Whereas the format of specific entries covered by this Reference Guide largely corresponds to the Parts and Annexes of the 1982 UN Law of the Sea Convention (UNCLOS) and the 1994 Part XI Agreement, the heading of each entry also contains, as appropriate, references to the 1930 League of Nations Hague Draft, the four 1958 UN Geneva Conventions and the 1995 UN Straddling Stocks Agreement, as well as to the 1972 UN Stockholm, the 1992 Rio UNCED and the 2002 Johannesbourg instruments. This will enable the reader to relate the Court's decisions to the respective UNCLOS provisions as originated from and as implemented by these global framework instruments at various stages of codification and progressive development of the law of the sea. The entries cover principally Judgments and Orders (including the related pleadings) of the PCIJ and the ICJ and those decisions of Arbitral Tribunals and other third party fora as well as national courts which have been relied upon in the Court's jurisprudence. In addition, the recent decisions of the ITLOS and some other fora, such as the Annex VII Southern Bluefin Tuna, Singapore v. Malaysia, Barbados/Trinidad and Tobago, Guyana/Suriname and the Mox Plant Arbitral Tribunals, as well as references to treaties are also listed under specific entries as appropriate. Child abuse is typically considered to be the most severe form of early adversity to which children or adolescents can be subjected. Maltreated young people seen as at the highest risk are likely to be placed in out-of-home care for their own protection, including foster care, kinship care, group care, or independent living. Young People in Out-of-Home Care is based on more than two decades of applied research and evaluation, conducted since 2000, as part of the ongoing Ontario Looking After Children (OnLAC) Project. The OnLAC project was based on a new child welfare approach known as Looking After Children, developed in the UK in the late 1980s and 1990s, to reform and improve services to vulnerable young people who were being looked after in out-of-home care. When launched in 2000, the OnLAC project “Canadianized” the UK approach and partnered with the Ontario Association of Children’s Aid Societies (OACAS) and some 20 children’s aid societies in the province. Since 2007, the Ontario government has mandated that local societies use the OnLAC method to plan services and monitor outcomes. Since 2000, the Ontario Looking After Children (OnLAC) project has gathered information on results and well-being from interviews with more than 35,000 young people in care, their caregivers, and their child welfare workers. Young People in Out- of-Home Care presents major project findings and lessons that promise to improve young people’s education, development, health, social and family relationships, mental health, and preparation for transition to community life.

Numerous epidemiological studies report that birth weight is inversely associated with blood pressure, suggesting that slow growth during fetal life programs hypertension and increased risk for cardiovascular disease in later life. Different experimental models are used to provide proof of concept for the theory of developmental programming of cardiovascular disease, and studies in these different animal models are providing insight into the etiology of chronic disease programmed by an imbalance in nutrition during early life or exposure to maternal complications during pregnancy. Alterations in the regulatory systems key to the long-term control of blood pressure are implicated in the etiology of hypertension that results from adverse exposures during early development. Epigenetic processes are also implicated in the increased risk for programmed cardiovascular disease and the passage of programmed cardiovascular risk to the next generation. Sex, age, and early postnatal growth impact later programmed risk; programmed risk is also amplified in response to a secondary challenge that includes normal physiological processes such as pregnancy. Thus, this book will highlight how events during early life impact later cardiovascular health in a manner that is sex- and age-dependent and can be transmitted to the next generation.
