopian radical Gerrard Winstanley and the republican poet John Milton—challenged political absolutism through the idea of humans as base, embodied creatures. Others—like the heterodox philosopher Margaret Cavendish, the French theologian Isaac La Peyrère, and the libertine Cyrano de Bergerac—offered limited yet important interrogations of racial paradigms. This moment, Dawson shows, would pass, as bodily equality was marginalized in the liberal theories of John Locke and Thomas Hobbes. In its place, during the Enlightenment pseudoscientific racism would come to anchor inequality in the body.
