Some pundits claim cyber weaponry is the most important military innovation in decades, a transformative new technology that promises a paralyzing first-strike advantage difficult for opponents to deter. Yet, what is cyber strategy? How do actors use cyber capabilities to achieve a position of advantage against rival states? This book examines the emerging art of cyber strategy and its integration as part of a larger approach to coercion by states in the international system between 2000 and 2014. To this end, the book establishes a theoretical framework in the coercion literature for evaluating the efficacy of cyber operations. Cyber coercion represents the use of manipulation, denial, and punishment strategies in the digital frontier to achieve some strategic end. As a contemporary form of covert action and political warfare, cyber operations rarely produce concessions and tend to achieve only limited, signaling objectives. When cyber operations do produce concessions between rival states, they tend to be part of a larger integrated coercive strategy that combines network intrusions with other traditional forms of statecraft such as military threats, economic sanctions, and diplomacy. The books finds that cyber operations rarely produce concessions in isolation. They are additive instruments that complement traditional statecraft and coercive diplomacy. The book combines an analysis of cyber exchanges between rival states and broader event data on political, military, and economic interactions with case studies on the leading cyber powers: Russia, China, and the United States. The authors investigate cyber strategies in their integrated and isolated contexts, demonstrating that they are useful for maximizing informational asymmetries and disruptions, and thus are important, but limited coercive tools. This empirical foundation allows the authors to explore how leading actors employ cyber strategy and the implications for international relations in the 21st century. While most military plans involving cyber attributes remain highly classified, the authors piece together strategies based on observations of attacks over time and through the policy discussion in unclassified space. The result will be the first broad evaluation of the efficacy of various strategic options in a digital world.

For 60 years, the Southern Pacific's Slim Princess served as the lifeline to remote areas of western Nevada and eastern California. In 1880, the financiers of the Virginia & Truckee Railroad organized the Carson & Colorado Railroad to build a narrow-gauge line from the Carson River to the Colorado River, but that dream was never fully realized. In 1900, the Southern Pacific Railroad purchased the 300-mile line, envisioning it as a shortcut from Nevada to Southern California. The northern half of the line was converted to standard gauge in 1905. The section from Mina, Nevada, to Keeler, California, remained an isolated and celebrated part of the Southern Pacific until it succumbed to the scrapper's torch in 1960. Author Andrew Brandon has over 30 years of extensive study in railroad history and involvement with noteworthy projects in the railroad preservation community. Since 2001, he has been involved with the Nevada County Narrow Gauge Railroad Museum in Nevada City, where he currently serves as the curator. Brandon also serves on board of directors for the Southern Pacific Narrow Gauge Historical Society and the Nevada-California-Oregon Railway. In 2009, he helped establish PacificNG.org--a website dedicated to researching narrow-gauge railroads around the Pacific Rim.

It has often been observed that Jesus’ filial obedience is an important Matthean theme. In this work the author argues that the articulation of Jesus as Son of God in Matthew is significantly influenced by the Deuteronomic concept of obedient sonship. After noting the complexities of Matthew’s use of Scripture – including the subtle ways he engages texts – Deuteronomy’s pervasive influence in ancient Judaism and Christianity is considered. It is argued that the requirement of Israel’s covenantal obedience as God’s son(s) is a major concern in Deuteronomy, as well as in other Jewish and Christian texts that appear to echo Deuteronomy. Indeed, it is argued that a pattern can be detected in which the sonship of Israel is invoked either to summon Israel to obedience, or to rebuke the nation for disobedience. The author concludes that the necessity of Israel’s obedient sonship is an important part of Matthew’s interpretive milieu that derives ultimately from Deuteronomy, and our understanding of Matthean Christology is greatly enhanced when viewed in this context. This study may further help us understand why Matthew’s concern with obedient sonship applies not only to Jesus uniquely, but also to the early Christian community.

Military pension policies are as old as the republic itself and reside at the intersection of American social, economic, and defense policy. The Central Pacific Railroad was the first railroad to enter Nevada County as it constructed eastward in 1865. At the base of the eastern slope of Donner Pass, the railroad established a construction camp, now known as Truckee, before following the Truckee River to the Nevada state line. Truckee became home to expansive locomotive facilities for helper locomotives on trains westbound over Donner Pass after the completion of the Transcontinental Railroad. Through the end of the 19th century, additional railroads were constructed, bringing the outside world closer to the remote corners of the county. Railroads like the Nevada County Narrow Gauge Railroad and Nevada County Traction Company served the gold rush-era boomtowns of Grass Valley and Nevada City. Lumber companies like the Towle Brothers and the Sierra Nevada Wood & Lumber Company brought rail into the forests and filled the demand for lumber throughout the region.

This is not a place in which one would expect to discover a history of vibrant expressions of environmentalism; however, in the post-World War II era, while suburban, middle-class homeowners organized into a potent force to protect the natural settings of their communities, in the working-class industrial cities and in the inner city, Detroiters were equally driven by the impulse to conserve their neighborhoods and create a more livable city, pushing back against the forces of deindustrialization and urban crisis. Living Detroit juxtaposes two vibrant and growing fields of American history which often talk past each other: environmentalism and the urban crisis. By putting the two subjects into conversation, we gain a richer understanding of the development of environmental activism and politics after World War II and its relationship to the crisis of America’s cities. This book will be of great interest to students and scholars in environmental, urban, and labor history.

While prevailing stereotypes portray young Black men as emotionally aloof, Jackson finds that the men invested in an emotion culture characterized by vulnerability, loyalty, and trust, which created a system of mutual social support, or brotherhood, among the group as they navigated college, prepared for the labor market, and experienced romantic relationships. Ten years later, as they managed the early stages of their careers and considered marriage and child-rearing, the men continued to depend on the emotional vulnerability and close relationships they forged in their college years.

The General Strike was one of the most significant events in twentieth century Britain. The miners were locked out and the mass of rank-and-file trade unionists then came out on strike in their support. It had always said that the British didn't do general strikes. In 1926 they certainly did! 2026 will mark the one-hundredth anniversary of the General Strike and, under the very different economic, social and political conditions of post-industrial, post-Brexit Britain, it is worth revisiting and examining the complicated coming together of factors which were eventually to lead to those extraordinary days in May 1926 when the fate of the nation lay in the balance. The author examines the economic, social and political processes taking places from the mid-nineteenth century and argues that this major confrontation between labor and capital was probably inevitable. He examines particularly the symbiotic relationship between the coal miners and the railway workers and the troubled industrial relations in those industries. His informed and lucid account should interest students of modern British history, labor history and the fortunes of the railways in this period.
