Interest in access to finance and awareness of its importance have increased significantly since the early 2000s. Growing evidence suggests that lack of access to credit prevents many households and firms from financing high-return investment projects, which has an adverse effect on growth and poverty alleviation. Despite the increasing awareness of the importance of access to finance among both researchers and policymakers, there are still some major gaps in our understanding of the main drivers of access, as well as about the impact of different policies in this area. This book aims to fill some of these gaps by discussing recent innovative experiences in broadening access to credit in Latin America. These experiences are consistent with an emerging new view that, while recognizing the central role of the public sector in improving the contractual and informational environment for financial markets, also contends that there might be room for well-designed, restricted interventions in collaboration with the private sector to foster the development of financial markets and broaden access to them. In particular, the book analyzes, among other things, some interesting experiences from Brazil, Chile, Colombia, and Mexico that use different instruments to broaden access to credit in a sustainable way, such as structured finance, factoring, credit guarantees, and correspondent banking. Most of these experiences have led to financial innovation by developing new financial products and coordinating different players in the financial and real sectors to overcome barriers to access to credit. The book provides a first systematic analysis of these innovative experiences, including an analytical framework to understand problems of access to finance and a discussion of the effects and optimal design of public interventions. Finally, the book discusses some open policy questions about the role of the private and public sectors (including state†?owned banks) in broadening access to finance in a sustainable and market-friendly manner.

With the publication of their previous book on the battleships of the Littorio class, the authors set new standards for the detailed coverage and sophisticated analysis of Italian warship design. Inspired by its success, both critically and commercially, the authors were inspired to follow up with a similar study of the earlier Italian battleships that were built in the First World War but survived to fight in the Second. Given the level of new research required, this has taken a decade to achieve but the result is a similarly comprehensive coverage. Originally comprising five ships in two related classes, they entered service at the beginning of the Great War. As designed, they were powerful examples of the second generation of dreadnoughts, with a combination of twin and triple turrets producing a unique main armament of thirteen 12-inch guns. One ship, Leonardo da Vinci, was sunk by an internal explosion at Taranto in 1916, and although the hull was raised post-war, the plan to rebuild the ship was abandoned as it was not deemed cost-effective. However, the remaining four ships were to undergo one of the most radical reconstructions of any battleship class during the 1930s, emerging with an entirely new profile, more powerful machinery and all the characteristics of a modern fast battleship. In this form they became an important element in the Italian fleet that opposed the British after 1940\. This book covers all the technical details of the ships, both as built and as rebuilt, but also provides an extended history of their active service, including battle plans and track charts. Thoroughly illustrated with photographs, ship and armament plans, detail drawings and colour camouflage schemes, the book is a fitting companion to The Littorio Class.

Reminiscent of Kurasawa’s film Ikiru, Enlightenment explores the interior mindscape of a Japanese-Peruvian man and his luminous unraveling Katzuo Nakamatsu is having a recurring dream. He’s strolling down the glinting avenues of Lima, branches crowning overhead, when he hears someone snickering from the shadows. He wanders away in concentric circles, as if along a spider web, and wakes in a sweaty torment. Nakamatsu sleepwalks his way toward sublime disintegration. Katzuo is at sea after being forced out of his job as a literature professor without warning. He retreats into flânerie, musing with imaginary interlocuters, roaming the streets, and reciting the poems of Martín Adán. Slowly, to the “steady beat of his reptilian feet,” Nakamatsu begins to arrange his muted ceremony of farewell. He conjures his smiling wife Keiko and wonders how he lost his Japanese community with her death. With a certain electric lunacy, he spruces himself up with a pinstripe tie, tortoiseshell glasses, and wooden cane, taking on the costume of a man he knew as a child, hoping to grasp that man’s tenacious Japanese identity. Like a logic puzzle, Enlightenment calibrates Augusto Higa Oshiro’s own entangled identity. From this dark and deadly estrangement, a piercing question emerges: “Why did our hides, our Japanese eyes, our bodily humors, provoke suspicion and rejection?”

Reactive oxygen species (ROS) influence various physiological processes including host defense, hormone biosynthesis, and cellular signaling. Increased ROS production (oxidative stress) is implicated in many diseases of the cardiovascular system, including hypertension, atherosclerosis, cardiac failure, stroke, diabetes, and kidney disease. ROS are produced throughout the cardiovascular system, in the kidney and central and peripheral nervous system. A major source for cardiovascular, renal, and neural ROS is a family of non-phagocytic NAD(P)H oxidases, including the prototypic Nox2 homologue-based NAD(P)H oxidase, as well as other NAD(P)H oxidases, such as Nox1 and Nox4. Other possible sources include mitochondrial electron transport enzymes, xanthine oxidase, cyclooxygenase, lipoxygenase, and uncoupled nitric oxide synthase (NOS). NAD(P)H oxidase-derived ROS is important in regulating endothelial function and vascular tone and oxidative stress is implicated in endothelial dysfunction, inflammation, hypertrophy, apoptosis, migration, fibrosis, angiogenesis and rarefaction, important processes involved in vascular remodeling in cardiovascular disease. These findings have evoked considerable interest because of the possibilities that therapies targeted against non-phagocytic NAD(P)H oxidase to decrease ROS generation and/or strategies to increase nitric oxide (NO) availability and antioxidants may be useful in minimizing vascular injury and thereby prevent or regress target organ damage associated with hypertension and other cardiovascular diseases.

Sandino. For the first time in English, here are the impassioned words of the remarkable Nicaraguan hero and martyr Augusto C. Sandino, for whom the recent revolutionary regime was named. From 1927 until 1933 American Marines fought a bitter jungle war in Nicaragua, with Sandino as their guerrilla foe. This artisan and farmer turned soldier was an unexpectedly formidable military threat to one of the succession of regimes that the United States had imposed on that country beginning in 1909. He was also the creator of a deeply patriotic language of protest--eloquent, often naive, sometimes cruel, and always defiant. The documents in this volume, presented chronologically, constitute a spontaneous autobiography, a record not only of Sandino's adventurous life but also of a crucial and often overlooked aspect of the relationship between Nicaragua and the United States. Emblematic of the deep-rooted U.S. entanglement in Nicaraguan affairs is the fact that Anastasio Somoza, who assassinated Sandino in 1934, was the father of the Somoza overthrown by the Sandinistas in 1979. By 1933 Sandino's guerrilla army had at last forced the departure of the American Marines from Nicaragua, and in that same year he had negotiated a peace agreement with the new president, Juan Bautista Sacasa. Sacasa granted Sandino and a hundred followers a large tract of government land to establish an agricultural cooperative, and Sandino agreed to partial disarmament of of his men. But a year later he was seized near the presidential mansion by solders of Somoza's National Guard and assassinated with two of his generals. The National Guard then attacked and destroyed his cooperative. Both before and after Sandino's brutal assassination, Somoza tried to discredit the idiosyncratic blend of political, religious, and theosophical ideas through which Sandino inspired his soldiers. Included among the documents here are expressions not only of Sandino's military preoccupations and of his philosophy but also of his practical concerns about worker organization and legislation, the rights of women and children, the protection and development of Nicaragua's Indians, Central American unification, construction of a Nicaraguan canal for the benefit of Nicaraguans and the world in general, Indo-Hispanic cooperation, and land reform. This work, which is based on the two-volume Spanish edition compiled by Sergio Ramirez, includes an introduction by Robert Conrad setting Sandino's life in historical context. Originally published in 1990. Through late 1987 and early 1988, the battlefields of southern Angola moved ever further away from the border with South West Africa/Namibia, until the showdown between the Soviet and Cuban-supported government in Luanda and South African-supported insurgency of UNITA culminated in the controversial and still much disputed Battle of Cuito Cuanavale. During this period, Angolan and Cuban airpower slowly grew to a point where it outmatched the SAAF, in turn limiting the freedom of movement of the SADF and UNITA ground forces, and reducing their operations to attritional battles, with little chance of achieving major victories on terms acceptable to the government in Pretoria. As the changing political climate between East and West, and in Africa began to bring about and end to the South African intervention in Angola and the occupation of South West Africa/Namibia, the government of Angola was able to switch its attentions to dealing with UNITA. Volume 5 of War of Intervention in Angola examines in detail this final period of Cuban involvement in the long and tragic civil war that ruined Angola between 1975 and 1992. While the emphasis is upon the operations of the Angolan and Cuban air forces, it also details how these impacted upon the ground operations of all parties. This volume is richly illustrated with original photographs of the forces involved, specially commissioned maps of the ground operations, and a range of full color artworks.
