The history of reform of the House of Lords has a long history since the Parliament Act 1911, and since the House of Lords Act 1999 removed the right of all but 92 hereditary peers to sit in the Lords, there has been a number of initiatives to further the debate on reform. The latest proposals are contained in the draft Bill (Cm. 8077, ISBN 9780101807722) published in May 2011, which was referred to the Joint Committee. In this report the Joint Committee acknowledges the controversial aspects of certain of the proposals and the members of the Committee reflect wider differences of opinion, many of the report's recommendations being decided by a majority. The majority supports the need for an electoral mandate, provided the House has commensurate powers. The current functions and role would continue, but the House would probably seek to be more assertive, to an extent that cannot be predicted. The Committee recommends a House of 450 members, 80% elected on a system of Single Transferable Voting (preferably that used in New South Wales, not the one proposed in the Bill) for a 15 year term.The main sections of the report cover: functions, role, primacy of the Commons and conventions; electoral system, size, voting system and constituencies; appointments, bishops and ministers; transition, salaries, IPSA, disqualification. The Committee recommends that, in view of the significance of the constitutional change, the Government should submit the decision to a referendum.

Draft legislation intended to deliver a more efficient and transparent local audit system may not save money, potentially undermines the integrity of the audit system and may fail to deliver accountability. The principle of independent audit - which has guided public sector audit for the last 150 years - could be undermined if the bill is not amended. Most witnesses criticised the proposed independent auditor panels and felt that they imposed an unnecessary additional bureaucratic burden. They expressed strong support for the retention of a central procurement capacity for appointing auditors to local bodies in order to deliver best value on audit fees. The legislation also has some gaping holes that pose significant risks. Unless stronger safeguards are put into the legislation, whistleblowers might not be able to draw attention to serious failures in local governance. The Comptroller & Auditor General of the National Audit Office should be named in the Bill alongside the appointed auditor, as another prescribed person who may be contacted by any whistleblower. It should also have a duty to publish detailed mandatory guidance to accompany the code and to report annually to Parliament on the Code's effectiveness. Lastly, there is great concern that the draft Bill makes no provision for comprehensive like for like value for money comparisons which would enable informed judgements about the way local bodies spend taxpayer's money. It is essential that the Bill is re-drafted to include a systematic process for benchmarking and like-for-like comparisons between public bodies in the new regime.

Bill ran his own independent press and published political pamphlets and essays on the arts and poetry. After gaining a PhD in Old English he fled London and settled in Seaham where he embraced the northern way of life. 'He was also a scholar of Old English and dialect who know how to make his work accessible. Private and uncompetitive, he was at least these things: poet, archivist, scholar, translator, prison-rights campaigner, pianist, historian, curator, performer, editor, short-story writer, essayist, teacher, book-maker and lyricist... The Saturday before he died, Bill discharged himself from hospital to host the Dialect Day at the Morden Tower in Newcastle upon Tyne. Until the 20th century, dialect was a marker of economic, social and cultural change. We know that the North East maritime connections with the Dutch led to the introduction of many 'new' words. The Scottish influence of the keelmen (fisherman) on the Tyne and their effect on local language was much more radical. Although the Tyneside dialect and identity and this way of speaking is fast waning, the popularity of discovering this language and dialect shows there is still a great interest in the languages and dialect of the past. The late Bill Griffiths (1948–2007)was an extraordinary writer and poet: radical, experimental and scholarly, but also had a great sense of humour. He was a wonderful champion of the North East, its people and heritage. Born in Middlesex, he read history before graduating in 1969. Bill ran his own independent press and published political pamphlets and essays on the arts and poetry. After gaining a PhD in Old English he fled London and settled in Seaham where he embraced the northern way of life. 'He was also a scholar of Old English and dialect who know how to make his work accessible. Private and uncompetitive, he was at least these things: poet, archivist, scholar, translator, prison-rights campaigner, pianist, historian, curator, performer, editor, short-story writer, essayist, teacher, book-maker and lyricist. The Saturday before he died, Bill discharged himself from hospital to host the Dialect Day at the Morden Tower in Newcastle upon Tyne.
