Since 2000, black representation among high-quality recruits in the Army has decreased, while Hispanic representation has increased; in the Navy, black representation has remained stable and Hispanic representation has increased. The authors identify factors that explain these trends and consider which policies are likely to be most effective in increasing high-quality enlistments among black, Hispanic, and white youth.
As the defense burden borne by reserve forces has increased, more attention has been paid to differences between retirement systems for the reserve and active components. This report analyzes the systems, discusses the importance of structuring compensation to enable management flexibility, considers obstacles and how they might be overcome, and provides a quantitative assessment of the reserve retention and cost effects of possible proposals.
Attention to embodiment and the religious significance of bodies is one of the most significant shifts in contemporary theology. In the midst of this, however, experiences of disability have received little attention. This book explores possibilities for theological engagement with disability, focusing on three primary alternatives: challenging existing theological models to engage with the disabled body, considering possibilities for a disability liberation theology, and exploring new theological options based on an understanding of the unsurprisingness of human limits. The overarching perspective of this book is that limits are an unavoidable aspect of being human, a fact we often seem to forget or deny. Yet not only do all humans experience limits, most of us also experience limits that take the form of disability at some point in our lives; in this way, disability is more "normal" than non-disability. If we take such experiences seriously and refuse to reduce them to mere instances of suffering, we discover insights that are lost when we take a perfect or generic body as our starting point for theological reflections. While possible applications of this insight are vast, this work focuses on two areas of particular interest: theological anthropology and metaphors for God. This project challenges theology to consider the undeniable diversity of human embodiment. It also enriches previous disability work by providing an alternative to the dominant medical and minority models, both of which fail to acknowledge the full diversity of disability experiences. Most notably, this project offers new images and possibilities for theological construction that attend appropriately and creatively to diversity in human embodiment.

Singer's theory of rights, an impressive development of social accounts by pragmatists George Herbert Mead and John Dewey, was developed in Operative Rights (1993). This successor volume includes applications, lectures, replies to critics, and clarifications. For Singer, Dewey, and Mead, rights exist only if they are embedded in the operative practices of a community. People have a right in a community if their claim is acknowledged, and if they would acknowledge similar claims by others. Singer's account contrasts with theories of natural rights, which state that humans have rights by virtue of being human. Singer's account also differs from Kantian attempts to derive rights from the necessary conditions of rationality. While denying that rights exist independently of a community's practices, Singer maintains that rights to personal autonomy and authority ought to exist in all communities. Group rights, an anathema among individualistic theories, are from Singer's pragmatist perspective a valuable institution. Singer's discussion of rights appropriate for minority communities (e.g., the Bosnian Muslims and the Canadian Quebecois) is particularly illuminating. Her book is a model of careful reasoning. Reproductive rights are human rights. Reproductive Justice and Women's Voices: Health Communication across the Lifespan offers an in-depth analysis of women’s reproductive health in a transformative, sociopolitical moment that is redefining women’s access to health care; reducing disparities in maternal and child health is a critical public health goal for the United States. Sundstrom contributes to patient-centered public health by analyzing women’s reproductive health across the lifespan. Four critical body episodes: contraceptive use dynamics, pregnancy, childbirth, and the post-partum period explicate women’s understandings of control and embodiment in the context of technology. Women’s meaning making of each body episode is interrogated in three areas: (1) the physiological experience of reproductive health, (2) perceptions of medicine and the biomedical model, and (3) opinions of mediated messages about reproduction, including new media. Through stories and silence, the women interviewed in this book demand accurate information, including the risks and benefits of health care, and access to reproductive services and technologies. The analysis disrupts the nature/technology dualism and reconceptualizes health outside of the normative processes of menstruation, pregnancy, and childbirth. By talking with women, this study privileges women’s decision-making about reproductive health and offers insight for how women’s partners, families, and health care providers can support them in this process.
