Who is held responsible when EU policies fail? Which blame games resonate in the European public? European Blame Games challenges the conventional wisdom that the complexity of EU decision-making eschews clarity of responsibility, thereby rendering European blame games untargeted and diffuse. The book argues that the politicization of EU policies triggers a plausibility assessment of blame attributions in the public domain with the effect that European blame games gravitate towards true responsibilities, targeting those political actors involved in enacting a policy that is subsequently considered a policy failure. It distinguishes three kinds of European blame games. In scapegoat games, supranational EU institutions are held responsible for a policy failure. Renegade games occur when individual member state governments are considered the culprits for a failed policy. When responsibility for a policy failure is shared between EU institutions and member states, diffusion games prevail. The book also explores three conditions to explain when each of the three European blame games prevails: the type of policy failure, the type of policy making, and the type of policy implementation. NMR imaging of materials is a field of increasing importance. Applications expand from fundamental science like the characterization of fluid transport in porous rock, catalyst pellets, and hemodialyzers into various fields of engineering for process optimization and product and quality control, for example, of polymer materials, biomaterials, elastomers, and ceramics. While the results of NMR imaging are being appreciated in a growing community, the methods of imaging are far more diverse for materials applications than for medical imaging of humans. This book provides an introduction to NMR imaging of materials covering solid-state NMR spectroscopy, imaging methods for liquid and solid samples, and unusual NMR in terms of special approaches to spatial resolution like an NMR surface scanner. Here, the authors provide the first complete and comprehensive discussion of HR-CS AAS and its application to the analysis of a variety of difficult matrices. The macroscopic tool of inquiry is thermal analysis, and the results are linked to microscopic molecular structure and motion. Measurements of heat and mass are the two roots of quantitative science. The macroscopic heat is connected to the microscopic atomic motion, while the macroscopic mass is linked to the microscopic atomic structure. The macroscopic unitsofmeasurementofheatandmassarethejouleandthegram,chosentobeeasily discernable by the human senses. The microscopic units of motion and structure are 12 10 the picosecond (10 seconds) and the ångstrom (10 meters), chosen to fit the atomic scales.
