The ¿code of the street¿ theory presents an explanation for high rates of violence among African-Amer. (AA) adolescents. Observing life in a Phila. AA neighborhood, Anderson saw that economic disadvantage, separation from mainstream society, and racial discrim. encountered by some AA adolescents may lead to anti-social attitudes and to violent behavior. This report explores this thesis; researchers conducted repeated interviews with more than 800 AA adolescents (ages 10 to 15) and their primary caregivers. The researchers looked for developmental relationships between neighborhood and family characteristics, reported experiences with racial discrim., expressed street code values and self-reported violent behavior in young people. Use of such weapons as batons, pepper spray and powder, ¿bean bag¿ shotgun rounds, baton launchers, rubber projectiles, and Tasers can enhance the safety of law enforcement (LE) officers and the public during LE operations. However, significant injuries and fatalities can result from their use. This review determines the types of less-lethal weapons used; the extent to which DoJ components are using these weapons, whether training and controls have been implemented to ensure the weapons are used properly; whether the components have identified the impact of using these weapons on their missions; and whether the DoJ assesses, deploys, and oversees new and emerging less-lethal weapon technologies. At the forefront of issues affecting today's housing market, foreclosed properties have become a significant problem. Local governments can enable productive reuse of these properties and simultaneously address the affordable housing crisis by creating public entities known as ¿land banks¿ to acquire, hold, and manage foreclosed properties. This report examines the concept of land banking and discusses barriers and solutions to the successful implementation of land banks. The report contains case studies from the Genesee County Land Bank Authority, the Baltimore City Land Bank, and the Atlanta/Fulton County Land Bank. Each case study provides a description of the land banking programs and their effectiveness in revitalizing neighborhoods.

In Aug. 2001 the Secretaries of Agriculture and the Interior joined the Western Governors¿ Assoc., Nat. Assoc. of State Foresters, Nat. Over the past decade, interpretations of Supreme Court (SC) rulings removed some critical waters from Fed. protection, and caused confusion about which waters and wetlands are protected under the CWA. As a result, important waters now lack clear protection under the law. This draft guidance clarifies how the EPA and the U.S. Army Corps of Engineers (ACE) will identify waters protected by the CWA and implement the SC¿s decisions concerning the extent of waters covered by the Act. Describes the Dept. of Justice (DoJ) investigation concerning whether the political or ideological affiliations of applicants were improperly considered in the selection of candidates for the Attorney General¿s Honors Program and the Summer Law Intern Program (SLIP) from 2002 to 2006. Disaster preparedness became a renewed priority for our nation as a direct response to the devastation of 9/11. Government at all levels has imbedded stronger collaboration with non-governmental civic and private sector org. and the general public in policies and practices. The Citizen Corps grassroots model of community preparedness has spread across the country, and Americans have been asked to become fully aware, trained, and practiced on how to respond to potential threats and hazards. The 2010 Amer. with Disabil. Act (ADA) Standards will become mandatory on March 15, 2012. DoJ is allowing immediate use of these standards as an alternative to its original 1991 standards but requires that the standard be applied consistently to a project.
