International commodity markets have traditionally attracted the attention of economists, econometricians, and policy makers especially in and following politically tumultuous times. For instance, the primary commodity price boom of 1973/74 and the subsequent period of highly volatile world market prices initiated increased research on commodity markets which quickly focused on possible price stabilization schemes, particularly on buffer stocks. Simultaneously, the issue clearly advanced in priority on the political agenda, such that the United Nations Conference on Trade and Development (UNCTAD) proposed an "Integrated Program for Commodities" (IPC) intended to stabilize the world market prices of ten so-called "core commodities"l (UNCTAD (1974, 1976a), Behrman (1979)). Many developing nations welcomed the IPC almost enthusiastically, but it did not receive more than lukewarm support by major industrialized countries, apparently due to the experience with some thirty international commodity agreements past World War II2. Critical evaluations have, among others, been presented by McNicol (1978), Gordon-Ashworth (1984), and Macbean & Nguyen (1987). The most detailed of these studies is Gordon-Ashworth's, who concludes that "on balance ... the performance of international commodity agreements has been too unreliable and their distributive effects too uneven to secure the development goals that have been set" (1984, p. 284)3. Consequently, the IPC turned out to be quite controversial a topic on the UNCTAD's 1976 meeting in Nairobi and has not been able to gain any impetus since. lThese were cocoa, coffee, copper, cotton, jute, rubber, sisal, sugar, tea, and tin.
Digitization, the global networking of individuals and organizations, and the transition from an industrial to an information society are key reasons for the importance of digital government. In particular, the enormous influence of the Internet as a global networking and communication system affects the performance of public services. This textbook introduces the concept of digital government as well as digital management and provides helpful insights and strategic advice for the successful implementation and maintenance of digital government systems.
For some time, it has been debated whether a lack of wage flexibility is at the roots of the high and persistent unemployment in West Germany. In the presence of a skill bias in labor demand, which increases the relative de mand for more highly skilled labor over time, there only seems to exist the choice between higher wage inequality or higher unemployment rates. This study scrutinizes whether and in what way this line of thought is consis tent with empirical findings for West Germany. The analysis ranges from extensive descriptive evidence on wage trends to the estimation of a struc tural model of wage bargaining. As the most important database, I use the IAB-Beschiiftigtenstichprobe from 1975 to 1990. This study was accepted as a Habilitation thesis by the Department of Economics and Statistics of the University of Konstanz in October 1998. The only major change relates to appendix B on the block bootstrap procedure now summarizing the main aspects of the method. Errors are information. In contrastive linguistics, they are thought to be caused by unconscious transfer of mother tongue structures to the system of the target language and give information about both systems. In the interlanguage hypothesis of second language acquisition, errors are indicative of the different intermediate learning levels and are useful pedagogical feedback. In both cases error analysis is an essential methodological tool for diagnosis and evaluation of the language acquisition process. Errors, too, give information in psychoanalysis (e.g., the Freudian slip), in language universal research, and in other fields of linguistics, such as linguistic change.This bibliography is intended to stimulate study into cross-language, cross-discipline and cross-theoretical, as well as for language universal, use of the numerous, but sometimes hard to come by, error analysis studies. 5398 titles covering the period 1578 up to 1990 (with work in more than 144 languages and language families) are cited, cross-referenced, and described. Hermann Haken (born 1927) is one of the “fathers” of the quantum-mechanical laser theory, formulated between 1962 and 1966, in strong competition with American researchers. Later on, he created Synergetics, the science of cooperation in multicomponent systems. The book concentrates on the development of his scientific work during the first thirty-five years of his career. In 1970 he and his doctoral student Robert Graham were able to show that the laser is an example of a nonlinear system far from thermal equilibrium that shows a phase-transition like behavior. Subsequently, this insight opened the way for the formulation of Synergetics. Synergetics is able to explain, how very large systems show the phenomenon of self-organization that can be mathematically described by only very few order parameters. The results of Haken’s research were published in two seminal books Synergetics (1977) and Advanced Synergetics (1983). After the year 1985 Haken concentrated his research on the macroscopic foundation of Synergetics. This led him towards the application of synergetic principles in medicine, cognitive research and, finally, in psychology. A comprehensive bibliography of Hermann Haken’s publications (nearly 600 numbers) is included in the book.

More than 20 years have passed since the introduction of the Universal Character Set. However, legacy applications still sometimes cannot even render German umlauts correctly. Part of this problem is a hidden political agenda: Consciously or unconsciously, patterns of the Cold War are continued in the interaction between Western and Eastern European languages. This book examines the current use of diacritical marks in Western Europe, such as the use of names from Slavic languages in electronic data processing systems. The role of the media as multiplier receives particular attention, with most error examples taken from actual media coverage.Considering international, EU, and national law and referring to ground-breaking court decisions, Kappenberg answers the question: 'Is there a right to diacritical marks in people's names?' This is followed by a description of current practice in several European countries.Finally, Setting Signs for Europe answers the question how in the framework of the EU's multilingualism policy effective approaches can be created to raise awareness among software vendors, the media, government agencies, and individuals regarding the correct handling of diacritics. Kappenberg also assesses the use of diacritics as a style element and offers an improved input method for diacritics.
Using Fritz Perls as an example, this book recalls the representatives of an urban avant-garde culture who were driven out of Europe, emigrated, and for the most part found a new homeland in the USA. Many an element of the lost avant-garde spirit later found its way back to Europe in an enriched form. This monograph is the first to focus in greater depth on the German-European roots of Gestalt therapy. It thereby bridges the continents at the same time.
Learning foreign languages is a process of acquiring authentic contents in cultural contexts. In this respect, bilingual programs provide an effective connection between content-based studies and linguistic activities. The European umbrella term CLIL (Content and Language Integrated Learning) not only comprises the aims and objectives of a sustainable format of teaching foreign languages but also the priority of content over language, in other words: language follows content, as in the Bauhaus precept form follows function. But in order to effectively integrate content and language, a comprehensive pedagogical approach is needed that goes beyond existing curricula and guidebooks. Bernd Klewitz aims at establishing the CLIL methodology by linking content requirements of subject areas, especially those in the social sciences, with linguistic building blocks and tools. The integrative methodology of bilingual programs extends to the study of literature, traditionally a domain of language tuition, but thought to be a seminal part of CLIL as well. The building blocks and language tools presented in this volume focus on learning foreign languages in cultural contexts, aims, and objectives of CLIL, parameters of an integrated bilingual teaching strategy, dimensions of bilingual learning, elements of a CLIL concept, Literary CLIL, CLIL tools and strategies, modules with worked examples, challenges, and desiderata, and a comprehensive glossary. Each section is completed with an interactive part of review, reflection, and practice.
Bernd Wübben analyzes the success of 87 German mergers and acquisitions in the USA during the period from 1990 to 2004. Employing a study of the capital markets’ reaction and a survey of acquirers’ executives, he shows that US transactions on average enhanced value for German companies and their shareholders. The author integrates the findings of both methodologies to identify the determinants of transaction success, including characteristics of the German acquiring and the US target companies as well as of the acquisition structure and management.

In the mid 1980s, the International Commission on Mathematical Instruction (ICMI) inaugurated a series of studies in mathematics education by comm- sioning one on the influence of technology and informatics on mathematics and its teaching. These studies are designed to thoroughly explore topics of c- temporary interest, by gathering together a group of experts who prepare a Study Volume that provides a considered assessment of the current state and a guide to further developments. Studies have embraced a range of issues, some central, such as the teaching of algebra, some closely related, such as the impact of history and psychology, and some looking at mathematics education from a particular perspective, such as cultural differences between East and West. These studies have been commissioned at the rate of about one per year. Once the ICMI Executive decides on the topic, one or two chairs are selected and then, in consultation with them, an International Program Committee (IPC) of about 12 experts is formed. The IPC then meets and prepares a Discussion Document that sets forth the issues and invites interested parties to submit papers. These papers are the basis for invitations to a Study Conference, at which the various dimensions of the topic are explored and a book, the Study Volume, is sketched out. The book is then put together in collaboration, mainly using electronic communication. The entire process typically takes about six years.
