Although originally devised as a research tool, the scales have been used by early years practitioners during self audits to determine quality of provision. The Early Years Transition and Special Educational Needs (EYTSEN) research builds on the work of the Effective Provision of Pre-School Education (EPPE) project, a major longitudinal study of a national sample of young children’s progress and development through pre-school and into primary school until the end of Key Stage 1. This paper reports on information from a questionnaire sent out to parents when their children were attending primary school. The extensive reference to children who had special education needs in this paper is in the context of parent’s reports.

Kathy Sylva is Professor of Educational Psychology at University of Oxford. She has researched extensively in the education and care of young children. Iram Siraj-Blatchford is Professor of Early Childhood at the Institute of Education, University of London. Her research interests include early childhood curriculum and pedagogy. She has published widely on issues of Early Childhood quality and equality. Brenda Taggart is the Research Co-ordinator of the Effective Pre-school, Primary and Secondary Education (EPPSE) project at the Institute of Education, University of London. Her background is in primary education and research.
This paper is part of a series of 12 reports that describe the research on effective pre-school provision funded by the UK Department for Education & Employment (DfES). It reports on interviews conducted with the managers of the EPPE pre-school centres which took place between October 1997 and July 1998 (the main sample) and October 1998 and December 1998 (the EPPE-extension). In total, 140 centre managers in 5 regions (six local authorities) in England were interviewed.
The Effective Provision of Pre-School, Primary and Secondary Education (EPPSE 3-16) project is a large scale, longitudinal, mixed-method research study that has followed the progress of 3000+ children since 1997 from the age of 3 to 16+ years. A continuing question for EPPSE was whether pre- and primary school experiences or children's early home learning environment (HLE) could reduce inequality. The study aimed to examine the differences between poor, average and excellent teachers, and how their teaching practices could be linked to the effectiveness of schools. While the original studies found that parents' socio-economic status (SES) and qualifications were significantly related to child outcomes, they also found that the quality of the early HLE was important. Also important, and particularly relevant to this study, was the extent to which educational influences (pre-school and primary school quality and effectiveness) also shaped children's educational outcomes. During the primary phase (EPPE 3-11) of the longitudinal study the research team conducted contextualised, value-added analyses for all primary schools in England across three years (2002-2004) from Key Stage 1 to Key Stage 2. These analyses, based on multi-level modelling, considered children's progress and attainment while controlling for a range of background factors (e.g. gender).
