This report summarizes the 2019 findings of the Panel on Review of Extramural Basic Research at the Army Research Laboratory, which reviewed the programs at the Army Research Office's Physical Sciences Directorate.
The Army Research Laboratory (ARL) is the corporate laboratory for the U.S. army, which bridges scientific and military communities. The ARL is critical in maintaining the United States' dominant military power through its advanced research and analysis capabilities. The National Academies of Sciences, Engineering, and Medicine's Army Research Laboratory Technical Assessment Board (ARLTAB) conducts biennial assessments of the scientific and technical quality of the facilities. These assessments are necessary to ensure that the ARL's resources and quality of programs are maximized. 2017-2018 Assessment of the Army Research Laboratory includes findings and recommendations regarding the quality of the ARL's research, development, and analysis programs. The report of the assessment is subdivided by the ARL's Science and Technology campaigns, including Materials Research, Sciences for Lethality and Protection, Information Sciences, Computational Sciences, Sciences for Maneuver, Human Sciences, and Analysis and Assessment. This biennial report summarizes the findings for the 2017-2018 period.
The U.S. military has committed to a strategy of network-centric warfare. As a result, the Army has become increasingly interested in the critical role of network science. To a significant extent, this interest was stimulated by an earlier NRC report, Network Science. To build on that book, the Army asked the NRC to conduct a study to define advanced operating models and architectures for future Army laboratories and centers focused on network science, technologies, and experimentation (NSTE). The challenges resulting from base realignment and closure (BRAC) relocations of Army research, development, and engineering resourcesâ€"as they affected the NSTE programâ€"were also to be a focus of the study. This book provides a discussion of what NSTE is needed by the Army; an examination of the NSTE currently carried out by the Army; an assessment of needed infrastructure resources for Army NSTE; and an analysis of goals, models, and alternatives for an NSTE center.
This volume is the latest in a series of biennial assessments of the scientific and technical quality of the Army Research Laboratory (ARL). The current report summarizes findings for the 2007-2008 period, during which 95 volunteer experts in fields of science and engineering participated in the following activities: visiting ARL annually, receiving formal presentations of technical work, examining facilities, engaging in technical discussions with ARL staff, and reviewing ARL technical materials. The overall quality of ARL's technical staff and their work continues to be impressive, as well as the relevance of their work to Army needs. ARL continues to exhibit a clear, passionate concern for the end user of its technology-the soldier in the field. While two directorates have large program-support missions, there is considerable customer-support work across the directorates, which universally demonstrate mindfulness of the importance of transitioning technology to support immediate and near-term Army needs. ARL staff also continue to expand their involvement with the wider scientific and engineering community. This involvement includes monitoring relevant developments elsewhere, engaging in significant collaborative work (including the Collaborative Technology Alliances), and sharing work through peer reviews. In general, ARL is working very well within an appropriate research and development niche and has been demonstrating significant accomplishments.
Dramatic political and economic changes throughout the world, coupled with rapid advances in technology, pose an important question for the U.S. Army: What technologies are best suited to defending U.S. interests against tomorrow's military threats? STAR 21 provides an expert analysis of how the Army can prepare itself for the battlefield of the futureâ€"where soldiers will wear "smart" helmets and combat chemical warfare with vaccines produced in days to counter new threats. This book summarizes emerging developments in robotics, "brillant" munitions, medical support, laser sensors, biotechnolgy, novel materials, and other key areas. Taking into account reliability, deployability, and other values that all military systems will need, the volume identifies new systems and emerging technologies that offer the greatest payoff for the Army. The volume addresses a host of important military issues, including the importance of mobile, rapidly deployable forces, the changing role of the helicopter, and how commercial technology may help the Army stay ahead of potential opponents. The charge of the Army Research Laboratory Technical Assessment Board (ARLTAB) is to provide biennial assessments of the scientific and technical quality of the research, development, and analysis programs at the Army Research Laboratory (ARL). The ARLTAB is assisted by six panels, each of which focuses on the portion of the ARL program conducted by one of ARL's six directorates1. When requested to do so by ARL, the ARLTAB also examines work that cuts across the directorates. For example, during 2011-2012, ARL requested that the ARLTAB examine crosscutting work in the areas of autonomous systems and network science. The overall quality of ARL's technical staff and their work continues to be impressive. Staff continue to demonstrate clear, passionate mindfulness of the importance of transitioning technology to support immediate and longer-term Army needs. Their involvement with the wider scientific and engineering community continues to expand. Such continued involvement and collaboration are fundamentally important for ARL's scientific and technical activities and need to include the essential elements of peer review and interaction through publications and travel to attend professional meetings, including international professional meetings. In general, ARL is working very well within an appropriate research and development niche and has been demonstrating significant accomplishments, as exemplified in the following discussion, which also addresses opportunities and challenges.
Shortly after the events of September 11, 2001, the U.S. Army asked the National Research Council (NRC) for a series of reports on how science and technology could assist the Army meet its Homeland defense obligations. The first report, Science and Technology for Army Homeland Securityâ€"Report 1, presented a survey of a road range of technologies and recommended applying Future Force technologies to homeland security wherever possible. In particular, the report noted that the Army should play a major role in providing emergency command, control, communications, computers, intelligence, surveillance, and reconnaissance (C4ISR) capabilities and that the technology and architecture needed for homeland security C4ISR was compatible with that of the Army's Future Force. This second report focuses on C4ISR and how it can facilitate the Army's efforts to assist the Department of Homeland Security (DHS) and emergency responders meet a catastrophic event.
The mission of Army Research Laboratory (ARL) is to discover, innovate, and transition science and technology to ensure dominant strategic land power. The ARL's core competencies include network and information sciences, computational sciences, human sciences, materials and manufacturing sciences, propulsion sciences, ballistic sciences, and protection sciences. As part of a biennial assessment of the scientific and technical quality of the ARL, this interim report summarizes the findings and recommendations for network and information sciences, computational sciences, and human sciences research.
The mission of the United States Army is to fight and win our nation's wars by providing prompt, sustained land dominance across the full range of military operations and spectrum of conflict in support of combatant commanders. Accomplishing this mission rests on the ability of the Army to equip and move its forces to the battle and sustain them while they are engaged. Logistics provides the backbone for Army combat operations. Without fuel, ammunition, rations, and other supplies, the Army would grind to a halt. The U.S. military must be prepared to fight anywhere on the globe and, in an era of coalition warfare, to logistically support its allies. While aircraft can move large amounts of supplies, the vast majority must be carried on ocean going vessels and unloaded at ports that may be at a great distance from the battlefield. As the wars in Afghanistan and Iraq have shown, the costs of convoying vast quantities of supplies is tallied not only in economic terms but also in terms of lives lost in the movement of the materiel. As the ability of potential enemies to interdict movement to the battlefield and interdict movements in the battlespace increases, the challenge of logistics grows even larger. No matter how the nature of battle develops, logistics will remain a key factor. Force Multiplying Technologies for Logistics Support to Military Operations explores Army logistics in a global, complex environment that includes the increasing use of antiaccess and area-denial tactics and technologies by potential adversaries. This report describes new technologies and systems that would reduce the demand for logistics and meet the demand at the point of need, make maintenance more efficient, improve inter- and intratheater mobility, and improve near-real-time, in-transit visibility. Force Multiplying Technologies also explores options for the Army to operate with the other services and improve its support of Special Operations Forces. This report provides a logistics-centric research and development investment strategy and illustrative examples of how improved logistics could look in the future.
Since 1991, the National Research Council, under the auspices of the Board on Science, Technology, and Economic Policy, has undertaken a program of activities to improve policymakers' understandings of the interconnections of science, technology, and economic policy and their importance for the American economy and its international competitive position. The Board's activities have corresponded with increased policy recognition of the importance of knowledge and technology to economic growth. The goal of the this symposium was to conduct two public symposia to review and analyze the potential contributions of public-private partnerships and identify other relevant issues for the Department of Energy, Office of Vehicle Technologies, Energy Storage Team's activities in the energy storage research and development area. The symposia will also identify lessons from these and other domestic and international experiences to help inform DoE as to whether its activities are complete and appropriately focused. Additional topics that emerge in the course of the planning may also be addressed. Building the U.S. Battery Industry for Electric Drive Vehicles: Summary of a Symposium gathers representatives from leading battery manufacturers, automotive firms, university researchers, academic and industry analysts, congressional staff, and federal agency representatives. An individually-authored summary of each symposium will be issued. The symposium was held in Michigan in order to provide direct access to the policymakers and industrial participants drawn from the concentration of battery manufacturers and automotive firms in the region. The symposium reviewed the current state, needs, and challenges of the U.S. advanced battery manufacturing industry; challenges and opportunities in battery R&D, commercialization, and deployment; collaborations between the automotive industry and battery industry; workforce issues, and supply chain development. It also focused on the impact of DoE's investments and the role of state and federal programs in support of this growing industry. This task of this report is to summarize the presentations and discussions that took place at this symposium. Needless to say, the battery industry has evolved very substantially since the conference was held, and indeed some of the caveats raised by the speakers with regard to overall demand for batteries and the prospects of multiple producers now seem prescient. At the same time, it is important to understand that it is unrealistic to expect that all recipients of local, state, or federal support in a complex and rapidly evolving industry will necessarily succeed. A number of the firms discussed here have been absorbed by competitors, others have gone out of business, and others continue to progress.
As the result of disposal practices from the early to mid-twentieth century, approximately 250 sites in 40 states, the District of Columbia, and 3 territories are known or suspected to have buried chemical warfare materiel (CWM). Much of this CWM is likely to occur in the form of small finds that necessitate the continuation of the Army's capability to transport treatment systems to disposal locations for destruction. Of greatest concern for the future are sites in residential areas and large sites on legacy military installations. The Army mission regarding the remediation of recovered chemical warfare materiel (RCWM) is turning into a program much larger than the existing munition and hazardous substance cleanup programs. The Army asked the Nation Research Council (NRC) to examine this evolving mission in part because this change is significant and becoming even more prominent as the stockpile destruction is nearing completion. One focus in this report is the current and future status of the Non-Stockpile Chemical Material Project (NSCMP), which now plays a central role in the remediation of recovered chemical warfare materiel and which reports to the Chemical Materials Agency. Remediation of Buried Chemical Warfare Materiel also reviews current supporting technologies for cleanup of CWM sites and surveys organizations involved with remediation of suspected CWM disposal sites to determine current practices and coordination. In this report, potential deficiencies in operational areas based on the review of current supporting technologies for cleanup of CWM sites and develop options for targeted research and development efforts to mitigate potential problem areas are identified.
The U.S. military does not believe its soldiers, sailors, airmen, and marines should be engaged in combat with adversaries on a "level playing field." Our combat individuals enter engagements to win. To that end, the United States has used its technical prowess and industrial capability to develop decisive weapons that overmatch those of potential enemies. In its current engagement-what has been identified as an "era of persistent conflict"- the nation's most important weapon is the dismounted soldier operating in small units. Today's soldier must be prepared to contend with both regular and irregular adversaries. Results in Iraq and Afghanistan show that, while the U.S. soldier is a formidable fighter, the contemporary suite of equipment and support does not afford the same high degree of overmatch capability exhibited by large weapons platforms-yet it is the soldier who ultimately will play the decisive role in restoring stability. Making the Soldier Decisive on Future Battlefields establishes the technical requirements for overmatch capability for dismounted soldiers operating individually or in small units. It prescribes technological and organizational capabilities needed to make the dismounted soldier a decisive weapon in a changing, uncertain, and complex future environment and provides the Army with 15 recommendations on how to focus its efforts to enable the soldier and tactical small unit (TSU) to achieve overmatch.
This report surveys opportunities for future Army applications in biotechnology, including sensors, electronics and computers, materials, logistics, and medical therapeutics, by matching commercial trends and developments with enduring Army requirements. Several biotechnology areas are identified as important for the Army to exploit, either by direct funding of research or by indirect influence of commercial sources, to achieve significant gains in combat effectiveness before 2025.
Unmanned ground vehicles (UGV) are expected to play a key role in the Army's Objective Force structure. These UGVs would be used for weapons platforms, logistics carriers, and reconnaissance, surveillance, and target acquisition among other things. To examine aspects of the Army's UGV program, assess technology readiness, and identify key issues in implementing UGV systems, among other questions, the Deputy Assistant Secretary of the Army for Research and Technology asked the National Research Council (NRC) to conduct a study of UGV technologies. This report discusses UGV operational requirements, current development efforts, and technology integration and roadmaps to the future. Key recommendations are presented addressing technical content, time lines, and milestones for the UGV efforts.
The physiological or psychological stresses that employees bring to their workplace affect not only their own performance but that of their co-workers and others. These stresses are often compounded by those of the job itself. Medical personnel, firefighters, police, and military personnel in combat settingsâ€"among othersâ€"experience highly unpredictable timing and types of stressors. This book reviews and comments on the performance-enhancing potential of specific food components. It reflects the views of military and non-military scientists from such fields as neuroscience, nutrition, physiology, various medical specialties, and performance psychology on the most up-to-date research available on physical and mental performance enhancement in stressful conditions. Although placed within the context of military tasks, the volume will have wide-reaching implications for individuals in any job setting.
There are over 20 million young people of color in the United States whose representation in STEM education pathways and in the STEM workforce is still far below their numbers in the general population. Their participation could help re-establish the United States' preeminence in STEM innovation and productivity, while also increasing the number of well-educated STEM workers. There are nearly 700 minority-serving institutions (MSIs) that provide pathways to STEM educational success and workforce readiness for millions of students of colorâ€"and do so in a mission-driven and intentional manner. They vary substantially in their origins, missions, student demographics, and levels of institutional selectivity. But in general, their service to the nation provides a gateway to higher education and the workforce, particularly for underrepresented students of color and those from low-income and first-generation to college backgrounds. The challenge for the nation is how to capitalize on the unique strengths and attributes of these institutions and to equip them with the resources, exceptional faculty talent, and vital infrastructure needed to educate and train an increasingly critical portion of current and future generations of scientists, engineers, and health professionals. Minority Serving Institutions examines the nation's MSIs and identifies promising programs and effective strategies that have the highest potential return on investment for the nation by increasing the quantity and quality MSI STEM graduates. This study also provides critical information and perspective about the importance of MSIs to other stakeholders in the nation's system of higher education and the organizations that support them.
The NRC Resident Research Associateship Program at NIST provides two-year temporary appointments for outstanding scientists and engineers. This book describes program applicants and awardees and offers suggestions for an in-depth assessment of career outcomes. Preliminary investigation indicates that outreach efforts produce more qualified applicants than NIST has slots to fill, the pool of applicants is increasingly diverse, and many Research Associates go on to permanent positions at NIST. The agency should conduct a more thorough evaluation of the program, including an assessment of outreach to potential applicants, individuals who decline an award, the program's impact on the careers of awardees, and the benefits of the program to NIST and the broader scientific and engineering community.

Review of Army Research Laboratory Programs for Historically Black Colleges and Universities and Minority Institutions examines the ways in which historically black colleges and universities and minority institutions have used the Army Research Laboratory (ARL) funds to enhance the science, technology, engineering, and mathematics (STEM) programs at their institutions over the past decade. This report also considers which program elements reflect practices that are effective for assisting these institutions in enhancing the STEM programs and could be considered by other Department of Defense agencies for application to their programs. The Army Research Laboratory has contributed to building up the human and infrastructural capacities in the past, and this report looks for ways to enhance ARL program impact on institution-building in the future, confident that more capable black and minority-serving institutions will, in turn, help America as a whole develop a more diverse and intellectually capable STEM workforce.
U.S. military personnel are required to adhere to standards of body composition, fitness, and appearance to achieve and maintain readinessâ€"that is, the maintenance of optimum health and performance so they are ready for deployment at any moment. In 1992, the Committee on Military Nutrition Research reviewed the existing standards and found, among other things, that the standards for body composition required for women to achieve an appearance goal seemed to conflict with those necessary to ensure the ability to perform many types of military tasks. This report addresses that conflict, and reviews and makes recommendations about current policies governing body composition and fitness, as well as postpartum return-to-duty standards, Military Recommended Dietary Allowances, and physical activity and nutritional practices of military women to determine their individual and collective impact on the health, fitness, and readiness of active-duty women.
Research and development (R&D) organizations are operated by government, business, academe, and independent institutes. The success of their parent organizations is closely tied to the success of these R&D organizations. In this report, organizations refers to an organization that performs research and/or development activities (often a laboratory), and parent refers to the superordinate organization of which the R&D organization is a part. When the organization under discussion is formally labeled a laboratory, it is referred to as such. The question arises: How does one know whether an organization and its programs are achieving excellence in the best interests of its parent? Does the organization have an appropriate research staff, facilities, and equipment? Is it doing the right things at high levels of quality, relevance, and timeliness? Does it lead to successful new concepts, products, or processes that support the interests of its parent? This report offers assessment guidelines for senior management of organizations and of their parents. The report lists the major principles of assessment, noting that details will vary from one organization to another. It provides sufficient information to inform the design of assessments, but it does not prescribe precisely how to perform them, because different techniques are needed for different types of organizations. Best Practices in Assessment of Research and Development Organizations covers three key factors that underpin the success of an R&D organization: (1) the mission of the organization and its alignment with that of the parents; (2) the relevance and impact of the organization's work; and (3) the resources provided to the organization, beginning with a high-quality staff and management.
The Department of Defense is in the process of transforming the nation's armed forces to meet the military challenges of the 21st century. Currently, the opportunity exists to carry out experiments at individual and joint service levels to facilitate this transformation. Experimentation, which involves a spectrum of activities including analyses, war games, modeling and simulation, small focused experiments, and large field events among other things, provides the means to enhance naval and joint force development. To assist the Navy in this effort, the Chief of Naval Operations (CNO) asked the National Research Council (NRC) to conduct a study to examine the role of experimentation in building future naval forces to operate in the joint environment. The NRC formed the Committee for the Role of Experimentation in Building Future Naval Forces to perform the study.
Chemical warfare materiel (CWM) is a collection of diverse items that were used during 60 years of efforts by the United States to develop a capability for conducting chemical warfare. Nonstockpile CWM, which is not included in the current U.S. inventory of chemical munitions, includes buried materiel, recovered materiel, binary chemical weapons, former production facilities, and miscellaneous materiel. CWM that was buried in pits on former military sites is now being dug up as the land is being developed for other purposes. Other CWM is on or near the surface at former test and firing ranges. According to the Chemical Weapons Convention (CWC), which was ratified by the United States in April 1997, nonstockpile CWM items in storage at the time of ratification must be destroyed by 2007. The U.S. Army is the designated executive agent for destroying CWM. Nonstockpile CWM is being handled by the Non-Stockpile Chemical Materiel Program (NSCMP); stockpile CWM is the responsibility of the Chemical Stockpile Disposal Program. Because nonstockpile CWM is stored or buried in many locations, the Army is developing transportable disposal systems that can be moved from site to site as needed. The Army has plans to test prototypes of three transportable systems-the rapid response system (RRS), the munitions management device (MMD), and the explosive destruction system (EDS)-for accessing and destroying a range of nonstockpile chemical agents and militarized industrial chemicals. The RRS is designed to treat recovered chemical agent identification sets (CAIS), which contain small amounts of chemical agents and a variety of highly toxic industrial chemicals. The MMD is designed to treat nonexplosively configured chemical munitions. The EDS is designed to treat munitions containing chemical agents with energetics equivalent to three pounds of TNT or less. These munitions are considered too unstable to be transported or stored. A prototype EDS system has recently been tested in England by non-stockpile program personnel. Although originally proposed for evaluation in this report, no test data were available to the committee on the composition of wastes from the EDS. Therefore, alternative technologies for the destruction of EDS wastes will be discussed in a supplemental report in fall 2001. Treatment of solid wastes, such as metal munition bodies, packing materials, and carbon air filters, were excluded from this report. Review and Evaluation of the Army Non-Stockpile Chemical Materiel Disposal Program: Disposal of Neutralent Wastes evaluates the near-term (1999-2005) application of advanced (nonincineration) technologies, such as from the Army's Assembled Chemical Weapons Assessment Program and the Alternative Technologies and Approaches Project, in a semi-fixed, skid-mounted mode to process Rapid Response System, Munitions Management Device, and Explosive Destruction System liquid neutralization wastes.
Vehicle weight reduction is an effective strategy for reducing fuel consumption in civilian vehicles. For combat vehicles, it presents not only an important opportunity to reduce fuel use and associated logistics, but also important advantages in transport and mobility on the battlefield. Although there have been numerous efforts in the past to reduce the overall weight of combat vehicles, combat vehicle weight has continued to increase over time due to new threats and missions. On December 8 and 9, 2014, the National Academies of Sciences, Engineering, and Medicine held a workshop to explore opportunities in lightweight materials for armored vehicles. This was the ninth workshop in an ongoing series for the U.S. military on materials and manufacturing issues. The workshop discussed future advances in weight reduction by materials substitution for vehicles, including such topics as armor, structure, automotive parts, and armaments. This publication summarizes the presentations and discussions from the workshop.
The confluence of the September 11, 2001 terrorist attack and the U.S. Army's historic role to support civil authorities has resulted in substantial new challenges for the Army. To help meet these challenges, the Assistant Secretary of the Army for Research and Technology requested the National Research Council (NRC) carry out a series of studies on how science and technology could assist the Army prepare for its role in homeland security (HLS). The NRC's Board on Army Science and Technology formed the Committee on Army Science and Technology for Homeland Security to accomplish that assignment. The Committee was asked to review relevant literature and activities, determine areas of emphasis for Army S&T in support of counter terrorism and anti-terrorism, and recommend high-payoff technologies to help the Army fulfill its mission. The Department of Defense Counter-Terrorism Technology Task Force identified four operational areas in reviewing technical proposals for HLS operations: indications and warning; denial and survivability; recovery and consequence management; and attribution and retaliation. The study sponsor asked the Committee to use these four areas as the basis for its assessment of the science and technology (S&T) that will be important for the Army's HLS role. Overall, the Committee found that: There is potential for substantial synergy between S&T work carried out by the Army for its HLS responsibilities and the development of the next generation Army, the Objective Force. The Army National Guard (ARNG) is critical to the success of the Army's HLS efforts.
