Following the Japanese invasion of the islands in 1942, North Luzon was the staging area for several Filipino-American guerrilla bands who sought to gather intelligence and to destroy enemy military installations or supplies. Bernard Norling focuses on the Cagayan-Apayao Forces, or CAF, commanded by Maj. Ralph Praeger. Their bravery was unquestionable, but by September 1943 all but one member of Troop C had been claimed by combat, enemy capture, or disease. The only survivor, Capt. Thomas S. Unemployment, poverty and the role of the state were themes which structured the discourse of social theory and the developing social legislation in Britain at the end of the Victorian period and the early twentieth century. This collection examines the neglected contribution of Bernard and Helen Bosanquet to that contemporary maelstrom of ideas about the condition of the people, the process of social reform and the practice of social work. Like their contemporaries Sidney and Beatrice Webb, the Bosanquets were a significant partnership integrating philosophy and practice, theory and action. Bernard Bosanquet, the Idealist philosopher, is best known for his study The Philosophical Theory of the State. His wife Helen, economist and social worker, was a member of the Royal Commission on the Poor Laws (1905-9) and between 1909 and 1921, editor of the Charity Organisation Review. Themselves selective supporters of state welfare schemes, they helped to re-fashion the Charity Organisation Society away from its nineteenth century individualism by their advocacy of organic social collectivism. But character, self development and responsibility remained central tenets of their welfare programme. This collection re-publishes most of the Bosanquets' principal books and articles relating to the philosophy of the state and the practice of welfare. The development of their ideas in the context of their own time, and their relevance to current debates in the theory and practice of welfare, forms the basis of a substantial introduction by David Gladstone, the series editor. In many domains one encounters "systems" of interacting elements, elements that interact more forcefully the closer they may be. The historical example upon which the theory offered in this book is based is that of magnetization as it is described by the Ising model. At the vertices of a regular lattice of sites, atoms "choos e" an orientation under the influence of the orientations of the neighboring atoms. But other examples are known, in physics (the theories of gasses, fluids, .. J, in biology (cells are increasingly likely to become malignant when their neighboring cells are malignant), or in medecine (the spread of contagious deseases, geogenetics, .. .), even in the social sciences (spread of behavioral traits within a population). Beyond the spacial aspect that is related to the idea of "neighboring" sites, the models for all these phenomena exhibit three common features: - The unavoidable ignorance about the totality of the phenomenon that is being studied and the presence of a great number of often unsuspected factors that are always unquantified lead inevitably to stochastic models. The concept of accident is very often inherent to the very nature of the phenomena considered, so, to justify this procedure, one has recourse to the physicist's principle of indeterminacy, or, for example, to the factor of chance in the Mendelian genetics of phenotypes.
